While the Ariane 6 rocket might take much of the focus, the launch pad and infrastructure truely are marvels of human engineering. Built and operated by France’s space agency @CNES, the launch zone – called ELA4 – was built from the ground up at Europe’s Spaceport in French Guiana. Building on the success and lessons learnt from the previous launch zones, the new infrastructure allows for quick processing and the launch of one Ariane 6 a month. The site for the launch zone was chosen for its deep rocky subsoil capable of supporting the heaviest 900 tonne variant of Ariane 6 and its liftoff and the mobile gantry that surrounds Ariane 6 for final assembly. On 1 July 2024, Hungary will take over the reins of the Council of the European Union, holding the Rotating Presidency for the second time since its accession to the European Union twenty years ago, in May 2004. Whether in politics, at work or in private life, solving problems requires cooperation and compromise. It is not uncommon for different views and interests to clash; only compromises between all parties involved usually tend to bring about any lasting solution. But in times of growing polarization, making concessions appears to have come out of fashion, even though this is a prerequisite for finding solutions for (seemingly) intractable conflicts. Certain pioneering political processes would never have come about without a willingness to compromise. So how can we find common ground despite opposing views today? And how can journalists cover divisive issues when the audiences they report for are polarized and unwilling to make concessions? Albie Sachs, former South African Constitutional Court judge (1994–2009), began practicing as an advocate at the Cape Bar at the age of 21, defending people charged under the racial statutes and security laws of apartheid. He endured detention in solitary confinement, leading to exile in England where he earned a PhD and worked in Mozambique, where apartheid agents blew him up. Following his return, he played a crucial role in drafting South Africa's democratic constitution until the first democratic elections in 1994. He is now a board member of the Constitution Hill Trust, promoting constitutionalism and the rule of law. Find out more: https://iea.li/investment Global spending on clean energy technologies and infrastructure on track to hit $2 trillion in 2024, even as higher financing costs hinder new projects, notably in emerging and developing economies. Despite pressures on financing, global investment in clean energy is set to reach almost double the amount going to fossil fuels in 2024, helped by improving supply chains and lower costs for clean technologies, according to a new IEA report. Total energy investment worldwide is expected to exceed $3 trillion in 2024 for the first time, with some $2 trillion set to go toward clean technologies – including renewables, electric vehicles, nuclear power, grids, storage, low-emissions fuels, efficiency improvements and heat pumps – according to the latest edition of the IEA’s annual World Energy Investment report. The remainder, slightly over $1 trillion, is going to coal, gas and oil. In 2023, combined investment in renewable power and grids overtook the amount spent on fossil fuels for the first time. The new report warns, however, that there are still major imbalances and shortfalls in energy investment flows in many parts of the world. It highlights the low level of clean energy spending in emerging and developing economies (outside China), which is set to exceed $300 billion for the first time – led by India and Brazil. Yet, this accounts for only about 15% of global clean energy investment, far below what is required to meet growing energy demand in many of these countries, where the high cost of capital is holding back the development of new projects. #energy #energytransitions

This week the EIB Board of Governors has endorsed the Group’s Strategic Roadmap, highlighting 8 key priorities going forward to consolidate our role as The Climate Bank, accelerate digitalization and technological innovation, support Europe´s security and defence industry, contribute to a modern cohesion policy, support agriculture and the bioeconomy, invest in social infrastructure - education, health and housing -, focus investments outside the EU on impact, starting with our unwavering support to Ukraine, and finally, to contribute to a strong capital markets union. This shows the strong support from the 27 member states for the EIB to play an important role as financing arm of the EU, to support Europe´s competitiveness, strategic autonomy and security, to the benefit of businesses and citizens. In the margins of ECOFIN, we also signed an agreement with our European Commission partners to launch a new export credit guarantee for companies trading with Ukraine. In Frankfurt, the president of the EIB Group Nadia Calviño met the president of the European Central Bank Christine Lagarde and participated in an interesting debate on how to strengthen our capital markets union. The two boards of the Bank and the Fund approved this week new financing for small businesses, student housing, high speed trains, and green energy. Together with the Spanish government, we launched the process to channel Next Generation EU loans to finance strategic projects led by the different regions. And outside Europe, we announced financing for a hydropower plant in Cameroon and nine new bridges in Papua New Guinea. Our first drone noise measurement 🎤 campaign at #EIH our Innovation Hub aims to model sound exposure from #UAS operations at ground level. It's part of the Measurement of UAS Sound Impact (MUSIC) project. The future #ATM air traffic management ecosystem will have to incorporate new entrants like #UAS Unmanned Aerial Systems & #eVTOL Electric Vertical Take-off and Landing vehicles. In addition to safe and seamless operational integration, it is essential to tackle 'drone noise' in order to reduce nuisance for the population exposed to overflights and facilitate societal acceptance. 👉 To tackle this, EUROCONTROL's Aviation Sustainability and CNS teams have initiated a UAS noise measurement campaign to gather noise data for various UAS vehicles flying in a range of operating modes and under various atmospheric conditions. We'll then combine this with trajectory data provided by platforms such as #ACUTE, our drone traffic monitoring system, to model overall sound exposure on the ground. After a successful proof-of-concept phase, trials will continue in 2024. 👉 As a long-term objective, we envisage integrating this modelling capability into #IMPACT, EUROCONTROL's unique aviation noise and emissions modelling platform.

One highlight at #GMF24 was the keynote speech by Germany's Federal Minister for Foreign Affairs Annalena Baerbock, who addressed the political and societal responsibility of protecting freedom of the press and freedom of information, among other things. ------- In December 2021, Annalena Baerbock assumed office as Federal Minister for Foreign Affairs in Germany. She has been a member of the German Bundestag since 2013. Before her mandate in the Bundestag, Annalena Baerbock was Chairwoman of the Green Party of Brandenburg (2009-2013). Born in December 1980, south of Hanover, she now lives in Potsdam with her husband and their two daughters.

Autocrats around the world are currently on the ascendant, with the global level of democracy plummeting to what it was back in 1985. In every region of the world democratic control mechanisms are being restricted or abolished, restrictions on freedom of assembly and censorship of the media landscape enforced. Often cited as a popular reaction to such oppression, social media can also be a conduit for disinformation and hate — especially against minorities and women. Equally, when assessing the state of a democracy, women's rights provide a useful yardstick. Democracy relies on strengthening societal participation across the board and that includes women's rights. If democracies are to be more resilient, they need to welcome diversity. What political and social processes do we need to make our societies and democracies more resilient? How can we make diverse voices more visible across the media landscape and in social media? Electric motors used in industrial applications often remain in service beyond their expected lifespan, limiting the benefits of newer, more efficient motors. The EU-MORE project aims to capitalize on the advantages of accelerating the replacement rate of old, inefficient motors by developing new policies. To achieve this, a review of past and current policies affecting industrial electric motors in the 27 EU Member States was conducted. The review includes 64 policy measures aimed at promoting the early replacement of motors to improve energy efficiency in industries. Each policy measure was characterized with details such as the national responsible authority, implementation timeline, available budget, and impacts on electricity savings and replaced industrial motors. The review process relied on contributions from various country experts who provided a high-level perspective on the national policies under examination. The results show a strong prevalence of financial measures (subsidies and loans), followed by mandatory standards, fiscal measures, and voluntary agreements. The review also highlighted a significant lack of measures targeting trainings and information, deemed particularly relevant for industrial SMEs. Few national policies are incorporating systemic approaches to motor systems, such as including the supply and demand sides of motive power. On 1 July 2024, Hungary will take over the reins of the Council of the European Union, holding the Rotating Presidency for the second time since its accession to the European Union twenty years ago, in May 2004. To discuss the aims and priorities of the incoming Hungarian Presidency, as well as the crucial files needing attention in the EU, the Trans European Policy Studies Association (TEPSA) and the HUN-REN Centre for Economics and Regional Studies – Institute of World Economics co-organised the Hungarian Pre-Presidency Conference (PPC): “Changes and Challenges in the European Union”. In the framework of the EUI Crisis of Expert Knowledge and Authority Interdisciplinary Research Cluster, this event hosts Professor Evelyne Hübscher (CEU) and Dr Alexandru Moise (EUI, Department of Political and Social Sciences), who will present their paper on the analyses of different approaches to the communication of pandemic measures. The paper contributes to a debate evolving around issues of trust in institutions, experts, and politicians. In particular, we ask the question 'What role does communication during a crisis play in public compliance with measures?' The COVID-19 crisis has presented us with different models of crisis communication. While French President Macron motivated tough measures to fight the virus with strong words and stark images, other states, such as Germany, communicated via changing panels of experts and introduced measures with less combative rhetoric. They instead invoked national solidarity and the need to remain calm. These different communication strategies, and the relative trust that individuals have in politicians and epidemiologists are likely to impact the degree to which individuals support policies and alter their behaviour. We hypothesise that crisis communication by experts – on average – leads to higher levels of acceptance and compliance than measures communicated by politicians. We use a vignette-based survey experiment (fielded in Germany and the UK) to assess this question. The scenarios vary on three accounts: the messenger, the severity of the outbreak, and the type of measures that are announced. This setting allows us to assess how politicians and health experts as key actors, influence individual acceptance and compliance with restrictions imposed to contain the pandemic. We find that – on average – experts are more trusted than politicians, in particularly when the measures implemented are tough. Evelyne Hübscher is Professor at the Department of Public Policy. She holds a PhD in Political Science from the European University Institute (EUI) in Florence and a Lic. Phil. from the University of Zurich. Before joining CEU in 2010 she was a pre-doc at the Institute for Advanced Studies (IHS) in Vienna. During the academic year of 2021/2022 she was a Jean Monnet Fellow at the Robert Schuman Centre for Advanced Studies (European University Institute, Florence). Her research is at the intersection of comparative political economy and party politics. Evelyne has written extensively on the economic, political and strategic determinants of unpopular reforms, in particular austerity. Recent contributions (published in the British Journal of Political Science) focus on citizen's assessment of austerity measures and to what extent austerity affects the electoral support of governing parties and how austerity changes party landscapes and leads to political polarisation. Alexandru D. Moise is a Research Fellow at the European University Institute, working in the SOLID Project (Policy Crisis and Crisis Politics Sovereignty, Solidarity and Identity in the EU Post 2008. PI's: Hanspeter Kriesi, Waltraud Schelkle, Maurizio Ferrera). He was previously a Max Weber Fellow at the EUI, and a Part-time Assistant Professor at the EUI teaching quantitative methods. He also teaches at the European Consortium for Political Research Summer and Winter Schools. He received his PhD from Central European University in September 2019. Radio resource management (RRM) involves selecting key transmission parameters—such as transmit power, frequency resources, precoder, and modulation. The complexity of this process is expected to increase significantly with the tenfold densification anticipated in 6G networks compared to 5G. The concept of in-X subnetworks has been introduced as a further leap of heterogeneous network, with the aim of providing highly localized wireless coverage for use cases such as in-robot, in-production module, in-vehicle, in-room communication. These subnetworks are expected to support diverse services, possibly extreme requirements in terms of ultra-short control cycle time, reliability, and service availability, surpassing the capabilities of 5G and its evolution. While the specific characteristics of in-X subnetworks can offer opportunities for efficient radio design, interference can be a major limiting factor in dense deployments. Subnetworks may be then characterized by such high density (e.g., vehicles in a congested road, robots in matrix production), and they can also be mobile, leading to rapid interference fluctuations. These aspects may result in wide and rapidly fluctuating interference patterns, which make the RRM problem more challenging than in traditional wireless setups, characterized by static base stations/access points and lower cell densities. The radio resource management problem is usually non-convex with NP-hardness, while traditional optimization methods and heuristics have shown efficacy in certain scenarios, these algorithms have exponential computational complexity and typically require many iterations. The dynamic and complex environment of In-X subnetworks, coupled with stringent low latency requirements, calls for more adaptive solutions with lower computational complexity. This necessity is driving the adoption of advanced artificial intelligence (AI) solutions. This challenge, supported by two EU SNS JU projects, 6G-SHINE and CENTRIC, focuses on developing machine learning-based solutions for optimizing sub-band allocation and power control within dense in-factory subnetworks.
