At Spicușor Kindergarten in Chișinău, energy efficiency upgrades supported by the EBRD and the Eastern Europe Energy Efficiency and Environment Partnership (E5P) have transformed a once-cold school into a warm and comfortable place for children to learn. To make this change visible beyond the classroom, a local street artist worked with the pupils to create a mural on the school’s exterior wall. The artwork reflects the impact of the project and the role of community creativity in bringing energy efficiency to life.

Moldova’s future depends on empowering grassroots civil society and strengthening the trust between citizens and institutions During RE-ENGAGE fieldwork in Chisinau and Balti, researchers found that Moldovans show stronger “vertical trust” than many Western Balkan states. That trust — between people, government, and the EU — could be Europe’s strongest asset, if the EU builds on it with genuine democracy promotion. Reports point to cash and vote-buying schemes, bomb threats targeting polling stations across Europe and the US, and energy pressure aimed at “freezing out” voters. Despite these tactics, President Maia Sandu’s pro-EU PAS party still won a narrow majority, keeping Moldova’s European path alive. Moldova’s experience shows how a fragile democracy, shaped by both democratic and authoritarian practices, can withstand sustained pressure from Russia. This autumn, RE-ENGAGE will release new research on hybrid regimes and “black knight” actors like Russia, including extensive fieldwork from Chisinau and Balti. Andreas Lind Kroknes, Advisor NUPI Moldova’s parliamentary elections on 28 September 2025 mark a pivotal moment for the country’s future. Since applying for EU membership in the wake of Russia’s full-scale invasion of Ukraine, Moldova has been on a westward path, with accession talks now under way. Yet this election is widely seen as a defining choice between continued integration with Europe and a return to Moscow’s orbit. Despite strong and positive perceptions of the European Union, RE-ENGAGE research shows that many Moldovans remain unaware of major EU-funded initiatives, from EU4Dialogue to justice reform projects. This gap between support for Europe and awareness of its impact highlights a paradox: goodwill toward the EU may not automatically translate into votes at the ballot box, especially as frustration with domestic politics shapes public opinion.

Moldovan President Maia Sandu will address MEPs ahead of crucial parliamentary elections in the Republic of Moldova on 28 September. The elections will be held amid warnings that the Kremlin is continuing to deploy a range of online and offline tactics, including disinformation and vote-buying schemes, in an attempt to derail the country’s current pro-European trajectory. The Republic of Moldova was officially granted EU candidate country status together with Ukraine in June 2022. MEPs will also hold a separate plenary debate with Council and Commission on how to strengthen Moldova’s resilience against Russian hybrid threats and malign interference, followed by a vote on an accompanying resolution.

As the Republic of Moldova advances on its path toward European Union membership, the EU’s recently adopted Growth Plan for Moldova, amounting to €1.9 billion for the period 2025 – 2027, stands as a pivotal instrument to support Moldova’s economic resilience, convergence with the EU Single Market, and delivery of tangible benefits to all Moldovan citizens. The Plan offers a unique opportunity to accelerate Moldova’s alignment with EU economic standards, boost investment, and reinforce structural reforms. The event took place at a defining moment, following Moldova’s historic constitutional referendum in 2024, through which the people of Moldova reaffirmed their commitment to anchoring the country’s future within the European Union. Despite serious challenges, including regional instability, interference by Russia and its proxies, and pressure on Moldova’s democratic institutions, the government has remained firmly committed to economic reforms and resilience. Alongside efforts to protect democracy, the authorities have taken important steps to strengthen the economy, improve the business environment, and support long-term growth. Nature Accessible Certification (NaaC) in Latvia

Coalition Clean Baltic has started developing Nature Accessible Certification (NaaC) scheme since 2018, when the idea for it was presented by the Latvian Green Movement together with Association of disabled people and their friends Apeirons at the International conference on “Sustainable Development Goals: To Raise Public Awareness in Building Sustainable Communities Around the Baltic Sea” on 26-27 September 2017 in Jūrmala, Latvia. The work on nature accessibility certificate “Naac” to ensure accessibility to natural objects - in the coastal areas of the Baltic Sea, observing all the principles of nature protection and also promoting the economic growth of small entrepreneurs and municipalities has continued. The main criteria for obtaining such a nature accessibility certificate are ensuring the accessibility of coastal natural objects, following the principles of universal design, starting from the car park and ending with the universal toilet.

Enlargement policy is back at the top of the EU’s agenda after more than a decade. After the opening of accession negotiations with Ukraine and Moldova, the granting of candidate status to Georgia and Bosnia and Herzegovina, and the launch of the Western Balkans Growth Plan, enlargement policy is experiencing a window of opportunity to overcome erstwhile fatigue in favour of tangible progress towards new members’ accession. Moldova and Georgia in particular show how Russia is actively counteracting the EU enlargement process, not only via its war of aggression in Ukraine and occupation of land in Georgia and Moldova, but also via interference in electoral campaigns. Question marks loom over Moldova’s and Georgia’s ability to fend off this interference as well as the EU’s ability to help these countries stay on the EU path. In this context, the Trans European Policy Studies Association (TEPSA) and the Policy Management and Consulting Group (PMCG) hosted the public webinar “Elections in Georgia and Moldova: What Next for the Accession Path?” on 8 November. The event took place online via Zoom. For the first time, jets assigned to NATO’s Air Policing mission are flying out of Latvia. A detachment of German Air Force Eurofighter Typhoons are currently based at Lielvarde Air Base, where they’re tasked with ensuring the safety and security of the airspace over and around Estonia, Latvia and Lithuania. NATO aircraft assigned to the Baltic Air Policing mission regularly intercept Russian aircraft when they don’t use transponders to identify themselves or fail to respond to hails from air traffic controllers, meaning they appear on radar simply as an unidentified contact. The Baltic Air Policing mission is led from Šiauliai Air Base in Lithuania, where the Spanish and Portuguese Air Forces currently have fighters deployed. Moldova: investing in a digital service-based economy

Moldova is building a digital and resilient service-based economy. Examples of this trend include extremely fast business registration processes (within one day), more than half of public services already digitised and a comprehensive agenda for a contactless economy. This session will outline the country’s economic progress since the pandemic and the start of the war on Ukraine. It will also present the case for much-needed investment and cross-border projects to prepare for EU integration and boost Moldovans’ quality of life. In 2024, the Moldovan government extended the state guarantee for Moldova IT Park, the first virtual business park in Europe, a platform that offers the best and easiest fiscal mechanism for IT and service-outsourcing companies registered in the country. The government also extended the types of company eligible to join Moldova IT Park. As a result, the number of IT companies and their average revenues have increased in the last four years. Moldova has also opened its doors to talented people from over 47 countries, without the need for them to first apply for a work permit. Local companies already provide outsourcing services in 14 languages. In addition to a thriving digital economy and skilled workforce, Moldova relies on industrial and food production. Despite being a small country, it produces 1 per cent of the world’s car components. It is also among the world’s top 20 wine-producing countries, top 3 plum exporters, and top 5 cherry exporters. In a village in the north of Moldova there still are women who weave carpets the way their mothers and grandmothers taught them. The carpet that is made in the movie was made for the son of one of them, as a gift for his wedding and is supposed to be their heritage for the rest of his life.
