🔴 How Hungary’s historic election changes the EU and the economic outlook 🟠 The campaign was really two contrasting campaign promises or messages. Péter Magyar and Tisza Party offered that if we get to power we will do, you know, social justice, get back corrupted money to the state, restore the cheques and balances for the proper functioning of the public institutions, restore full media freedom, including in public media. They promise tax cuts for the poorest segments of the society, pension increases for the poorest pensioners and so on. So they offered a kind of a quite normal European way of policymaking in the country. 🟡 In contrast, the campaign message of Mr Orbán and his party Fidesz was a single message: war or peace. So they tried to convince the electorate that if Mr Orbán stays in power then Hungary will remain in peace. If Tisza will win then Hungary will join the war in Ukraine, Hungarian soldier will be sent to Ukraine, they will be killed there and also in other ways, you know, Hungary will be in conflict and suffer from the war. Hungary has invested heavily in a modern tracked fleet as part of its wider defence modernisation effort, ordering more than 200 Lynx infantry fighting vehicles from arms manufacturer Rheinmetall back in 2020. In response to growing threats to security, Allied Leaders decided at the NATO Summit in The Hague in 2025 to significantly increase investments in defence, reaching 5% of GDP by 2035. This decision ensures the Alliance will keep protecting its one billion people now and in the future with enough forces, resources and capabilities. Investing in modern capabilities plays an essential role in future-proofing NATO’s defences. The new Lynx vehicles, due to be adopted by other Allied armies as well, are now contributing to strengthening NATO’s defences along its eastern flank. Failure to fulfil obligations – Electronic communications Can a Member State refuse to renew a commercial radio station’s right to broadcast on a radio frequency on the basis of minor infringements? That is the question examined by the Court of Justice in today’s judgment in Case C-92/23 Commission v Hungary. Klubrádió, a Hungarian commercial radio station, had been broadcasting on a frequency in the Budapest area under a contract concluded with the Hungarian Media Council. After the refusal to renew that contract on the basis of repeated failures to provide certain broadcasting information, the station submitted a bid in a call for tenders for the same frequency, which was declared invalid due to errors in its programming schedule and its financial situation. In those circumstances, the European Commission brought an action before the Court for failure to fulfil obligations under EU law. In his short explainer, President Lenaerts walks you through the key elements of the case and the legal issues raised.

An EU-supported cross-border project is helping Hungary and Serbia improve flood and drought management along the Tisza River through shared data, river monitoring and digital tools. Climate change is increasing the frequency and intensity of both floods and droughts in the Tisza River basin, which stretches across five countries in Central and Eastern Europe. In response, Hungary and Serbia are working together through the ADAPTisa project to strengthen cooperation and improve their ability to anticipate and manage extreme water-related events. The project focuses on developing an integrated water management platform that allows institutions, experts and decision-makers in both countries to share data, forecast risks and coordinate responses in real time. The system combines historical hydrological data, real-time measurements and hydraulic model simulations, supported by artificial intelligence, to improve flood and drought prediction. ADAPTisa also includes on-the-ground actions to support data collection and public awareness. In October, more than 60 volunteers gathered in Bečej, Serbia, to collect waste along a 12-kilometre stretch of the riverbanks and riverbed. At the same time, researchers carried out water sampling both along the shore and in the riverbed, analysing water quality indicators such as pH levels, phthalates and pesticide concentrations using a portable laboratory funded by the project. Developed with EU support under Cohesion Policy, covering 85% of the project’s €1.4 million budget, ADAPTisa strengthens cross-border cooperation while supporting climate resilience and sustainable water management. The platform will be used by public water authorities in both countries and made publicly accessible through the Lower Tisza Regional Water Management Directorate in Szeged, Hungary. NATO’s multinational forces in Hungary stand ready to deter aggression and defend Allied territory. Established in the wake of Russia’s full-scale invasion of Ukraine in February 2022, the Hungarian Army leads a NATO multinational battlegroup that includes troops from Croatia and Italy. A Turkish mechanised infantry contingent also stands in reserve, ready to reinforce the battlegroup if called upon. The forces include battle tanks, infantry fighting vehicles, heavy mortars, artillery and air defence as part of its combat power. Hungary is also further protected by the new NATO activity ‘Eastern Sentry’, which boosts NATO’s vigilance along the entire eastern flank with more air, land and sea-based military assets. The activity also includes innovative technologies to tackle new challenges, like the ones we see from drones. Additionally, it helps to better connect the military assets that are already available, from the High North to the Black Sea, and elsewhere in the Alliance. Members of the European Parliament debate Hungary’s persistent rule of law crisis and a new interim report documenting ongoing failures to respect core EU values. Drafted by Parliament’s civil liberties committee (LIBE), the text flags: - Judicial interference and threats to judicial independence - Corruption and misuse of EU funds - Government pressure on civil society and independent actors MEPs will also review the state of the Article 7 of the Treaty on European Union procedure against Hungary, warning that prolonged Council inaction since 2018 has allowed the situation to worsen. They call on the European Commission to explore new legal tools to better protect the rule of law and citizens’ rights. This year, Hungary amended public assembly rules to allow bans on pro-LGBTIQ+ events under the Child Protection Act, enabling the ban of Budapest Pride 2025. After an April fact-finding visit, MEPs warned this violates the EU Charter of Fundamental Rights. The EU Court of Justice’s Advocate General has found the Child Protection Act incompatible with EU law, and MEPs are pushing the Commission to seek interim measures to suspend it. Parliament is set to vote on the interim report tomorrow, Tuesday 25 November in plenary.

Together we paid tribute to the victims of the Holocaust. I also met with the special envoy for combating antisemitism and EU Affairs minister, János Bóka to discuss the security of Jewish communities in the EU. With Interior Minister Sándor Pintér, I discussed internal security and migration and our response to hybrid threats.

MEPs ask the Commission about respect for European values in Hungary, as the government has banned Budapest Pride. Hungary’s parliament amended the rules on public assemblies in March 2025. This enabled authorities to decide that pro-LGBTIQ+ gatherings infringe the Child Protection Act – implicitly targeting Budapest Pride’s 30th edition, scheduled for 28 June 2025. MEPs visited Hungary in April 2025 and warned that the government’s ban on pro-LGBTIQ+ public events is not just an attack on the community, but a direct violation of the basic human and civil rights enshrined in the EU Charter of Fundamental Rights and the EU’s core values. The EU Court of Justice’s Advocate General recently deemed Hungary’s Child Protection Act incompatible with EU law. Based on this, MEPs are set to demand that the Commission apply interim measures as part of the ongoing trial, so that the Court of Justice of the EU can order this legislation to be suspended.

Parliament assesses the “Transparency in Public Life” bill proposed last week by the Hungarian government, which would impose strict regulations on foreign-funded media and rights groups operating in the country. The proposed legislation, likely to be voted by the Hungarian parliament before 10 June, foresees fines for networks and NGOs where foreign interference is alleged. European news outlets, think tanks and rights groups have criticised the bill, stating it would impact media pluralism and civil society in Hungary, as well as the EU's own activities in support of both. According to the government’s proposal, the regulation “creates the possibility of listing organizations endangering Hungary's sovereignty, supported from abroad.

The European Parliament assesses the state of fundamental rights in Hungary after a recent change of law on public gatherings has paved the way to ban the Budapest Pride march. MEPs are set to argue that this limitation of the rights of assembly and expression are a direct violation of the basic human and civil rights enshrined in the Charter of Fundamental Rights of the EU and the core values of the Union. In 1997, Budapest became the first capital of a former Communist bloc country to host a Pride march, a landmark moment for equality and freedom. However, Hungary’s government has been taking regressive steps for many years, dismantling institutions, the rule of law, and freedom of expression. Parliament has been sounding the alarm about the state of EU values in Hungary since 2018, and since 2022 Parliament has confirmed that Hungary can no longer be considered a full democracy. With the Youth Start-Up Competition (YSC) 2024 finale drawing closer, let's meet our finalist Anna Bíborka Nagypál from Hungary, founder of Cheera. Anna, a 24-year-old girl from southern Hungary, has developed a novel method to tackle antibiotic resistance in the poultry industry by feeding sprouts to chickens. With natural antibiotic properties and a high feed index, Anna's start-up, Cheera, provides a sustainable alternative to food supplements typically used in European agriculture. On 1 July 2024, Hungary will take over the reins of the Council of the European Union, holding the Rotating Presidency for the second time since its accession to the European Union twenty years ago, in May 2004. To discuss the aims and priorities of the incoming Hungarian Presidency, as well as the crucial files needing attention in the EU, the Trans European Policy Studies Association (TEPSA) and the HUN-REN Centre for Economics and Regional Studies – Institute of World Economics co-organised the Hungarian Pre-Presidency Conference (PPC): “Changes and Challenges in the European Union”. NATO’s multinational battlegroup in Hungary is hard at work in the east of the Alliance, keeping NATO ready to deter aggression and, if necessary, defend the Allied territory. The battlegroup is one of four new units established in the wake of Russia’s war of aggression against Ukraine in February 2022. Comprised of Croatian, Italian and Turkish troops, with the Hungarian Defence Forces in the lead, the battlegroup conducts military exercises, which boost the level of familiarisation amongst these Allied troops and the effectiveness of working together. NATO’s battlegroups were first established in 2016 in response to the increased instability and insecurity along NATO’s periphery, following a decision made by Allies at the 2016 Warsaw Summit to reinforce the eastern part of the Alliance with battalion-sized multinational units. At the 2022 Madrid Summit, Allies committed to doubling the number of units from four to eight, with new battlegroups deploying to Bulgaria, Hungary, Romania and Slovakia. Events on how to 'Save Energy' in the transport sector were also held, alongside close cooperation with the City of Vienna (Austria), to promote best practices in walking and cycling policies.

Agri-food systems in Central Eastern Europe (CEE) are key to achieving the EU climate goals. The webinar series “Climate Action in Agri-food Systems in Central Eastern Europe (CEE)”, taking place from October to November 2023, explores how agroecology (including organic farming) and sustainable food consumption can enable a transition to climate friendly and resilient agri-food systems in Central Eastern Europe, while also addressing the biodiversity crisis and the economic crisis in agriculture. The second webinar focused on “Tools to facilitate nature friendly climate action and sustainability transition in agriculture. Participants learned from concrete examples from Hungary, The Netherlands and Slovenia. The webinar series is part of a project which aims to strengthen the capacities and collaboration for transitioning towards climate friendly and resilient agri-food systems in CEE. The project is coordinated by Ecologic Institute and funded by the Robert Bosch Stiftung. With the support of EU cohesion funds, the biggest geothermal heating system in the EU has been inaugurated in Szeged, in the south of Hungary. The EU has supported the project by investing €23 million, with the goal of providing clean and affordable energy to over 28,000 households and over 400 public buildings in the area. The heating network in Szeged, the largest in Europe outside Iceland, now has 27 wells, 16 heating plants, and 250 kilometres of distribution pipe network. Commissioner for Cohesion and Reforms, Elisa Ferreira, said: “This project ensures clean energy, drastic reduction of emissions and serve to diversify from the Russian gas import. The ‘Szeged model’ can be replicable in many other cities as about 25% of EU population lives in areas with sufficient geothermal resource. This will significantly help to reach the EU climate goals”. On the occasion of the UNFCCC COP 27 (November 6th to 20th, 2022) in Sharm El-Sheikh (Egypt), the 4 per 1000 Initiative: Soils for Food Security held the 5th 4 per 1000 Initiative Day on Wednesday, November 16th, 2021, in Namaa Bay. The International Initiative 4 per 1000, launched by France on December 1st, 2015, at the COP 21, consists of federating all voluntary stakeholders of the public and private sectors (national governments, local and regional governments, companies, trade organizations, NGOs, research facilities, etc.) under the framework of the Lima-Paris Action Plan (LPAP). The Initiative aims to demonstrate that agriculture, particularly agricultural soils, can play a crucial role in food security and climate change. Supported by solid scientific documentation, this initiative invites all partners to state or implement some practical actions on soil carbon storage and the type of practices to achieve this (e.g., agroecology, agroforestry, conservation agriculture, landscape management, etc.). The initiative aims to encourage stakeholders to transition towards a productive, highly resilient agriculture based on the appropriate management of lands and soils, creating jobs and incomes, and ensuring sustainable development.

A ‘G-Suit,’ lets pilots take tighter turns at higher speeds, giving them a tactical edge. But there’s more to their outfit than fancy pants. A pilot’s jacket holds their oxygen hose and an inflatable collar to keep them afloat should they need to eject over water. The helmet keeps their head safe, while the mask helps them to breathe at high altitudes and houses a microphone for communications. Fighter pilots display patches on their uniforms – usually their national flag, and a patch commemorating their Air Policing rotation. The Hungarian Air Force currently has four fighter jets assigned to NATO’s Baltic Air Policing mission, which keeps the skies over Estonia, Latvia and Lithuania safe and secure. Air Policing is a normal, peacetime activity conducted 24 hours a day, 365 days a year. On Sunday 18th September, the European Commission proposed a 7.5bn cut from Hungary´s EU funds in application of the rule of law conditionality mechanism. It is now up to Member States to take a decision within a maximum of three months. This proposal arrives at the moment when the Parliament has declared Hungary a “hybrid regime of electoral autocracy” and with the EU´s executive still blocking the adoption of the Hungarian recovery plan over similar rule of law and corruption concerns. We are pleased to welcome our Senior research fellow, Eulalia Rubio, who will discuss what we can expect from the application of the rule of law conditionality against Hungary and the implications this may have in the context of the long ‘rule of law’ clash between the EU and Hungary.

Watch the full series: wwf.eu/scientists Dr Réka Aszalós, forest ecologist and employee of the Ecological Research Center, Hungary: “The primary reason for deforestation, including the deforestation of primeval forests, is the expansion of agriculture. In the Amazon, the primary reason for this is cattle breeding and soybean production. Most of the soy will be animal feed, and much of the beef will go to North America and Europe. So, with a little exaggeration, we can also say that the primeval forests will become burgers”. WWF and nearly 200 other NGOs have long advocated for EU legislation on deforestation through the #Together4Forests campaign and will continue to fight for a law that can make a real change. All eyes are now on EU governments and the European Parliament to deliver ambitious results.

The so-called Jewish Quarter in District VII of Budapest was a multiethnic and multireligious area from its very beginnings in the second half of the 18th century. It is one of the few neo-classicist cityscapes in Europe, which, at the same time, features the Orientalizing architecture of synagogues and Jewish memorial sites reminding of the fate of the inhabitants: after 1944, the district was turned into the Ghetto of the Hungarian capital. In 2004, the area was declared the buffer zone of the UNESCO World Heritage Site of Budapest. Parallel with this, starting in the mid-2000s, a series of bottom-up initiatives turned the abandoned, dilapidated buildings into temporary bars, followed by private investments and citizen initiatives to protect architectural and historical heritage. The run-down former residential area eventually turned into a centre of night life. Today it showcases various financing and adaptive re-use models, but also represents the dilemmas of changing functions on a neighbourhood scale, and how it affects built and intangible heritage. The latest edition of the Flash Eurobarometer survey shows that citizen's awareness and perception levels of EU regional policy remain high. Eight in ten Europeans who have heard about EU co-financed projects in the area where they live (41%) believe that EU projects have a positive impact on their city or region. The new Eurobarometer has also surveyed the Union’s response to the COVID-19 pandemic – almost seven in ten respondents (69%) believe the EU regional policy supports the economic recovery in the context of the pandemic. European Solidarity and the COVID Response: Hungary and the Czech Republic

The debate on the future of Europe has gained a new momentum due to the COVID-19 pandemic and related recovery measures adopted by the EU. The pandemic has culminated in different attitudes towards the concept of solidarity in Hungary and the Czech Republic: how do these attitudes differ, and why do they differ? On Thursday September 16 at 10:00 CET, TEPSA joined with its Member Institute from Hungary, the Institute of World Economics, Centre for Economic and Regional Studies (IWE CERS) to explore these questions and more in the framework of the upcoming publication of TEPSA’s new book Solidarity in Action and the Future of Europe: Views from the Capitals. Hungary has been at the forefront of internal divisions within the EU for years. With the Orbán administration at the helm, anti-EU rhetoric rests at the heart of the Hungarian government’s approach to EU policy, both at home and in Brussels. Despite this, all major opposition parties support further EU integration and are generally trusting of the European Union. In this context, European solidarity in the wake of COVID-19 has become something of a political hot potato. In the Czech Republic, together with “rule of law” or “EU values”, the concept of European solidarity has come to be seen as part of the moralizing rhetoric of the “old” elites in the EU. Thus, the concept is becoming a tool of division, a predominantly negative notion. Parliament condemned a new law in Hungary that discriminates against LGBTIQ people and urged the EU to start a sanctions process. MEPs adopted plans to improve connectivity across the EU and to crack down on online child sex abuse material. Parliament voted to extend the mandate of the European Medicines Agency and decided on priorities for the next Environment Action Programme.

Visegrad for Sustainability or V4SDG was created to become the organisation that paves the way towards the achievement of the SDGs in Central Eastern Europe. The Centre for Social Sciences (Hungarian Academy of Sciences Centre of Excellence) is a research institution where 200 Hungarian and international researchers engage in exploratory and innovative national and international research projects in the Social Sciences. Founded by the Hungarian Academy of Sciences and part of the Eötvös Loránd Research Network, the Centre’s charter established its freedom to research without political influence. Comprising four institutes—Political Science, Minority Studies, Legal Studies, Sociology, and other research units—, the Centre has greatly contributed to understanding and addressing far-reaching societal issues that pertain to Hungarian and European societies.The Centre’s research activities focus on sociology, political science, computational social science, network science, minority studies, and law. Researchers take an interdisciplinary approach in their scientific work. The Centre’s main goals are to extend the quality of Hungarian research to Europe and beyond, to take a prominent regional lead in social science research, and to serve as a point of scientific reference in Hungary. The Centre currently operates over 70 local and international research projects, it manages an open access repository for research data, and provides consultations for its researchers on GDPR and data management.Publishing six journals—two of them ranked by SCOPUS—, the Centre’s ambition has also been to expand its international publication portfolio in highly ranked international journals and publishing companies. A state-of-the-art research performance evaluating system has been used since 2013 with a focus on internal publications. Between 2017 and 2018, the efforts led to a 50% increase in the number of published works. Researchers at the Centre have actively engaged in international projects with EU’s H2020 research funding scheme. The Centre has worked on managing and participating in several of these projects. In 2018, the H2020 Research and Innovation Action project proposal DEMOS, which the Centre coordinates, won a €3 million grant from the European Commission. The Centre acts as work package and task leader of several ongoing H2020 projects such as BRIDGES, OPTED, RED-WELL, ESS-SUSTAIN-2, and RURALIZATION. The Centre also took part in a variety of other H2020 and FP7 projects (such as MIME, MOPACT, FAMILIES & SOCIETIES), COST actions, and Visegrad grants.A professional research administration team constantly sharpens its expertise in proposal writing, research communication and impact, and management of international grants. Besides receiving domestic and international training, the members of the Centre’s administration play active roles in international research management networks, such as EARMA and BESTPRAC.

ifempower wishes to empower females to get engaged in self-employment and entrepreneurship especially in SMEs. Based on a preparatory research on the role of females in European SMEs, investigating the main roles, hindrances, gaps and market needs, the project will elaborate a module for university students which can support to broaden their knowledge on entrepreneurship related topics, providing hands-on training to support their engagement in self-employment and entrepreneurship. This module will be jointly developed by partners, accredited and launched at partner universities for 2-4 semesters. ifempower gathers partners from two pillars of the knowledge triangle, namely businesses, business support organizations and universities and will make important efforts to engage the government sector to channel in the results of the project. Involvement of the civil sphere is assured through ASPs. The project represents an innovative and participatory approach by providing a mentorship programme for participating students by connecting them to entrepreneurs. Apart from developing curricula, the project will launch personal consultancy for interested students to provide further support for their engagement and online support toolkit. This project began on September 2018 and will last 3 years. It is under the lead of HÉTFA Research Institute Hungary.
