With Commissioners Kos and Síkela, I discussed the EIB contribution to a successful enlargement process and a prosperous and stable neighbourhood. And with Commissioner Roswall we discussed how to make climate and competitiveness a winning tandem for Europe. We also announced new projects for green energy in Germany, sustainable transport in Spain, semiconductors in The Netherlands, education and agriculture in France. What’s next? The Rise and Normalisation of the Far Right in the Netherlands

Until the early 2000s, the Netherlands stood out as an exception in the success of far-right challengers: while populist radical right contenders were gaining significant electoral traction in neighboring countries, they long struggled to achieve similar success in the Netherlands. However, according to Dr Léonie de Jonge, since the turn of the 21st century, the Netherlands appears to have turned into a hotbed for far-right populism, which has become normalised by competition within this political wing. Indeed, the country has witnessed the rise of several influential populist radical right parties, including the Lijst Pim Fortuyn (List Pim Fortuyn or LPF), Geert Wilders’s Partij voor de Vrijheid (Party for Freedom or PVV), and, more recently, the Forum voor Democratie (Forum for Democracy or FvD), led by Thierry Baudet. In the 2023 general election, PVV secured nearly a quarter of the vote, leading to its inclusion in a coalition government in 2024. With this move, it seems fair to say that the far right has become normalised. In her address to the IIEA, Dr Léonie de Jonge tries to make sense of the meteoric rise of the far right in the Netherlands, and what this might mean for that country, the wider Benelux region, and for Europe. Part of our #WhatsNext series, which sees experts debate, discuss and analyse what's next for public policy as political and social change sweeps the globe. About the Speaker: Léonie de Jonge is Assistant Professor in European Politics and Society at the University of Groningen in the Netherlands. She also works as a researcher at the Documentation for Dutch Political Parties. Léonie obtained her PhD from the University of Cambridge in 2019 for her research on the success and failure factors of populist radical right. In her latest book (2021), she answers the question of why these parties have been more successful in the Netherlands and Flanders than in Luxembourg and Wallonia. In 2021, Léonie was elected Chair of the Steering Committee on Extremism and Democracy at the European Consortium for Political Research (ECPR), and in 2022, she was appointed member of the Young Academy (De Jonge Akademie) of the Royal Netherlands Academy of Arts and Sciences (KNAW). Wijk aan Zet is a new electoral model of local governance on the district/neighbourhood level that ensures citizens have a say in decisions that affect their lives. In the 39 districts in which the city is divided, citizens could stand for election to represent their district without belonging to a political party, and at the age of 16, people were allowed to vote. All districts drew up a four-year agreement with the municipality. Yahidne is a Ukrainian village where the Russian army forced over 300 Ukrainians into a school basement and kept them for almost a month. 10 people died from suffocation and a lack of food and water. It was just one of Russia's countless war crimes during this war. A group of Dutch writers visited Yahidne in December 2023 as part of a trip organized by PEN Ukraine with support from the Ukrainian Institute and the Prague Civil Society Centre. The 2nd Energy Community Breakfast Session highlighted the operations and successes of Biozon, an energy community in the Netherlands founded on the principle of cost-effective power, delivering energy that flows through your socket that won't hit you in your pocket. Founded in 2019, Biozon's initiative began with a power purchasing agreement at a fixed price of 0.055 cent per kWh with Agem Municipal Energy. The community uses a landfill gas installation as a source of power generation. The model entails procuring additional electricity from other energy communities within the Netherlands when required and resorting to the conventional market only as a last option. This approach aligns with Biozon's mission of promoting sustainable and affordable energy. Currently, the project involves 60 households, supplied through Agem, which holds the requisite permit. Notably, the landfill gas installation has been producing more energy than initially anticipated, marking a significant success for the project. By supporting projects to explore new processes, apply new innovations and improve working conditions of those on the frontline of cancer care, we enable them to remain focused on their mission: providing the best possible care for their patients. The video above shows how the team of Mirjam Crul, Co-Chair of the ECO Workforce Network, is working on a new method to make it easier for patients to receive chemotherapy at home. This is one of the many possibilities for this fund.

This webinar on March 27th included a research-oriented presentation about grid capacity from DNV and a financial analysis overview from impact fund Start Green Capital. Grid capacity scarcity is a pressing issue in need of urgent attention, as it is hindering Dutch decarbonization efforts and the integration of renewables and other low-carbon technologies in the Dutch energy system. DNV, on behalf of Agora Energiewende, has assessed the problem of grid scarcity in key European countries. The traditional approach of grid reinforcements faces limitations due to lengthy permitting processes, workforce shortages, and inadequate regulatory/financial incentives. The slow pace of grid reinforcements prompts the exploration of alternative solutions by DSOs, including demand-side flexibility (DSF) mechanisms, technical solutions, and smart operation strategies. Both grid reinforcements and alternative solutions are deemed necessary to address grid capacity scarcity effectively. As one of the largest impact fund managers in the Netherlands, Start Green Capital has invaluable experience and know-how to share regarding project financing in the Dutch solar market context. Since 2006, they have been building a sustainable economy together with impact entrepreneurs, distinguishing themselves with a broad spectrum of financing options: equity, convertible loans, senior loans, junior loans, and guarantees, or a combination of these. Groene Kring & NAJK provided a unique experience to their fellow European young farmers, with an exceptional Young Farmers Gala, fascinating farm visits & informal exchanges combined with CEJA working group meeting. 📑 CEJA working group session included: ➡ post-2027 Common Agricultural Policy; ➡ A preview test of FARMRes project’s Training Toolkit, an up-coming digital platform to help farmers to cope with stress and other mental health issues associated with farming; ➡ Animal welfare during transport; ➡ Soils Monitoring Directive, New Genomic Techniques, and the CAP implementation; 💬A dialogue on nature and biodiversity, in a roundtable with Jan Buys (Provincie Noord-Brabant); Jochem Sloothaak (Brabants Landschap); Nikolai Porkhov (DeLaval); Alex Datema (Rabobank) and Elisabeth Hiden (CEJA). ✨ The #YoungFarmersGala, opened by Presidents Peter Meedendorp, Bram Van Hecke and Roy Meijer was a complete success, in an exceptional venue: MAS Antwerpen. 🌱 The farm visits showcased several different systems, thanks to a bus itinerary through the southern Netherlands and Flanders. 🐄Dairy farms with robotic manure scrapers, electricity & fertilisers production to make the most of circularity in agriculture & modern milking robots @delaval_corporate 🐷Pig farm with emissions control thanks to a biobed (& we assure you, no odors!)

The second webinar focused on “Tools to facilitate nature friendly climate action and sustainability transition in agriculture. Participants learned from concrete examples from Hungary, The Netherlands and Slovenia. The webinar series is part of a project which aims to strengthen the capacities and collaboration for transitioning towards climate friendly and resilient agri-food systems in CEE. About 90% of homes in the Netherlands depending on natural gas for heating, the Netherlands has made a commitment to phase out natural gas by 2050. To achieve the goal, the Netherlands has rolled out a natural gas-free pilot programme in 66 neighbourhoods. These neighbourhood pilot projects enabled municipalities to learn what it takes to start energy transition. Based on a city survey carried out across 26 local governments, key findings from this report call on national and local governments joining up their efforts to take place-based measures. This paper is the first case study applying the policy framework presented in the OECD report Decarbonising Buildings in Cities and Regions published in March 2022. The present case study provides a deep dive into the Netherlands’ experience to demonstrate the potential of cities and regions to advance the decarbonisation of buildings. During the panel discussion, the Dutch Ministry of Interior and the Kingdom Relations (BZK), the National Programme for Heat Transition (NPLW), the municipalities of Leusden and Rotterdam, the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) of Japan and C40 shared their experiences. More than 76% of occupational diseases in the EU are related to asbestos and it is estimated that between 4 and 7 million workers are currently exposed to the harmful effects of asbestos fibres. Materials such as roofing sheets only contain 10% asbestos, while the remaining 90% is valuable raw material. However, in order to treat asbestos waste, the valuable part is stored underground as well. With an innovative chemical process developed by the company Asbeter from Rotterdam, the asbestos fiber dissolves and the valuable raw materials can be re-used in different industries, such as the construction sector and the paint industry. Thanks to EU funding, this start-up could develop this safe and circular process: a technology that is at the same time a solution to the problem of asbestos waste treatment and an opportunity to return carbon-neutral raw material to the industry, contributing to the objective of circular economy. In the IMPETUS project’s ‘Atlantic’ demonstration site in the Netherlands, our main goal is to align with national, regional and local programmes to enhance #climatechange adaptation measures. The team is developing digital #decisionsupportsystem tools for municipal spatial planners, so they can create sustainable cities and communities, with a focus on the city of Rotterdam and surrounding areas in Rijnmond and the province of Zeeland. One of the most significant challenges that climate change presents here is the increasing risk of #flooding from #sealevelrise. The sea has always been a threat for this low-lying country, which has been subject to major flooding events throughout its history. For example, the ‘Watersnoodramp’ of 1953 was a major disaster. And it is expected that, by 2050, regional sea level will rise 15-40 cm and there will be more severe #storms. More intense #rainfall and river flooding is another challenge, as summer floods in much more recent years have reminded us. With growing recognition that the Netherlands’ main protection – sea dikes and storm surge barriers – may no longer be sufficient in the face of climate change, the race is on for Dutch cities to take #climateaction and plan ahead with new strategies. The Netherlands is one of the leading countries when it comes to an energy policy taking into account many different people and sectors. The Dutch National Climate Agreement from 2019 is the best example. So, to achieve its climate and energy goals, the country needs the highest possible involvement and public ownership of green energy, including for heating homes. Today’s episode brings together 2 Dutchmen whose work focus is on citizen participation in exactly this energy transition. Anatol Itten is Senior Policy Officer for the Dutch government's Ministry of Economy and Climate. with a focus on citizen participation policy. Siward Zomer leads the Dutch federation of energy cooperatives called Energiesamen. What can we learn from The Netherlands - especially on local cooperative heat - and what is still missing to better empower communities to take ownership and benefit from renewable energy production? Our two interviewees gave their assessment of the energy community situation in The Netherlands: Even a frontrunner still has some missing pieces for a successful energy transition. We ended our conversation with a topic that could easily fill another episode: The lack of staff in local governments is, indeed, a huge problem across Europe. Last year, we at Energy Cities have conducted our own study, focusing on the staffing needs of administrations to decarbonise the built environment. As we need to close, I want you, dear listeners, to take some figures from this study with you: local administrations in Europe would need 214 000 new positions between now and 2030 for energy and climate missions. This represents around 2.5 additional full-time positions in each European municipality per year! This episode was produced with support from SCCALE 20-30-50. Slides and further information available at https://help.leonardo-energy.org/hc/en-us/articles/6725098619932 Interoperability of smart energy management and everyday household management Residential smart energy networks have been proposed to help solve network constraints by balancing supply and demand locally through demand side flexibility. In smart grid pilots, residential users are invited to help provide such value, yet it is often not clear what types of benefits and values they will enjoy when doing so, nor how it will affect everyday household practices. Based on a brief literature review and empirical work in two Dutch smart grid pilots, we argue that the accumulation and concentration of smart grid-related expertise tends to go along gendered lines. The overwhelming complexity of smart grid ‘solutions’ is challenging to all householders, yet more to women than to men – a pattern that is likely to occur in other European contexts as well as it related to the division of household labour within households. To the extent that this results in an unevenly distributed ability to participate and reap the benefits of such participation in smart grid arrangements, this may deepen existing (gendered) divisions and undermine societal support for the energy transition. We conclude with exploring ideas for more distributed or shared learning in order to align the configurational work around smart grids better with household practices and needs.

Learn about the two phases of this project. Phase one created highly interactive activities, involving interviews and treasure hunts, related to a diverse array of topics, including cultural heritage, anthropological theories of language and culture, and decolonising research. Participants delivered assignments in multiple modalities (text, voice, video), having the space, freedom and encouragement to be as creative as they wish. Plans for phase two include augmenting the experience with virtual elements. In this talk, you will hear some of the learnings from the project.

HCP: University Medical Center Utrecht Address: Heidelberglaan 100, Utrecht, 3584 CX The Netherlands HCP Representative: Jap van Laar Responsible for the National Hub: Julia Spierings https://reconnet.ern-net.eu/national-hubs/ The National Hub - serves as national contact point to support the usage and the dissemination of the CPMS at national/local level - serves as national reference contact for specialists, general practitioners and other healthcare professionals in each country in order to provide information on the functioning of the platform - contributes to connecting even the more remoter healthcare providers and patients to highly specialised services of the ERN ReCONNET. The National Hub - enables a wider diffusion of the CPMS potentialities and of the CPMS usage, making the CPMS service available for a larger number of patients, even for those living in disadvantaged areas, far from reference centers; - communicates in the local language and helps in overcoming language barriers; - ensures that the CPMS is presented in national/local conferences, meetings and web-conferences (at least two times a year); - creates a leaflet on the CPMS in national language.
