Its in-house translation service is instrumental in this respect, meeting strict quality standards within the tight deadlines imposed by parliamentary procedures. STEP-IN develops a global methodology for the effective analysis and tackling of energy poverty. STEP-IN has identified three highly challenging locations with diverse characteristics across Europe including: a mountainous region in Greece, a rural area in Hungary and an urban area in the UK with low quality housing. Within each of these areas there are a range of vulnerable consumers. At each of these locations a Living Lab is being set up which brings together local experts and stakeholders with energy poor consumers. These labs consist of a range of approaches including energy cafes, advisor visits and ICT systems. The ICT tools provided by STEP-IN support consumers, advisors and local stakeholder organisations to make effective decisions.

Meet NATO’s smallest army, the Luxembourgers. Luxembourg is a founding member of NATO and although small in size, its army has taken part in NATO operations and missions throughout the world. Currently, Luxembourg is contributing to the NATO multinational battlegroup in Lithuania with a team of six soldiers from the Luxembourg Armed Forces. The team make up a transport and logistics unit, moving supplies and equipment across the country in support of the battlegroup’s mission. The visit was a welcome opportunity for the Centre to demonstrate the actionable support its geospatial intelligence analysis services provide to the EU foreign, security and defence policy, and to present the close cooperation with and added value for Member States like Luxembourg. The transmission and spreading of bacteria carrying antimicrobial resistance genes/mutations in the environment is a public health concern. Wildlife can act as a potential reservoir that promote the persistence, transmission and spatiotemporal dispersion of these resistance mechanisms to new hosts or to livestock animals. Even if the European Union takes mental health seriously and recognises the benefit of quality psychological care one should not forget that patient access to this care differs greatly from one Member State to another. I want the EU to lead the fight to make mental health care essential and accessible for all, says Tilly Metz from the Greens, co-chair of the Coalition for Mental Health and Wellbeing in the European Parliament. Frank Hubert’s family farm in eastern Luxembourg produces milk. In order to remain competitive and provide long-term improvements to his agri-business, Mr Hubert developed a plan to construct a new modernised cattle shed and associated milking parlour. The project shows that improvements in livestock welfare can result in improved business productivity and related competitiveness of a rural economy. Investment measures in Rural Development Programmes often comprise large proportions of programme budgets and projects such as this also show how allocating EAFRD support to enhance on-farm environmental conditions can make positive local contributions to global 'Green Deal' goals.

The German, Belgian, French and Luxembourgian governments commissioned IZES gGmbH to develop an introductory technological programme for the take-up of stationary fuel cells.The use of highly efficient fuel cell heating systems for the combined production of heat and electricity makes a valuable contribution towards the achievement of these governments’ energy and climate protection targets and has a positive impact on their economies. Each of the four energy cells in the GR is a virtual power plant balancing electricity production and consumption by using storage capacities within the cell or by exchanging excess power with other interconnected cells (also as cross-border transfer) via smart grids on distribution grid level. The overall balancing is managed by a digital online controller in each energy cell driven by the electricity market. The objective is to integrate large shares of renewable energy into the power systems. In fact, the European Commission, the General Secretariat of the European Parliament, the Court of Justice of the EU, the European Court of Auditors, the European Investment Bank, the European Investment Fund, the European Public Prosecutor's Office and also the European Financial Stability Fund, the European Stability Mechanism are all based in Luxembourg. Certain agencies such as the Executive Agency for Consumers, Health, Agriculture and Food, and the Translation Centre for the bodies of the European Union, are also situated in Luxembourg. The country has recorded a significant population increase over the last years, mainly due to the quality of life it offers and its sustained economic development, offering many professional opportunities. In the context of the agreement made in 2015 between Commissioner Georgieva and the Asselborn government, three main areas (digital, financial and legal) have been identified to strengthen the presence of the Commission in Luxembourg. On July 10th, Noah's Train stopped in Luxembourg. Two containers painted by the Luxembourgish artists Daniel Mac Lloyd and Alain Welter were loaded onto the train. Noah's Train consists of 15 containers measuring more than 180 meters already - and the longest mobile artwork will not stop growing! Noah’s Train is the longest mobile artwork and is inspired by the oldest history of environmental protection, Noah’s Ark. A train to draw attention to the Rail Freight Forward coalition’s goal of shifting 30% of freight to rail by 2030, because rail freight transport produces at least 6 times less CO2 than road freight transport. The journey of Noah's Train started in Katowice, Poland, on December 14, 2018. The train then headed to Vienna, Berlin, Paris, Brussels and Rome, and for a recent stop to Munich on June 4 at the fair transport logistic, as well as to different other cities in Germany. It will continue its journey through Europe until next October, then the containers will join the COP25 taking place in Chile.

In the first part of the symposium we will focus on the adoption, execution and control procedures for Parliamentary budgets in Europe. What are the rules on the adoption and execution of the assembly's budgets? Is the financial independence of the assembly recognised? How is this principle applied? What checks exist?
