As food systems have become more industrialised globally there have been increasing concerns over the health and welfare of livestock as animals are often pushed to their physical and psychological limits in the name of efficiency and progress. Living on a planet of finite resources with an expanding human population is a very real concern when it comes to food availability. Scaling-up production has been seen as the only viable solution to ensure the world does not go hungry. This, combined with the ready availability of ammonia-based fertilisers- a legacy of the post-world war munitions industry- alongside increased use of pesticides and fossil fuels has driven intensification worldwide. The world now produces more than enough food for its growing population but politics ensures it does not reach those that need it most. Intensification has also come at a huge environmental cost. In a conventional food system where land degradation, river contamination, poor air quality, nature depletion and a heavy reliance on fossil fuels and other chemical inputs are considered normal, it is unsurprising that farming, human health and the planet have reached a crisis point. Regenerative agriculture offers an alternative solution. It aims to improve degraded soils, biodiversity and climate resilience by farming as close to nature as possible and to make farming businesses both more profitable and productive whilst reducing the need for external inputs. This study was undertaken to understand if regenerative agriculture can improve the health and welfare of livestock. As part of this project, I visited the USA where there are several ongoing long-term studies on regenerative agriculture. I also visited Australia where an increasingly hostile climate is forcing change to more resilient farming methods. I also travelled throughout the UK mainland to visit farmers who are adopting regenerative practices in different ways. Although management of livestock is the most vital determinant of health and welfare within any farming system, animals that are walking a metabolic knife-edge due to high levels of production in intensive systems are more likely to require interventions. Understanding the root cause of disease can help producers to identify bottlenecks on their farms. Focussing on positive health and welfare outcomes alongside levels of disease is imperative here, as are sound and ethical breeding decisions. Observation and an open mindset are key attributes of a good stockperson. Landscape design is as fundamental to livestock welfare as housing design and long-term, sustainable farm planning for a changing climate is crucial to ensure that health and welfare remains a priority in regenerative systems where animals are used as a tool to improve soil health. Regenerative agriculture can not only improve livestock health and welfare - but it also has the potential to improve the health of entire ecosystems on a global scale. While largely owned and operated by private companies, a growing number of states now qualify or designate the systems as critical, if not strategic infrastructure, the security and resilience of which are vital to economic and societal well-being, national security and much else. In her address to the IIEA, Dr Camino Kavanagh discusses government efforts to protect the infrastructure in the current geopolitical context, examining how such efforts - and the different challenges that emerge - contribute to the global telecommunications systems’ core resilience capacities. About the Speaker: Dr. Camino Kavanagh is a Senior Fellow with the UN Institute for Disarmament Research (UNIDIR) and a Visiting Senior Fellow with the Dept. of War Studies, King’s College London. Her current research focuses on international security, conflict and technology as well as emerging issues relevant to critical subsea infrastructure. Camino is also Senior Digital Advisor to the UN Department of Political Affairs’ Policy and Mediation Division. She served as advisor/rapporteur to the 2019-2021 and 2016-2017 UN negotiating processes on cyber/ICT and international security (UNGGE and UNOEWG). Over the past decade she has also advised and consulted with the UN Secretary-General’s office, the UN Office for Disarmament Affairs (UNODA), the UN Office on Drugs and Crime (UNODC), the European Commission, the Organization for Security and Cooperation in Europe, the Organization of American States, as well as with government departments and agencies on issues pertaining to national/international security, conflict and diplomacy. Prior to this, Camino spent over a decade working in conflict and post-conflict contexts, including with UN peacekeeping operations and political missions.

Timothy Garton Ash, Professor of European Studies, University of Oxford As the world prepares for a second Trump presidency and its transformative impact on the global order, Europe faces an urgent need to not only reassess its transatlantic ties but also to rethink engagement with other powers on its path to strategic interdependence. This event which will explore the findings of public opinion polling conducted by ECFR in Brazil, China, India, Indonesia, South Africa, Saudi Arabia, South Korea, USA, Russia, Switzerland, Turkey, Ukraine, the UK, as well as in eleven EU member states: How do key powers view the contemporary world order in light of a second Trump presidency, and how does the EU fit in this new landscape? What should drive Europe’s foreign policy in a transactional world, who is a partner, who is an adversary?  How do people in other countries perceive Trump’s commitment to end the wars in Ukraine and the Middle East? The event is being organized as part of ECFR’s Re:Order and Unlock Europe’s Majority projects. The Re:Order project is funded by Stiftung Mercator. ECFR partnered with the Calouste Gulbenkian Foundation, International Centre for Defence and Security, and Think Tank Europa on the Unlock Europe’s Majority project. Misinformation and deepfakes can have far-reaching consequences in many policy areas ranging from public health to national security. In the fourth public lecture of this series, Professor Rodolphe Durand discussed how traditional investment rules often fall short because they succumb to an ‘ecological fallacy’ i.e. ignoring that there exist unintended effects of profit maximisation at the firm level that undermine the conditions for profit-making at the material, natural, and geopolitical levels. His lecture considers how investors could benefit from integrating indicators that account for the ways firms assess operational risks in liaison with the macro-level equilibria that these firms contribute towards. Rodolphe illustrates this point with his own experience as a board member of a listed company, member of the impact committee of a VC fund, and president of the purpose committee at a PE fund (first fund to become a ‘purpose-based society’ as per French Pacte Law in 2019). The lecture was moderated by Kenneth Ho, Head of ESG, Seviora Group and SeaTown Holdings. The NBS-PRI-ECGI Public Lecture Series is a global joint initiative between Nanyang Business School (NBS), Principles of Responsible Investment (PRI) and European Corporate Governance Institute (ECGI) to facilitate the knowledge exchanges between academics, practitioners, and policymakers in sustainable business. The series provides monthly in-person or online public lectures. Each lecture will feature a leading academic to present cutting-edge research of a specific topic, and an industry expert to moderate the session, sharing insights from the field and also tailoring audience questions in a way to better enable bridging the gap between research and practice.

President Trump’s election, and his focus on strategic competition, have profound consequences for regulation in the US and Europe. A new presidential executive order will increase the White House’s supervision over independent agencies such as the Federal Trade Commission. The president has also removed independent watchdogs of several government agencies. One of his goals is to significant cut back the role of the state: both in business regulation and in the use of subsidies to shape the American economy. And while the US seems to back strong enforcement of competition law, at least in some sectors, the new Administration bristles at other countries holding US firms to account. These actions challenge accepted much accepted economic wisdom in Europe: that regulation can play an important role in fostering fair and sustainable competition and innovation; that insulating regulators from politics provides stability and certainty to promote business investment; that competition law and regulation should be non-discriminatory; and that governments must play a role in steering the economy to adapt to problems like climate change. Europe is not immune to these challenges. As the US president threatens third countries which impose fines on US firms, the EU is under pressure to consider scaling back its implementation and enforcement of digital and climate regulation. Prompted by its own fears about its declining competitiveness, the new EU leadership is holding back new laws, delaying others and pursuing ‘regulatory simplification’. There is also growing pressure for competition and regulatory authorities to pursue a range of new objectives, including to help Europe reduce its dependencies, rather than solely focusing on consumers. Regulatory independence from politics is also being rethought. For example, the competition portfolio is no longer a standalone role in the European Commission, and the UK government has replaced the Chair of its competition agency and is directing the agency to do more to boost economic growth. In light of these challenges, CERRE will host a webinar to take stock of what these dynamics mean for the future of competition and regulation in the EU and US. Do these movements indicate an enduring and important shift in how the EU and US think about economic regulation? If so, what are the possible long-term consequences? How can positive aspects of the current regulatory consensus, such as its predictability and its resistance to ‘regulatory capture’, be preserved as the EU ventures back into industrial policy? And what do these changes mean for transatlantic co-operation in the regulated sectors? Does Europe need to adopt more US-style deregulation and change its approach to industrial policy and the green transition in response?

James Dennison delves into how narratives shape public opinion on migration and how we can better understand attitudes towards migrants, asylum, and integration. This presentation provides an overview of recent research advances on migration narratives, which are increasingly recognised as central to migration politics and policymaking. First, examines the often underspecified concept of narratives: What are they? How do they shape human experience? What makes some narratives spread? What are their effects? Second, these insights are applied to conceptualise, measure, describe, and explain belief in a prominent contemporary anti-immigration narrative in Western democracies—the Great Replacement Theory—using original European data. Finally, James Dennison shares results from a survey measuring belief in 20 migration narratives among representative samples of Kenyans, Nigerians, and South Africans, disaggregated by migration desires, plans, preparations, and willingness to migrate irregularly. James Dennison is a part-time Professor at the Migration Policy Centre (MPC) of the European University Institute in Florence and the 2025/26 Pierre Keller Professor at the Harvard Kennedy School. ?He directs the Observatory of Public Attitudes to Migration (OPAM) at the MPC. His research interests include political attitudes, behaviour, and communication, migration, and quantitative methods.

While migration scholars have produced a vast body of research on the causes and dynamics of migration, we know relatively little about how policy elites—those responsible for designing migration policies—perceive the reasons why people migrate. This question is not only relevant for academic research but also for policymaking, as elites’ understandings of migration drivers, as well as the influence of policies and other factors on migrant decision-making, are likely to shape migration governance and policy design in practice. To address this gap, Carlota Minnella presents a study examining how European and African policy elites understand individuals’ decisions to migrate from Africa to Europe. Taking a comparative approach, she theorises that policy elites’ perceptions of migration drivers may be influenced by their ‘situational contexts’—including their geographic location, institutional affiliations, and professional roles. She empirically investigates these questions using data from a novel online survey and conjoint experiment, conducted in collaboration with colleagues since October 2024. The study surveys policy actors involved in migration governance across selected European countries (Italy, France, Germany, Spain, and Sweden), African countries (Morocco, Kenya, and Nigeria), and regional organisations in both Europe (e.g., the European Union) and Africa (e.g., the African Union). In this seminar, she discusses a paper analysing 254 survey responses, including 76 from African and 170 from European policy elites. Carlotta Minnella shares preliminary findings from this ongoing project that already provides initial evidence that policy actors’ positionality directly and indirectly influences their understandings of migration drivers, particularly through their cognitive migration frames.

On the day of his second Inauguration, President Trump issued an Executive Order, entitled Restoring Free Speech and Ending Federal Censorship. Since that moment, he and members of his Administration have commenced an all-out assault on the First Amendment and the rule of law targeting those who disagree with its policies. These attacks have taken many forms, from Executive Orders to deportation threats. Federal agencies have also opened their own fronts in the battle, threatening broadcast licenses, considering undermining Section 230, and examining social media content moderation practices for conservative bias – at a time when those agencies’ independence has been eviscerated by politicized firings and a new EO asserting direct presidential control. Each new attack has an impact on speech across the expanded media ecosystem, from the tamping down of reporting by traditional news sources, to the disappearance of government websites linking to medical research or the rewriting of historical events, to the apparent end of the United States’ leadership as a defender of free expression globally, to the chilling effect experienced by anyone who would rather not find themselves in the Administration’s crosshairs. The Administration has also established an ideological, viewpoint-based, social media surveillance strategy that, while currently targeting non-citizens, has dangerous implications for citizens and non-citizens alike. But all is not lost. Those who understand that free expression is the bedrock of a healthy democracy are fighting back in the courts, in the halls of Congress, in news outlets and as voices of conscience within the government. Join CDT for a conversation with leaders and free expression experts who are working to ensure dissent is still legal in the United States. We will talk about what they are doing, what they plan to do, and how each of us can help stand strong against attacks on freedom of speech.
