Cannabis is the drug most often mentioned in reports of drug law offences in Europe. In 2014, the drug accounted for 57 % of an overall estimate of 1.6 million offences (EMCDDA, 2016). Cannabis is also Europe’s most commonly used illicit drug. It is estimated that at least one in every eight young adults (aged 15–34 years) used cannabis in the last year across the European Union.
