One Week, One Minute: Backing the Port of Rotterdam's green transition
27 Mar 2026
European Investment Bank
This week, the Boards of the European Investment Bank and the European Investment Fund endorsed 11.4 billion euros in financing for Europe's competitiveness, housing, energy security and the space sector. The Boards also agreed to extend two very successful programmes to support technological leadership: the European Tech Champions Initiative to scale up Europe's most promising innovators and the Defence Equity Facility to nurture the ecosystem of specialized investment funds in this area. We signed a major agreement in Rotterdam, so that Europe’s largest port also becomes the cleanest, as ships will be able to put their engines off and connect to the electrical grid, cutting pollution and fossil fuel dependence. This is Europe at its best. We had very productive meetings in the Hague with Dutch Prime Minister Jetten and Finance Minister Heinen, and in Luxembourg with Prime Minister Frieden, on our shared priorities in building a strong, more secure and autonomous Europe. --------------------------------- Visit our website: https://www.eib.org Follow us on Facebook: https://www.facebook.com/EuropeanInvestmentBank Twitter: https://twitter.com/eib LinkedIn: https://www.linkedin.com/company/european-investment-bank Instagram: https://www.instagram.com/europeaninvestmentbank/

Towards a Dutch data space for cultural heritage – Enno Meijers
24 Oct 2025
Publications Office ...
In 2015 the Dutch Digital Heritage Network (NDE) was created to improve the access to cultural heritage information. Supported by the Ministry of Education, Culture and Science, NDE runs a long term program aimed at increasing the social value of information held by cultural institutions by making their collections more visible, usable and sustainable. The NDE-program works on creating a large-scale, decentralized network infrastructure for exchange and reuse of digital heritage information. With this work the foundations for a Dutch data space for cultural heritage information are being created. This national data space is the pivoting infrastructure for exchanging information with the European common data space for cultural heritage information (as deployed by Europeana) and to national and international research infrastructures for social sciences and humanities. Working together with commercial vendors NDE has been able to create an ecosystem that provides solutions for collection management which support Linked Data publication functionality. A DCAT compliant dataset registry was created that crawls the network and collects the published dataset descriptions. And a federated search engine was developed to perform a real time search in terminology sources to find the available identifiers for standard definitions such as places, persons, subjects. Together with service providers and platform developers the NDE-programme works on generic ways to create end user services based on standard APIs and functionality. This presentation shows the results of the concrete work that is being done in the Netherlands for building the Dutch data space for digital heritage. Enno Meijers This is a live recording of the presentation given at #ENDORSE2025. See also the PowerPoint presentation and other information here: https://link.europa.eu/39KnxB

Water Europe
In this exclusive MARCLAIMED interview with Daniela Benedicto and Joren Verbist from Acacia Water you will hear a comprehensive overview of the challenges faced by MARCLAIMED Demo Case 3, located in the Netherlands. They shed light on the unique situation of Dutch agriculture: highly productive but intensive, leading to concerns about pesticide and nutrient runoff, compounded by increasing water limitations due to climate change. In this video, you'll learn about: - The Core Challenge: Understanding the pressures on Dutch farmers regarding water availability and quality (pesticides, nutrients). - MARCLAIMED's Intervention: How the project plans to use Managed Aquifer Recharge (MAR), specifically Aquifer Storage and Recovery (ASR) systems, to treat and store tile drainage water for later reuse. - Acacia Water's Progress: Daniela and Javier share the crucial work they've accomplished so far within the MARCLAIMED project for Demo Case 3. -Scaling Up: While the demo site is small, learn how Acacia Water aims to leverage this experience to propose scalable solutions for other agricultural regions in the Netherlands facing similar issues. Focus on Demo Case 3: Specific details about agricultural water reuse strategies and tackling climate change impacts on farming. Expected Benefits of the MARCLAIMED Approach in Demo Case 3: 🛡️ Preserve Aquifer Water Quality: Controlling nutrients and pesticides found in tile drainage water before recharge. 💰 Enhance Cost-Effectiveness: Optimizing large-scale ASR systems for efficiency and minimal footprint. 📈 Increase Reliability & Acceptance: Building trust in MAR using tile drainage water within the agricultural and water sectors. 🤝 Promote Farmer Engagement: Supporting the need for MAR investment and ensuring proper system operation to meet future water quality standards. What’s next? The Rise and Normalisation of the Far Right in the Netherlands
17 Sep 2024
IIEA
Until the early 2000s, the Netherlands stood out as an exception in the success of far-right challengers: while populist radical right contenders were gaining significant electoral traction in neighboring countries, they long struggled to achieve similar success in the Netherlands. However, according to Dr Léonie de Jonge, since the turn of the 21st century, the Netherlands appears to have turned into a hotbed for far-right populism, which has become normalised by competition within this political wing. Indeed, the country has witnessed the rise of several influential populist radical right parties, including the Lijst Pim Fortuyn (List Pim Fortuyn or LPF), Geert Wilders’s Partij voor de Vrijheid (Party for Freedom or PVV), and, more recently, the Forum voor Democratie (Forum for Democracy or FvD), led by Thierry Baudet. In the 2023 general election, PVV secured nearly a quarter of the vote, leading to its inclusion in a coalition government in 2024. With this move, it seems fair to say that the far right has become normalised. In her address to the IIEA, Dr Léonie de Jonge tries to make sense of the meteoric rise of the far right in the Netherlands, and what this might mean for that country, the wider Benelux region, and for Europe. Part of our #WhatsNext series, which sees experts debate, discuss and analyse what's next for public policy as political and social change sweeps the globe. About the Speaker: Léonie de Jonge is Assistant Professor in European Politics and Society at the University of Groningen in the Netherlands. She also works as a researcher at the Documentation for Dutch Political Parties. Léonie obtained her PhD from the University of Cambridge in 2019 for her research on the success and failure factors of populist radical right. In her latest book (2021), she answers the question of why these parties have been more successful in the Netherlands and Flanders than in Luxembourg and Wallonia. In 2021, Léonie was elected Chair of the Steering Committee on Extremism and Democracy at the European Consortium for Political Research (ECPR), and in 2022, she was appointed member of the Young Academy (De Jonge Akademie) of the Royal Netherlands Academy of Arts and Sciences (KNAW). Léonie is an internationally renowned expert in the fields of political extremism and right-wing populism in Europe. Her work is also frequently featured in international news and media.

Rotterdam - Creative elections in Wijk aan Zet
14 May 2024
Eurocities
Wijk aan Zet is a new electoral model of local governance on the district/neighbourhood level that ensures citizens have a say in decisions that affect their lives. In the 39 districts in which the city is divided, citizens could stand for election to represent their district without belonging to a political party, and at the age of 16, people were allowed to vote. All districts drew up a four-year agreement with the municipality. Residents, the municipality and organisations make plans for the district, that come together in the district agreement. -- With Eurocities, it’s all in our name: we connect Europe and cities. RECAH Breakfast sessions – 2. Coöperation BioZon, The Netherlands (26 July 2023)
15 Apr 2024
EU Energy
The 2nd Energy Community Breakfast Session highlighted the operations and successes of Biozon, an energy community in the Netherlands founded on the principle of cost-effective power, delivering energy that flows through your socket that won't hit you in your pocket. Founded in 2019, Biozon's initiative began with a power purchasing agreement at a fixed price of 0.055 cent per kWh with Agem Municipal Energy. The community uses a landfill gas installation as a source of power generation. The model entails procuring additional electricity from other energy communities within the Netherlands when required and resorting to the conventional market only as a last option. This approach aligns with Biozon's mission of promoting sustainable and affordable energy. Currently, the project involves 60 households, supplied through Agem, which holds the requisite permit. Notably, the landfill gas installation has been producing more energy than initially anticipated, marking a significant success for the project. Stéphanie Rutten on the Trade and Technology Council
This webinar on March 27th included a research-oriented presentation about grid capacity from DNV and a financial analysis overview from impact fund Start Green Capital. Grid capacity scarcity is a pressing issue in need of urgent attention, as it is hindering Dutch decarbonization efforts and the integration of renewables and other low-carbon technologies in the Dutch energy system. DNV, on behalf of Agora Energiewende, has assessed the problem of grid scarcity in key European countries. The traditional approach of grid reinforcements faces limitations due to lengthy permitting processes, workforce shortages, and inadequate regulatory/financial incentives. The slow pace of grid reinforcements prompts the exploration of alternative solutions by DSOs, including demand-side flexibility (DSF) mechanisms, technical solutions, and smart operation strategies. Both grid reinforcements and alternative solutions are deemed necessary to address grid capacity scarcity effectively. As one of the largest impact fund managers in the Netherlands, Start Green Capital has invaluable experience and know-how to share regarding project financing in the Dutch solar market context. Since 2006, they have been building a sustainable economy together with impact entrepreneurs, distinguishing themselves with a broad spectrum of financing options: equity, convertible loans, senior loans, junior loans, and guarantees, or a combination of these. During the webinar, they shared insights and best practices. ------------------------------------------------------------------------------------------------------------------------------------------------------ 🔗 For more insights and events, visit - https://bit.ly/3vYZriN

In 2015, German Chancellor Angela Merkel and French President François Hollande urged European countries to share the responsibility of hosting asylum seekers. The EU was dealing with an unprecedented migration wave that year, with hundreds of thousands of people entering the EU through irregular channels, many fleeing war in Syria. Most of them headed to Germany and a handful of other countries. During a historic joint address to the European Parliament, Merkel and Hollande called for joint action to tackle the root causes of the crisis. *Watch the full speech on the European Parliament’s Multimedia channel: http://epfacebook.eu/SpeechMerkelHollande

Decarbonising Homes in Cities in the Netherlands: a neighbourhood approach
11 Apr 2023
OECD SMEs, Regions a...
The report may be accessed here. https://www.oecd.org/fr/cfe/decarbonising-homes-in-cities-in-the-netherlands-b94727de-en.htm#:~:text=About%2090%25%20of%20homes%20in,pilot%20programme%20in%2066%20neighbourhoods. About 90% of homes in the Netherlands depending on natural gas for heating, the Netherlands has made a commitment to phase out natural gas by 2050. To achieve the goal, the Netherlands has rolled out a natural gas-free pilot programme in 66 neighbourhoods. These neighbourhood pilot projects enabled municipalities to learn what it takes to start energy transition. Based on a city survey carried out across 26 local governments, key findings from this report call on national and local governments joining up their efforts to take place-based measures. This paper is the first case study applying the policy framework presented in the OECD report Decarbonising Buildings in Cities and Regions published in March 2022. The present case study provides a deep dive into the Netherlands’ experience to demonstrate the potential of cities and regions to advance the decarbonisation of buildings. During the panel discussion, the Dutch Ministry of Interior and the Kingdom Relations (BZK), the National Programme for Heat Transition (NPLW), the municipalities of Leusden and Rotterdam, the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) of Japan and C40 shared their experiences. A circular project to treat asbestos in Rotterdam - Jeannette Baljeu
14 Feb 2023
European Committee o...
More than 76% of occupational diseases in the EU are related to asbestos and it is estimated that between 4 and 7 million workers are currently exposed to the harmful effects of asbestos fibres. Materials such as roofing sheets only contain 10% asbestos, while the remaining 90% is valuable raw material. However, in order to treat asbestos waste, the valuable part is stored underground as well. With an innovative chemical process developed by the company Asbeter from Rotterdam, the asbestos fiber dissolves and the valuable raw materials can be re-used in different industries, such as the construction sector and the paint industry. Thanks to EU funding, this start-up could develop this safe and circular process: a technology that is at the same time a solution to the problem of asbestos waste treatment and an opportunity to return carbon-neutral raw material to the industry, contributing to the objective of circular economy. Jeannette Baljeu, Regional minister of the Province of South-Holland and rapporteur for the European Committee of the Region for the opinion A new Industrial strategy for Europe presents the project in the video, as a local example of what Europe's industrial policy calls to focus on: circularity, energy efficiency and shortening the supply chain. Applying the Autonomy Scorecard in Europe: Insights from the Netherlands
Preparing for Floods: Adapting the Netherlands for Climate Resilience
27 Jan 2023
ESCI - European Scie...
In the IMPETUS project’s ‘Atlantic’ demonstration site in the Netherlands, our main goal is to align with national, regional and local programmes to enhance #climatechange adaptation measures. The team is developing digital #decisionsupportsystem tools for municipal spatial planners, so they can create sustainable cities and communities, with a focus on the city of Rotterdam and surrounding areas in Rijnmond and the province of Zeeland. One of the most significant challenges that climate change presents here is the increasing risk of #flooding from #sealevelrise. The sea has always been a threat for this low-lying country, which has been subject to major flooding events throughout its history. For example, the ‘Watersnoodramp’ of 1953 was a major disaster. And it is expected that, by 2050, regional sea level will rise 15-40 cm and there will be more severe #storms. More intense #rainfall and river flooding is another challenge, as summer floods in much more recent years have reminded us. With growing recognition that the Netherlands’ main protection – sea dikes and storm surge barriers – may no longer be sufficient in the face of climate change, the race is on for Dutch cities to take #climateaction and plan ahead with new strategies. Our #climateimpetus #project partner Nelen & Schuurmans is helping to accelerate climate adaptation measures in the Netherlands with its flooding decision support tool. Episode on energy community in The Netherlands with Anatol Itten and Siward Zomer
19 Jan 2023
Energy Cities
The Netherlands is one of the leading countries when it comes to an energy policy taking into account many different people and sectors. The Dutch National Climate Agreement from 2019 is the best example. So, to achieve its climate and energy goals, the country needs the highest possible involvement and public ownership of green energy, including for heating homes. Today’s episode brings together 2 Dutchmen whose work focus is on citizen participation in exactly this energy transition. Anatol Itten is Senior Policy Officer for the Dutch government's Ministry of Economy and Climate. with a focus on citizen participation policy. Siward Zomer leads the Dutch federation of energy cooperatives called Energiesamen. What can we learn from The Netherlands - especially on local cooperative heat - and what is still missing to better empower communities to take ownership and benefit from renewable energy production? Our two interviewees gave their assessment of the energy community situation in The Netherlands: Even a frontrunner still has some missing pieces for a successful energy transition. We ended our conversation with a topic that could easily fill another episode: The lack of staff in local governments is, indeed, a huge problem across Europe. Last year, we at Energy Cities have conducted our own study, focusing on the staffing needs of administrations to decarbonise the built environment. As we need to close, I want you, dear listeners, to take some figures from this study with you: local administrations in Europe would need 214 000 new positions between now and 2030 for energy and climate missions. This represents around 2.5 additional full-time positions in each European municipality per year! This episode was produced with support from SCCALE 20-30-50. SCCALE is an EU project (Horizon 2020 programme) which makes collaboration happen to get many more energy communities up and running. The people behind SCCALE203050 work on a methodology and toolkit for citizens, cities and policy makers. If you, too, want to see more local energy communities across Europe, check out the toolkit and explore all of the project’s resources at the website www.sccale203050.eu

Strengthening Dutch Energy Resilience: Overcoming Energy Storage Complexities | Solarplaza Webinar
18 Jan 2023
Solarplaza
There are some certainties regarding the future of the Dutch energy market: (1) there will be an increasing influx of renewables into the grid; (2) energy demand will grow; and (3) grid constraints are part of our reality. Already in 2021, 33% of the electricity production in the Netherlands came from renewables, a 22% increase from 2020. Undoubtedly, the continued build-out of intermittent power sources will require innovative solutions and technologies such as energy storage to mitigate their fluctuating power production. The involved technologies are not new, but the creation of profitable and successful business cases in the Dutch context is still very much under trial. There is a clear need for knowledge exchange and lessons learned from market and storage experts. Join this energy storage webinar to find out: 🔹 Is storage the ideal way to support flexibility in energy markets and, if so, will implementing storage solutions with renewable energy projects become the norm? 🔹 What are the main storage trends in the Netherlands and how can you begin building a successful business case to present to the DNO/TSO? 🔹 What does future planning look like for Dutch grid operators and does storage feature prominently in those scenarios? ------------------------------------------------------------------------------------------------------------------------------------------------------ 🔗 Links For an overview of upcoming events: http://www.solarplaza.com/events/ Sign up for our newsletter for updates: https://bit.ly/2UwOGy1 👍 FOLLOW US LinkedIn: https://nl.linkedin.com/company/solarplaza_2 Twitter: https://twitter.com/solarplaza

Why Maastricht?Since 1992 the city has been inextricably linked with Europe as the Maastricht Treaty sealed Europeans’ commitment to develop our collective identity. The signing of this milestone for European integration started a great, dynamic experiment, which carries on to this day. While the Treaty may be the city’s claim to fame, Maastricht’s European character is more than just symbolic. The city is the place for Europeans to come together to work on that experiment. To think, debate and discuss Europe. This is not a coincidence. Maastricht has always been a city defined by (crossing) borders. For centuries it’s been a melting pot of cultures where different peoples meet, trade, cooperate and, from time to time, wholeheartedly disagree. To this day, it remains a forum for culture and commerce, and the impact of the surrounding Dutch-, French- and German-speaking industrial and cultural hubs is felt everywhere. At work, in leisure time and in education. This confluence continually gives rise to new opportunities, new questions and new ideas.

The province of Gelderland lies in the east of the centre of the Netherlands. In terms of area (5,137 km2) it is the largest of the twelve provinces of the Netherlands. Gelderland’s 51 municipalities are home to 2 million inhabitants. The region has a varied landscape with forests, large rivers and rural areas. You will also find modern urban hubs such as Arnhem, Nijmegen and Wageningen with international secondary schools and universities supporting the knowledge-based economy. The province of Gelderland occupies a strategic location. Bordering Germany and the European hinterland, the province acts as an important portal for the Randstad (the conurbation encompassing the cities of Amsterdam, The Hague, Rotterdam and Utrecht), Schiphol Airport and the Port of Rotterdam. Just like the other Dutch provinces, the province of Gelderland has its own administration. The provincial government has its seat at Arnhem, which is also the capital of the province. From there the province carries out its core duties and in doing so occupies an intermediate position between national government and local municipalities. The province coordinates, monitors and makes decisions on matters such as traffic and transport, urban and country planning and the environment. This mid-level position makes the province especially suited to making assessments from a broader perspective, which are nonetheless geared towards its own municipalities and region. Due to the fact that as a relatively small region Gelderland itself does not have much clout within Europe, it seeks partnerships with other regions through membership of European networks like the Association of European Regions, the Association of European Border Regions and Partenalia. Through the GO programme in conjunction with the province of Overijssel, Gelderland is investing 164 million euros of European money in the regional economy between 2007 and 2013. Gelderland is active in Europe and Europe is active in Gelderland.
