This is why the European Parliament’s security and defence committee is organising a public hearing on the protection of the subsea infrastructure, to explore the technical and geopolitical ramifications of sabotage and other disruptions, and to discuss possible options for responding and improving resilience to such actions.

As of today, Estonia, Latvia and Lithuania are fully independent from Russia's and Belarus's electricity systems. They successfully integrated into the EU internal energy market by joining the European continental network via Poland. This allows the Baltic States to operate their own energy systems under common and transparent European rules. The synchronisation of the Baltics not only contributes to the security of supply of the entire Union, it will also support the integration of renewable energy in the system, ultimately allowing consumers to benefit from lower energy costs. Coalition Clean Baltic has started developing Nature Accessible Certification (NaaC) scheme since 2018, when the idea for it was presented by the Latvian Green Movement together with Association of disabled people and their friends Apeirons at the International conference on “Sustainable Development Goals: To Raise Public Awareness in Building Sustainable Communities Around the Baltic Sea” on 26-27 September 2017 in Jūrmala, Latvia. The work on nature accessibility certificate “Naac” to ensure accessibility to natural objects - in the coastal areas of the Baltic Sea, observing all the principles of nature protection and also promoting the economic growth of small entrepreneurs and municipalities has continued. The main criteria for obtaining such a nature accessibility certificate are ensuring the accessibility of coastal natural objects, following the principles of universal design, starting from the car park and ending with the universal toilet.

Enlargement policy is back at the top of the EU’s agenda after more than a decade. After the opening of accession negotiations with Ukraine and Moldova, the granting of candidate status to Georgia and Bosnia and Herzegovina, and the launch of the Western Balkans Growth Plan, enlargement policy is experiencing a window of opportunity to overcome erstwhile fatigue in favour of tangible progress towards new members’ accession. Moldova and Georgia in particular show how Russia is actively counteracting the EU enlargement process, not only via its war of aggression in Ukraine and occupation of land in Georgia and Moldova, but also via interference in electoral campaigns. Question marks loom over Moldova’s and Georgia’s ability to fend off this interference as well as the EU’s ability to help these countries stay on the EU path. In this context, the Trans European Policy Studies Association (TEPSA) and the Policy Management and Consulting Group (PMCG) hosted the public webinar “Elections in Georgia and Moldova: What Next for the Accession Path?” on 8 November. The event took place online via Zoom. For the first time, jets assigned to NATO’s Air Policing mission are flying out of Latvia. A detachment of German Air Force Eurofighter Typhoons are currently based at Lielvarde Air Base, where they’re tasked with ensuring the safety and security of the airspace over and around Estonia, Latvia and Lithuania. NATO aircraft assigned to the Baltic Air Policing mission regularly intercept Russian aircraft when they don’t use transponders to identify themselves or fail to respond to hails from air traffic controllers, meaning they appear on radar simply as an unidentified contact. The Baltic Air Policing mission is led from Šiauliai Air Base in Lithuania, where the Spanish and Portuguese Air Forces currently have fighters deployed. Moldova: investing in a digital service-based economy

Moldova is building a digital and resilient service-based economy. Examples of this trend include extremely fast business registration processes (within one day), more than half of public services already digitised and a comprehensive agenda for a contactless economy. This session will outline the country’s economic progress since the pandemic and the start of the war on Ukraine. It will also present the case for much-needed investment and cross-border projects to prepare for EU integration and boost Moldovans’ quality of life. In 2024, the Moldovan government extended the state guarantee for Moldova IT Park, the first virtual business park in Europe, a platform that offers the best and easiest fiscal mechanism for IT and service-outsourcing companies registered in the country. The government also extended the types of company eligible to join Moldova IT Park. As a result, the number of IT companies and their average revenues have increased in the last four years. Moldova has also opened its doors to talented people from over 47 countries, without the need for them to first apply for a work permit. Local companies already provide outsourcing services in 14 languages. In addition to a thriving digital economy and skilled workforce, Moldova relies on industrial and food production. Despite being a small country, it produces 1 per cent of the world’s car components. It is also among the world’s top 20 wine-producing countries, top 3 plum exporters, and top 5 cherry exporters. Cereale de Aur, nestled in the city of Soroca, is one of Moldova’s largest sunflower kernel producers. With support from the EBRD and the European Union, the company has invested in new, energy-efficient equipment and automotive processes, all to deliver a high-quality product. The company is now producing more than 40,000 tonnes of sunflower kernels each year, with over 90 per cent exported to the EU, Moldova’s biggest trading partner. Cereale de Aur is one of nearly 400 companies supported under the EU4Business-EBRD Credit Line. The company received an EBRD loan through maib, a local financial partner financial institution, and a grant from the EU under its EU4Business initiative.

NATO Allies Romania and the United States strengthened their relations with the Republic of Moldova – a NATO partner – through exercise Rapid Trident 2023, which was held in Moldova from 10 to 22 September. Troops from the US Army’s 101st Airborne Division, currently deployed to Romania, and the Romanian Army trained in land navigation, small unit tactics and combat casualty care, alongside more than 200 personnel from the Moldovan Army. Soldiers became acquainted with each other’s standard operating procedures, improving their ability to work effectively together in a crisis situation. Bordering Romania and Ukraine, the Republic of Moldova declared its independence from the Soviet Union in 1991. Relations with NATO started in 1992, when Moldova joined the North Atlantic Cooperation Council, a forum for dialogue bringing together all Allies and partner countries in the Euro-Atlantic area and which was succeeded by the Euro-Atlantic Partnership Council. In 1994, the country joined NATO’s Partnership for Peace programme. The programme fosters practical bilateral cooperation and allows partners to build an individual relationship with NATO, choosing their own priorities for cooperation. The conference Resilience of family businesses in difficult times was organised by Baltic Family Firm Institute and ECGI with the University of Tartu and Riga School of Economics, with the support of Livonia Partners, Signet Bank, Sorainen and ViaClarus from 30 June - 1 July 2023. The Baltic Family Firm Champion Top is created by the Baltic Family Firm Institute (BFFI), founded in 2022 with the aim of creating an ecosystem to support Baltic family firms, as well as creating and developing a family firm database and research. Russia's invasion of Ukraine has uniquely impacted neighboring Moldova, as it manages both an influx of refugees as well as Russian blackmail and misinformation campaigns that seek to sow internal discord. Despite these challenges, Moldova's future is bright, says Iulian Groza of the Moldovan think tank Institute for European Policies and Reforms ( @institutulpentrupoliticisi118). After becoming an EU candidate in June 2022, Moldova is tackling the reforms needed to become a member state. The country needs Europe's support to withstand Russian influence and make the necessary reforms to tackle corruption and build a stronger democracy. Coastal touristic towns, villages and settlements around the Baltic Sea experience seasonal fluctuations of wastewater generation, leaving wastewater treatment systems insufficient in the summer tourism season. The new international project NURSECOAST-II aims to improve the health of the Baltic Sea by enhancing the small wastewater systems that are especially vulnerable to high seasonality. In this video, the project manager Ksawery Kuligowski, from the Institute of Fluid-Flow Machinery Polish Academy of Sciences, is explaining the background of the project and what is planned during the project period. The NURSECOAST-II project is funded by the Interreg Baltic Sea Region 2021-2027 programme and co-funded by the European Union. The project will run from 2023 to the end of 2025. It includes 17 partners from eight Baltic Sea region countries – Poland, Lithuania, Latvia, Estonia, Finland, Sweden, Denmark and Germany. New green spaces, cleaner water and better drainage, with EBRD, EIB and GCF support As Chisinau, Moldova’s capital, has grown, the river Bic has become polluted and is prone to flooding that affects local communities, infrastructure and the economy. Severe flooding is expected to become more harmful as a consequence of climate change. A €20 million financing package from the EBRD under its flagship programme EBRD Green Cities, the European Investment Bank (EIB) and the Green Climate Fund (GCF) will help the city to rehabilitate the river and transform it into an attractive asset for its residents.

Our conversation centered around Moldova’s energy security challenges, and the role the EU is playing in helping the country deal with Russia’s hybrid war. We also explored recent developments in Moldova, such as the agreements with Transnistria and energy infrastructure, and discussed the potential benefits of the Three Seas Initiative for integrating Moldova into the regional cooperation.
