Growing global demand for the critical minerals needed for green energy and other technologies presents an opportunity for mineral-rich African countries like Zambia to expand mining production and boost local value addition. Additionally, new investments in trade corridors such as the Lobito Corridor and TAZARA could achieve more than mineral extraction if they can be leveraged to connect Zambian producers to larger regional and international markets. However, these gains are not automatic; rather, strategic and coordinated planning is needed across government, the private sector, development partners, civil society, and others to ensure that Zambia maximises these economic development opportunities. The conference aims to demonstrate the EU’s unwavering support for the Belarusian people, shed light on the situation of political prisoners, and to discuss pathways for a democratic future in Belarus. The ITU AI/ML in 5G Challenge in 2024 (Fifth edition) offers a platform for collaboratively addressing the problems in applying AI/ML in communication networks including 5G & 6G. The Challenge connects participants (students and professionals) from more than 100 countries, with industry and academia solving real-world problems using AI/ML in communication networks. The challenge is offering several problem statement in 2024. Some of these problem statements includes; Spatio-Temporal Beam-Level Traffic Forecasting Challenge Estimation of Site specific radio propagation loss Participants are tasked with the development of solutions leveraging state-of-the-art (SOTA) forecasting machine learning models capable of analyzing complex, multivariate time series data on forecasting traffic throughput volumes within communication networks. In the second challenge, participants were tasked to use ML to estimate propagation loss within a certain area from a transmission point (Tx) using 3D map data and propagation loss data from multiple Txs. In this webinar, top teams from these competitions presents their ML solutions. This week, the president of the European Investment Bank Group Nadia Calviño visited Sofia, where she discussed with the Finance Minister key investments in Bulgaria. Then she travelled to Athens where she exchanged with Prime Minister Mitsotakis and the Finance Minister financing for our common priorities, from the energy transition to security and defence, as well as response to emergencies. We also launched a new fund to help decarbonise the Greek islands. And to Nicosia, President Calviño met President Christodoulides and the Minister for Finance, and discussed new investment opportunities. She also visited the EIB financed University of Cyprus and inaugurated our local office there, reinforcing our role as a multilateral and also a local bank with operations in every region of Europe. Nadia Calviño also had a very good exchange with the Lehendakari Pradales, President of the regional government of the Basque Country. And in Milan, we organised a well-attended workshop with financial institutions and policy makers on access to housing in Europe. As Ukraine marks 1 000 days of war, we delivered new investments for water and lighting in two Ukrainian cities. Academic workshop: Farm to Fork contingency plan for ensuring food supply and food security The workshop took place as part of a series of meetings by the subgroup on contingency plan for ensuring food supply and food security within the expert group for agricultural markets and the expert group for markets and trade in fishery and aquaculture products (MTFAP). The aim of these events is to share practical expertise between EU countries, stakeholders, non-EU countries and international organisations. This workshop focused on gaining academic insight into the creation of a contingency plan, to be activated when there is a crisis that affects all or part of the food system and puts in danger food security within the EU. This is because Beijing would probably factor in retaliatory sanctions from the US ahead of an aggression against the island. However, Chinese leaders likely believe that they could deter the EU from going down the sanctions road.  This means that EU sanctions could prove game-changing to prevent a Chinese aggression against Taiwan. Clear threats of sanctions from Europe would signal to Beijing that the costs of an invasion are even higher than those that Chinese leaders have already priced in. What’s more, EU policymakers have an ace up their sleeve to alter China’s calculus around Taiwan – leveraging the access of Chinese firms to the wide EU market, for instance through import bans on Chinese non-critical, consumer goods.   A recent ECFR policy brief, Hard, fast, and where it hurts: Lessons from Ukraine-related sanctions for a Taiwan conflict scenario, explores specific economic statecraft measures that the EU could take against China, identifying their potential impact and the trade-offs that the EU and its member states would face. The report also outlines how the EU could tackle sanctions evasion, boost collaboration with the private sector and co-operate with like-minded allies while preserving its own interests.  This lively, thought-provoking discussion dived deep into Europe’s economic leverage against China, US preparations for such a scenario and how transatlantic collaboration would be key to alter Beijing’s calculus in the run-up to a Chinese invasion of Taiwan.

The adoption of Global Health Strategies by some European countries over the past decade represents a formalized approach to define the countries’ global health priorities and move the global health agenda forward by initiatives from the national level. Countries such as Germany, the Netherlands, and France have embarked on ambitious pathways to globalize their health agendas through dedicated strategies. Recently the European Union (EU) has also adopted its own comprehensive global health strategy to enhance European collective action and effectiveness for greater impact on global health. This panel discussion serves to take stock of countries’ efforts to advance the global health agenda through their Global Health Strategies as we approach the halfway mark to Agenda 2030. It will examine the different motivations of countries and the EU for launching Global Health Strategies at the national and the European level respectively, and the added value of such strategies for the global health agenda as well as limitations. Moreover, panelists will discuss different governance models related to Global Health Strategies as well as approaches to include the perspectives of non-state actors and international partners. How can health system resilience to shocks be enhanced through cross-sectoral collaborations? Strengthening partnerships with sectors such as disaster risk management (DRM), energy, water, and transport can lead to the development of innovative strategies that maximize the impact of limited resources in the face of disaster-related threats. Health systems depend on lifeline infrastructure to ensure the delivery and continuity of essential services. This dependence crates a landscape where various risk and gap assessments overlap across different sectors. In practice there is no single actor that can comprehensively address all facets of risk exposure and vulnerabilities due to the myriad of concurrent and competing priorities.Leveraging cross-sectoral knowledge and collaborations can help to improve health system planning, facility upgrading, and emergency preparedness and response based on evolving risk exposures and vulnerabilities of people and infrastructure while minimize the need for additional assessments. Thus, the strategic use of knowledge and data across sectors can help strengthen the disaster resilience of the health sector. We learn from successful country implementation cases and show how existing information can be the basis for innovative data-informed decision-making maximizing the impact of resilient investments. The session starts with technical presentations highlighting different organizational approaches, followed by a high level panel discussion with distinguished global leaders at the frontline of health resilience against climate and disasters. The workshop focused on: - Raising awareness about the importance of energy system planning (including grids) at all voltage levels, with an integrated approach. - Discussing how stakeholders can collaborate in such complex processes. - Sharing experiences and successful initiatives from Africa, America and Europe. - Energy system planning at both the transmission and the distribution level with a focus on the planning stage. - Civil society involvement in energy system planning. - Discussing the importance of knowledge sharing to build capacity from all stakeholder groups to organise and implement such collaborations to effectively contribute to energy system planning. On June 18 and 19, 2024, Ifri's research program Governing Africa’s Urban Transitions”, co-organized an annual conference in Nairobi with its partners: UN-Habitat and United Cities and Local Governments (UCLG) Africa. Across the globe, mayors, city managers and leaders of decentralized governmental institutions are increasingly contributing in international policy making and geopolitics. In Africa, too, cities have become players on the international policy and diplomatic scenes. This conference aimed to take stock of ongoing debates and initiatives about city diplomacy, especially in Eastern Africa. Based on a multi-stakeholder approach, it will bring together experts from Africa and Europe involved in partnerships at the municipal and decentralized levels to identify challenges of city diplomacy and concrete results of this action. Specific attention will be paid to empirical research and data on existing forms of city diplomacy and their results. Energy poverty is a multifaceted issue that extends beyond income poverty. It refers to the inability of households to secure adequate energy services, including heating, cooling, lighting, and powering appliances. Detecting, measuring, and addressing energy poverty requires understanding regional variations, vulnerable groups, and the interplay of affordability and access. This is particularly important at a time when electricity and heat prices are already high, and in many countries, they are expected to rise even further after the cessation of temporary energy subsidies. During this webinar, Paweł Gilewski of the Polish National Energy Conservation Agency (KAPE) provides an overview of how energy poverty is reflected in current energy efficiency policies and measures implemented in the EU Member States, based on the MURE database. In this video, Erkki Pöytäniemi explains how mushroom cultivation works in practice. Forest cultivation of shiitake mushrooms makes efficient use of forestry by-products such as small-diameter low value trees from thinning which are normally used as bioenergy or pulp trees. These tree logs can also be used as a cultivation substrate for shiitake mushrooms (and also other mushroom species such as chaga, reishi (also known as lingzhi) and oyster mushrooms) and in this case the added value per tree log can be markedly higher. Another advantage is that forests which are normally only used for wood production, now also produce edible mushrooms. In this way, forest farming can be an ecologically friendly way of food production as it increases land use efficiency.
