Large Language Models (LLMs) have revolutionized numerous aspects of modern life, demonstrating remarkable capabilities in language processing, code generation, and knowledge synthesis. Their potential extends to supporting the achievement of various Sustainable Development Goals (SDGs), offering innovative approaches to tackling complex global challenges. One promising application area is the mapping and monitoring phenomena measurable through Earth Observation (EO) data. It's estimated that around 40 of the 169 SDG targets and 30 of the 232 SDG indicators could benefit from the insights provided by the EO data analysis. The use of artificial intelligence (AI) for EO data analysis can further improve the number of SDG indicators that can be monitored with a higher accuracy and frequency. In this context, research is underway to develop multimodal LLMs capable of directly processing EO data. However, these models are often computationally expensive to train, develop, and maintain, making them less feasible for low-capacity, high-risk countries that urgently need technological solutions for disaster mitigation. To address this challenge, we introduce SATGPT (accessible at satgpt.net), an innovative solution that leverages the current capabilities of LLMs and integrates them with cloud computing platforms and EO data. SATGPT represents a fully functional, innovative spatial decision support system designed for rapid deployment, particularly in resource-limited contexts. This webinar presents an instance of SATGPT configured for flood mapping, as an example. It simplifies the process with a user-friendly interface requiring only a prompt specifying flood duration and location. SATGPT leverages LLMs to generate GEE code dynamically, access historical databases, or perform unsupervised classification to detect flooded areas. This innovative integration of LLMs with GEE enhances the speed, accessibility, and real-time capabilities of flood mapping, making it more accessible to non-specialists and supporting resilient disaster management practices. Furthermore, to build the capacity to use these technologies effectively, the talk discusses the development of an online, free, and self-paced course titled Introduction to Geospatial Data Analysis with ChatGPT and Google Earth Engine. This course introduces participants to the fundamentals of ChatGPT and the Earth Engine Code Editor platform, empowering them to process and interpret geospatial data effectively outside the SATGPT. The innovative aspect of the course is developing the Geo-prompt engineering (GPE) concept, which focuses on using spatial, temporal, and satellite sensor-specific information in the prompt engineering process. The course aims to foster broader adoption of SATGPT and similar tools, equipping users with the knowledge and skills needed to leverage advanced technologies in disaster management. This talk is structured to provide a comprehensive overview of SATGPT and its contribution to enhancing flood mapping and disaster management in the Asia-Pacific region. On February 28, the Vice President of the European Commission for Values and Transparency, Věra Jourová, embarked on a strategic initiative known as the Democracy Tour, commencing in Helsinki. Since the launch, she visited several EU member states and met with the representatives of governments, business, and civil society to discuss achievements and remaining gaps in building resilience against foreign malign influence and autocratisation in EU member states, especially in the lead up to the European parliamentary elections. The quest for robust democratic resilience necessitates an integrated approach, incorporating a wide range of defensive mechanisms. These must address both digital and traditional challenges our countries face today, including tackling information manipulation, strategic corruption, undue influence over media ownership, and cybersecurity threats. Despite significant progress in strengthening the EU'sand its member states’ resilience through legislative measures, direct confrontation of adversaries, media literacy campaigns, and various national initiatives, the degree of resilience remains uneven across the Union. How do the existing arsenal of tools at the EU’s and its member states’ disposal fare to safeguard democracy? What are the key achievements of the outgoing Commission in reinforcing the democratic foundations of the European Union? What are the remaining weak spots and how can we tackle them in the future? At this event Vice President Věra Jourová shared preliminary reflections from her Democracy Tour in the ongoing effort to strengthen democratic resilience amidst the complex challenges that confront us today.

AlphaGeometry, a novel theorem prover for Euclidean plane geometry, overcomes the challenges of machine learning in mathematical domains. Unlike current approaches limited by the high cost of translating human proofs into machine-readable format, and often by a severe scarcity of training data, 100 million theorems and proofs were synthesized for AlphaGeometry to learn entirely from scratch. This system combines a neural language model with a symbolic deduction engine, efficiently navigating through complex problem-solving. Impressively, AlphaGeometry successfully solved 25 out of 30 recent Olympiad-level problems, surpassing previous methods and nearing the capabilities of an International Mathematical Olympiad (IMO) gold medalist. It also produced human-readable proofs, excelled in all IMO 2000 and 2015 geometry problems under expert review, and discovered a new version of an IMO 2004 theorem. Landscape approaches to ecosystem restoration are gaining traction worldwide, helping to rebuild degraded ecosystems for the benefit of people and nature. To deliver large-scale landscape restoration across Europe, the European Commission is funding four flagship projects as part of the EU Green Deal and as a direct input to the EU Biodiversity Strategy and the new Nature Restoration Law. The EU Green Deal ecosystem restoration cluster – composed of the SUPERB, MERLIN, WaterLANDS and REST-COAST projects – totals 85 million euros of investment, spread out across forest, freshwater, wetlands and coastal ecosystems. In this webinar, representatives of the four projects discuss their experiences with restoration on a practical level, common challenges and ideas on how a more integrated approach to landscape restoration might look like. The river’s cross-border territory, which is comprised of natural spaces with a rich biodiversity and environment, is jointly managed by the two countries. However, it has been difficult to achieve smooth cross-border cooperation in this region in terms of management of these areas. National differences in the administration of these areas and a lack of coordination prevent the managing authorities from fully protecting and promoting these shared natural spaces. This testimonial video provide insights on the challenges and the importance of cooperation across borders in addressing natural disasters such as floods, by highlighting a project of great significance in the Greek - Bulgarian cross-border area. Border regions between Greece and Bulgaria are historically vulnerable to floods due to the two transboundary river basins of Struma/Strymon and Evros/Maritsa. The video discusses the importance of bilateral cooperation in increasing the resilience of border regions. It marks out Flood Protection, one of the largest Interreg V-A Greece Bulgaria 2014-2020 strategic projects aiming to improve resilience of the cross-border area in times of crisis. The project brought together authorities from both sides of the border to provide tangible outputs such as large-scale infrastructure upgrades and increased disaster handling capacity. While Europe has been a proponent of open source for more than a decade, the potential for collaboration now extends beyond our continent, and this collaboration is starting to take place. As open infrastructures, ranging from digital payments to large language models, emerge globally, it’s crucial to avoid redundant efforts in different contexts. Europe is in a unique position to both learn from and lead alongside global counterparts, bridging policy, cultural, and technical divides. In this era, the definition of ‘digital commons’ and the responsibility of open source take on greater significance. Europe can assimilate global insights and drive pioneering solutions in this interconnected world. The question remains: do governments worldwide have the necessary capacity to fully leverage open source for the benefit of their citizens? And if not, how do we build that capacity?

The current political term has brought significant wins for women’s and girls’ rights in Europe, such as the European Commission’s first-ever female President with her historic cabinet made of an almost 50/50 gender parity team of Commissioners; the nomination of a Commissioner for Equality; the adoption of the long-awaited Women on Board Directive; a Directive on Pay Transparency; and a European Commission’s proposal on a Directive on Violence Against Women and Domestic Violence. The European Women's Lobby (EWL) believes that we must keep building on this momentum and safeguard women’s rights via functioning institutionalised mechanisms. The 2024 European elections will be a turning point for women and girls in Europe and for the European project. That is why it is essential to capitalise on the 2024 EU elections! It is only by acting together that we will successfully face the current challenges. Women are not only more than half of the population but also key agents of change; and it is with women’s inclusion and expertise that we can find appropriate solutions and operate on a socially, economically and environmentally fair transition. That is why, with this event, the EWL aims to reintroduce EWL’s campaign for the 2024 European Elections, sharing EWL’s vision for the new legislative term 2024 - 2029 as well as giving visibility to women’s rights. The EWL will invite key EU political figures and civil society representatives to debate the successes of the past term, the biggest challenges ahead, and the solutions to implement as well as their vision of a Feminist Europe.

Debra Roberts highlighted in her keynote the key components, including #Mitigation, #Adaptation, the #IPCC reports, and urgency and potential for local action. This was followed by a roundtable moderated by Victoria Hills (RTPI) and the speakers Lea Ranalder (UN-Habitat), Goksen sahin (ICLEI), Sue Bridge (RTPI), and Martina Juvara (ISOCARP). The discussion covered the current risks and challenges, potentials of interventions, and the role of planners in the process. Some key outputs are the needs for 1) #CapacityDevelopment at scale, 2) #LocalGovernments becoming even more active to push their agendas on both national and international scale, and 3) #RemainingHopeful that climate action remains meaningful despite challenging trends. The investment challenge is fundamental to mobilizing financial resources for the transformation toward climate neutrality. Every investment decision today locks us into a specific future - we must be careful about directing investment flows meaningfully. Maximizing green investments and providing predictability for economic actors need coordination at EU level and policies effectively promoting the transformation towards climate neutrality. Key policies should consider, among others, a long-term climate investment plan, securing adequate public funding and making sure the banking sector is implementing the existing regulations properly. What policies do we need to promote investment and finance in support of the EU’s climate ambition? In this 4th episode, together with investment and finance experts Julie Evain (I4CE) and Thomas Pellerin-Carlin (I4CE), we uncover the essential role of investment in climate policy by examining the EU’s role in mobilizing green investments for a resilient climate-neutral economy. We discuss how EU policies can provide predictability to economic actors and build a long-term vision towards climate neutrality. On the occasion of the UNFCCC COP 28 in Dubaï (United Arab Emirates), the 4 per 1000 Initiative: Soils for Food Security held the 6th 4 per 1000 Initiative Day on Wednesday, November 16th, 2022, in the Dubaï Dusit Conference Hall. The International Initiative 4 per 1000, launched by France on December 1st, 2015, at the COP 21, consists of federating all voluntary stakeholders of the public and private sectors (national governments, local and regional governments, companies, trade organizations, NGOs, research facilities, etc.) under the framework of the Lima-Paris Action Plan (LPAP). The Initiative aims to demonstrate that agriculture, particularly agricultural soils, can play a crucial role in food security and climate change. Supported by solid scientific documentation, this initiative invites all partners to state or implement some practical actions on soil carbon storage and the type of practices to achieve this (e.g., agroecology, agroforestry, conservation agriculture, landscape management, etc.). The initiative aims to encourage stakeholders to transition towards a productive, highly resilient agriculture based on the appropriate management of lands and soils, creating jobs and incomes, and ensuring sustainable development.

The potential for national and international collaborative opportunities, in a digital environment are important to Dee, as they offer wider benefits to students from economically challenged backgrounds. She believes that youth work students benefit from new horizons and different professional perspectives. Dee embeds Universal Design concepts and processes in her work, with inclusion and achievement central to the programme philosophy. Supporting the student’s academic journey has resulted in a significant percentage of her students progressing to higher education or employment. This kind of discrimination stems from the relatively wide level of autonomy that local authorities enjoy in Italy and is connected with various policies of exclusion enacted in the last decades in Italy, since Italy discovered to have become a country of immigration and the issue began to be exploited on the political ground. This will be the twelfth This is Europe debate in the European Parliament, and the fifth in 2023, following Cyprus’ President Christodoulides (13 June), Germany’s Chancellor Olaf Scholz (9 May), Luxembourg’s Prime Minister Xavier Bettel (19 April) and Lithuanian President Gitanas Nausėda (14 March). The EU leaders who participated in this debate series in 2022 were Estonian Prime Minister Kaja Kallas, Italian Prime Minister Mario Draghi, Ireland’s Taoiseach Micheál Martin, Croatian Prime Minister Andrej Plenković, Greek Prime Minister Kyriakos Mitsotakis, Finnish Prime Minister Sanna Marin, and Slovenian Prime Minister Robert Golob. Nikolay Denkov was born in 1962. He is an academic, professor and doctor of science in physical chemistry. He was Minister of Education and Science in 2017 and from 2021-2022. On 6 June 2023, he became the 58th Prime Minister of Bulgaria.

The Executive Forest Agency held the first CEE2ACT national workshop on 12-13 October 2023 in Yundola, Bulgaria. This workshop was the second meeting of the Working Group on bioeconomy established by the Minister of Agriculture and Food. It gathered more than 20 Bulgarian stakeholders from the state administration, scientific community, branch organisations and businesses. The Chairman and Deputy Chairman of the working group emphasized that its main task is to prepare a vision and roadmap for the development of the National Strategy for the development of the bioeconomy in Bulgaria, combining identified priorities and strategic goals with a corresponding action plan. During the workshop, interviews were conducted and recorded with four representatives from the stakeholders - Prof. Dipl. Eng. Angel Angelov (University of Food Technologies - Plovdiv), PhD, Dipl. Eng. Nikolay Vasilev (Ministry of Agriculture and Food), Dipl. Eng. Petar Dishkov (Bulgarian Branch Chamber of Woodworking and Furniture Industry and Kronospan Bulgaria) and Mr. Martin Stoyanov (Bulgarian Industrial Association) about their role in this working group on bioeconomy. Pathways to permanence and immigration levels: limits to societal membership for migrants in Canada

Who and under what terms should members of Canadian society without full immigration status be able to access permanent residence has been the subject of long-term struggle. This seminar addressed intensified struggles over access to permanent residence and permanent immigration levels in Canada amidst and emerging from the COVID-19 pandemic as part of a project that that employs critical policy discourse analysis (CPDA; Montesano Montessori, Farrelly, and Mulderrig 2019) to examine press releases, platforms, and mandate letters published between March 2020 and the end of 2022 by actors active in Canada’s immigration battleground (Ambrosini 2021) at the federal level. Outside of the far right and Quebec separatist Bloc Québécois party who apply their own notable political pressures, there has recently been near discursive consensus at the Federal level of politics in Canada concerning the need for increased pathways to permanent residence for those living under temporary migration categories in Canada – an important discursive opening in policy discussions. However despite criticism from the social democratic NDP, labour unions, and migrant justice organizations, employers have been further empowered as actors in terms of setting the terms of societal membership in Canada in a manner that matches their policy demands and advocacy for greater access to migrant worker labour. Measures to implement pathways to permanent residence have been modest in comparison, despite discourses and government mandate letters that would imply a facilitative approach to access to permanent residence and citizenship across skill levels and legal statuses. The expansion of migrant labour continues to far exceed that of permanent immigration levels. Thus while the ubiquity of pathways discourse has indicated a potential political opening for more inclusive policies, actual policy developments – or a lackthereof – demonstrate their limits to date and fundamental continuities in the direction of Canadian immigration and migration policies, despite discourses celebrating the contributions of migrant and precarious status workers during the pandemic. Substantively, pathways discourses and proposals appear to have provided a way for actors with very different political and policy agendas to signal their commitment to immigrant and migrant rights, but without necessarily engaging in more inclusive structural change that would address the insecurities and exploitation experienced by many living under temporary or precarious statuses. The continued growth of Canada’s migrant worker and precarious status population and the crucial rights that accrue to those who achieve permanent residence mean that pathways discourses and policies granting access to permanent residence will continue to be of tremendous importance and highly contested. The Traversing European Coastlines (TREC) expedition is a flagship project of the European Molecular Biology Laboratory (EMBL). It travels along the European coastlines to explore the biodiversity and molecular adaptability of microbial communities as well as key selected organisms. In July 2023 the expedition arrived at the Askö Laboratorry, in the Trosa archipelago in Sweden, to sample soil, air, sediment and water. Stockholm University Baltic Sea Centre's scientific leader Christoph Humborg helped the TREC team with all the practicalities and to select suitable sampling sites. In this video, he comments on the importance of the data that will result from the TREC project for the research conducted at the Baltic Sea Centre focusing on climate and coastal ecosystems. Dr Birol took part in high-level discussions with energy and climate leaders in Goa, highlighting the urgency of accelerating clean energy transitions worldwide in order to advance sustainable development, reach climate goals, enhance energy security and take advantage of the new global energy economy that is emerging. In particular, he underscored the need for countries to commit to doubling global progress on energy efficiency and tripling global renewable power capacity by 2030 to keep the target of limiting global warming to 1.5 °C within reach. Such commitments would be important for ensuring a successful outcome at the COP28 climate summit in December. As well as the G20 Ministers Meeting – which brought together representatives from 20 of the world’s major economies – the gatherings in Goa included the annual Clean Energy Ministerial and the Mission Innovation Ministerial – initiatives for which the IEA provides key support. On the sidelines of these events, we also co-hosted with the United Arab Emirates’ COP28 Presidency the first in a series of high-level dialogues with ministers and business leaders on building consensus for a 1.5 °C-aligned energy transition (more on this further down in the newsletter). In Goa, Dr Birol also held bilateral meetings with ministers from a wide range of countries, including Argentina, Brazil, Denmark, India, Japan, Singapore and South Africa. The IEA has been working closely with India – both on its G20 Presidency and its own energy and climate goals – and last week released a new report on Transitioning India’s Road Transport Sector. It examines how carbon emissions from road transport are likely to grow under existing policies and compares these projections with a pathway that could align the sector with India’s goal to achieve net zero carbon emissions by 2070. #energy #energytransitions #india #modi

The United Nations General Assembly set to hold a High-Level Meeting on Universal Health Coverage (UHC), there has been a surge in ambitious initiatives by civil society organizations to advocate for the importance of UHC for different stakeholders. This is particularly important as there are currently 1.8 billion young people worldwide, making it one of the largest demographic groups. To leverage the power of youth in strengthening global health security and promoting healthier communities, the International Pharmaceutical Students' Federation (IPSF) and the International Federation of Medical Students' Association (IFMSA), as leading young health professional organizations, are planning a session during the World Health Summit 2023 to reflect on the outcomes of the High-Level Meetings on UHC, Pandemic Preparedness and Response and Tuberculosis. The session will specifically focus on sharing critical perspectives and the vision of youth in accelerating progress towards Universal Health Coverage and harnessing the power of innovation and technologies for Global Health Security, which are central topics in achieving health equity. The urgency for digital transformations in global health is a key concern for young people, and the session aims to bring together youth and stakeholders to brainstorm innovative solutions and crucial action points post-discussions at the High-Level Meetings during the United Nations General Assembly. The IPSF and IFMSA intend to reflect on how youth can be involved in the implementation process of the declarations and position them as active contributors to the achievement of Universal Health Coverage and the resilience of health systems.

Prior to his appointment as WIPO Director General, he served as Chief Executive of the Intellectual Property Office of Singapore (IPOS), driving the strategic transformation of IPOS in support of Singapore’s innovation-based economy. Between 1997 and 2012, before joining IPOS, Daren Tang held different legal positions within the Attorney-General’s Chambers and the Ministry of Trade and Industry of Singapore. In 2016, he received the Public Administration Medal from the Prime Minister's Office Singapore for outstanding efficiency and competence in the service of his country. Daren Tang is a graduate of the National University of Singapore (Bachelor of Law, Honors) and the Georgetown University Law Center (Master of Laws, Distinction). He also attended the Advanced Management Program at Harvard Business School. He is fluent in English and Chinese.

He has been part of the Office’s top management team since 1 December 2010, when he was appointed as Deputy Executive Director by the Council of the European Union. A native of Belgium, he graduated from Université libre de Bruxelles as a civil engineer and worked in construction in the Middle East before moving to the European Space Agency in facility management. Prior to joining the EUIPO (formerly known as OHIM), he held a number of senior positions in the European Patent Office in Infrastructure, Administration and Human Resources.
