For Ukraine to prevail against Russia, it needs more support – both immediately and for the long haul. At the NATO Summit in Washington, D.C., Leaders agreed on a substantial package for Ukraine, consisting of five elements: NATO will take the lead in coordinating and providing security assistance and training to Ukraine, with a new command in Wiesbaden, Germany; a long-term financial pledge to continue and sustain our support; new immediate military aid including air defence; new bilateral security agreements between NATO Allies and Ukraine. Lastly, Allies will strengthen interoperability between Ukrainian and NATO forces including with a new training and evaluation centre in Poland. This webinar explored the role of ideology in the day-to-day management of the Russian political regime. Drawing on these results, we explored potential courses of action for European policymakers to support Ukraine in the short- and long term, as well as points of agreement and potential contentions between the Ukrainian and other European publics. Finally, our panelists deliberated on what public views mean for effective policy making and key decisions to be taken at the NATO summit: Should Europe consider sending troops to Ukraine? Can Ukraine realistically join NATO in the near future? How does NATO accession interplay with potential EU membership for Ukraine? How can we align Ukrainian and European public opinion on these critical decisions? The debate was kicked off with a brief public opinion data presentation by Susi Dennison, ECFR’s Director of the European Power Programme. Rafael Loss, Policy Fellow at ECFR’s Defence Initiative, and Maryna Domushkina, Ukrainian Visiting Fellow at ECFR, commented from a Ukrainian and defence-focused perspective respectively.

From the first day of the Russian invasion, the EU stood up for Ukraine. Currently, the EU is hosting more than 4 million Ukrainian refugees. And so far, it organised the delivery of unprecedented humanitarian, financial and military assistance both directly from the EU and from Member States as well, reaching almost €100 billion, including €32 billion in military assistance. Through the new Ukraine Facility, the EU will deliver another €50 billion over the next four years, to help provide basic services – keep schools open, pay salaries and pensions, while Ukraine’s people continue to fight back against the invader. This week, the European Elections reminded us how privileged we are to make our choices freely at the ballot box.  We participated in a very successful and important Ukraine Recovery Conference in Berlin, where we signed new financing agreements to mobilise more than one billion euros for Ukrainian SMEs, repair critical infrastructure in cities like hospitals, local transport, schools and kindergartens and bring to Ukraine the EU flagship technical assistance programme, to get projects off the ground more quickly. We are also working in a 300 million pan-European export guarantee to mobilize the private sector and especially SMEs trading with Ukraine. This week we announced financing to improve safety on Czechia’s railway network, for green projects and cultural activities in Malta, for green social and digital projects in Spain, and technical help for hydro power projects in Bulgaria. Outside the EU, in Tunisia, we signed new investments for small businesses, clean energy, transport and education. We also celebrated the 30th anniversary of the European Investment Fund, our risk capital subsidiary, that specializes in support to SMEs and start-ups and has supported some 2 million European businesses over the years. At the Ukraine Recovery Conference in Berlin, Europe reaffirmed its long-standing support for Ukraine's recovery. €1.5 bn proceeds of immobilised Russian assets will become available for Ukraine in July. And, because of the comprehensive reforms and investment strategy that Ukraine has approved, the Ukraine Plan, which includes the justice sector and anti-corruption reforms, another €1.9 bn will be delivered this month to Ukraine from #UkraineFacility In addition, efforts are being made to repair Ukraine's energy grid, including raising close to EUR 500 million for urgent repairs and providing generators and solar panels to decentralise the power system. Even amidst war, Ukraine continues to implement crucial infrastructure initiatives in the field of education. One such initiative is the “Ukraine Higher Education” project, which is financed by the European Investment Bank, among other donors. This project aims to improve the energy efficiency of Ukrainian universities, bringing significant benefits not only to students and teachers but also to the country as a whole. The “Ukraine Higher Education” project involves the comprehensive energy-efficient modernization of 71 buildings in 16 universities, with 13 of these financed by a EUR 120 million loan from the EIB. Despite the ongoing war, the project has already entered an active phase of construction work in some cities. Modernizing educational buildings and dormitories will enable living, working, and studying in these facilities while also saving electricity, which is currently crucial for the country. Education is a fundamental pillar for the future of Ukraine. We tend to look at today’s world as a consequence of World War II. Yet, in the first years after that war, there were several directions which the world could have turned. There was a chance that China would not have become communist. There was also a chance that Europe would have become much more communist. A few years ago, Daniel Kurtz-Phelan, the current editor of Foreign Affairs magazine, wrote The China Mission, a book in which he explores the attempt by George Marshall, the architect of the Allies’ victory against the Nazis, to bring China closer to America. What story can Ukraine tell people in Latin America? Why is it important to have a conversation beyond “geopolitics” and focus on human experiences, on suffering and compassion, and on courage and resistance? The guest of this episode is Sergio Jaramillo, former High Commissioner for Peace of Colombia and founder of the campaign of solidarity with Ukraine ¡Aguanta Ucrania!, which is mobilising Latin American writers, musicians, human rights defenders, politicians and other voices in support of Ukraine’s struggle against the Russian invasion. We had this conversation on June 25th, 2023, in Kyiv. The next day, Sergio traveled to the warzone in Eastern Ukraine, together with his Colombian colleagues: writer Hector Abbad, and journalist Catalina Gomez. They were accompanied by a Ukrainian writer, Victoria Amelina. On June 27th, as they were sitting at the Ria Lounge restaurant in Kramatorsk, 40 kilometers from the frontline, it was struck by a Russian missile. Victoria Amelina was severely injured and succumbed to her wounds a few days later in a hospital in Dnipro on July 1st. Since that tragedy, we didn’t know how to publish our conversation, or whether we should publish it all. Emotionally it was tough. It took us several months to come back to it, but we asked Sergio to meet again, this time online, to tell me what happened in Kramatorsk on that day. We attached this excerpt to our conversation. Yahidne is a Ukrainian village where the Russian army forced over 300 Ukrainians into a school basement and kept them for almost a month. 10 people died from suffocation and a lack of food and water. It was just one of Russia's countless war crimes during this war. A group of Dutch writers visited Yahidne in December 2023 as part of a trip organized by PEN Ukraine with support from the Ukrainian Institute and the Prague Civil Society Centre. We organized a discussion with them afterward to talk about war crimes, compassion, and solidarity. Women play vital roles during and after wars, despite facing significant societal and gender-based barriers. Russia’s war of aggression against Ukraine is a case in point. Tens of thousands of Ukrainian women joined the armed forces, including on the front lines. Women-led civic organisations in Ukraine play a crucial role in providing essential services, and yet women are not equally involved in planning and formal decision-making level, despite progress made towards gender-based equality. Moreover, women and girls experience heightened risks of sexism, violence, scarcity of food and access to finance. According to the Updated Assessment of Needs in Ukraine, “some 14.6 million people are expected to need humanitarian assistance in 2024, 56% of whom are women and girls.” The event will assess the role and needs of women, take stock of lessons learned in Ukraine, and propose solutions for greater empowerment of women and girls.

This week has been marked by the monthly Board meetings of the European Investment Bank and the Fund and the very productive exchange with an Ukrainian ministerial delegation led by Prime Minister Shmyhal. The EIB is the main investment partner to the Ukraine and we are committed to supporting the economy and the reconstruction of the country. We signed a memorandum of understanding with the main hydropower company and agreed to speed up investments on the ground. The EIB Board approved more than 5 billion euros of new financing for health innovation, education and energy from Greece to Finland. The EIF Board approved new equity investments to support Europe’s start-ups and most promising SMEs to scale up. At the European Innovation Council summit, we outlined how our partnership with the European Commission is helping to turn ideas into successful businesses. Innovation, digitalisation, and our cooperation in the areas of skills and migration were at the centre of productive discussions with Commission Vice-president Schinas and Commissioner Ivanova. I met with executive directors from the World Bank and Governor Monticelli of the Council of Europe Development Bank. We announced EIB Group 2023 results for Portugal; investments for green energy and transport in the Western Balkans; social and climate friendly housing in Germany, Austria and Sweden; and an interconnector between Ecuador and Peru. The EBRD has increased its investments in Ukraine in response to the war, deploying €4 billion in the country in the first two years of war. Short biography of the key speaker: ‘Admiral Takei serves as a special advisor to the CEO of the SAMPA K.K. in Yokohama. The aim is to collect and deliver laptops, smart-phones and tablets and respond to the fundamental needs of schools, hospitals and public administrations in Ukraine's most affected war regions. Comme annoncé par Ursula von der Leyen dans le discours sur l’Etat de l’Union en 2023, la Commission européenne dévoilera prochainement sa nouvelle stratégie industrielle de défense européenne. Initialement prévue en novembre puis reportée au 27 février, cette annonce a été ajournée au début du mois de mars, preuve s’il en est qu’élaborer une stratégie industrielle de défense européenne est tout sauf aisé. Cette nouvelle stratégie a pour ambition de renforcer la capacité de production européenne, notamment dans le cadre de l’aide apportée à l’Ukraine depuis 2 ans et le début de l'invasion russe mais aussi face au retour de la guerre en Europe, après 30 ans de dividendes de la paix. Les défis sont nombreux et posent de multiples questions. Comment renforcer la collaboration entre les entreprises européennes de la défense afin de mutualiser les chaines de production mais aussi d’augmenter les cadences ? En cas de victoire de Donald Trump à l’automne aux Etats-Unis, quel serait l'impact d'un désengagement américain en Europe et en Ukraine ? L'Europe a-t-elle les capacités de se défendre seule face à la Russie ? Peut-on et doit-on abonder un fonds européen de défense ? Quels objectifs doivent se fixer les européens en matière de défense européenne ? Quelle stratégie industrielle européenne pour y répondre ? Pour évoquer tous ces enjeux, nous accueillerons Sylvie Matelly, Directrice de l’Institut Jacques Delors et spécialiste des questions d’économie internationale et de défense.
