The Political Festival of Europe is a yearly democracy festival that aims to gather citizens of Europe over the course of four days to discuss politics and embrace Europe’s rich history and cultural heritage. The Political Festival of Europe takes place in a town called Mariager – also known as the city of roses – an old, idyllic medieval town with crooked houses, cobblestoned streets and timber framed houses. With a modest population of just over 2,500 inhabitants, Mariager town will soon become the place where European democracy will come to life gathering hundreds of thousands of Europeans who want in on the future of Europe. Our mission is to be a place of: Courage – where we dare discuss the future of Europe “Peoplelization” – where we build communities as well as celebrate, showcase, and spread insights to local, regional, and national cultures Inspiration – where we establish debates, dialogues, hearings, and citizen involvement Accessibility – where we create an informal environment for citizens, politicians, and business leaders to meet Anchoring – where we anchor and raise the importance of our democracy for the future of Europe at a local level  In line with our missions, our vision is to “peoplelize” European politics and become a platform, where we strengthen democracy and unity in Europe. We aspire to become the political Olympic Games, where everyone has the possibility of participating in creating the future of Europe. The COVID-19 pandemic has given us all the more reason to create a platform, where we together can discuss European politics and its future. A platform, where people actively can get involved in developing European democracy. The inspiration behind Political Festival of Europe comes from the Nordic tradition of folkemøder –  a concept we want to take to the next level and raise from national settings to a pan-European setting in order to discuss matters that influence everyone in Europe. What is a Folkemøde?  The Danish tradition of Folkemøde [Folk – people; møde – meeting] is a public meeting that dates back to 1839. It is a political event that gathers people with different political views and positions in the interest of democracy. A Folkemøde takes form of informal discussions and speeches across opinions and hierarchy that strengthens active involvement of all participants – every one has a say, every one is heard. After the concept faded away in the 1940s, neighboring Sweden’s own form of folkemøde – Almedalsveckan introduced in 1968 – became the inspiration and groundwork for Denmark to revive the concept on the island of Bornholm in 2011 with their very own annual Folkemøde. It took on popularity fairly fast and has generated thousands of national visitors ever since. So far held at national levels, we aim to expand this concept to the whole of Europe. Here is why. What the purpose of a Folkemøde? The Danish model of Folkemøde is the cornerstone for democracy and pays tribute to the community. The foundation of a Folkemøde lies in dismantling barriers between citizens, politicians and decision-makers in order to bring politics closer to the people and to make society a better place for everybody.  The aim is to lead discussions about how to improve the future of the society and have citizens participate in shaping change. A “folkemøde” aims to: o   Inspire and challenge political views and visions o   Let people meet and listen to politicians they voted for o   Let people have a say and be heard o   Increase trust between citizens and decision-makers and hold politicians accountable o   “Peoplelize”, ;build a community where culture is showcased and celebrated o   Facilitate meaningful debates and anchor them in the political agenda  As cultural heritage is also celebrated in a Folkemøde, entertainment and good food are an integral part of such an event. Hence, at the Political Festival of Europe, you will be able to find arts and crafts, music and gastronomy, alongside the political debates, speeches, workshops, hearings etc.

Food & Bio Cluster Denmark is a non-profit cluster management organisation, incubator and project organisation with nationwide coverage and headquarters located in the Central Denmark Region. The organisation was founded in 2020, by a merger between four Danish clusters to form a new “supercluster”, one of the largest of its kind in Europe with 250+ members ranging from small start-ups to some of the largest companies in the world. The merger was formed in collaboration with the Danish Agriculture & Food Council and Danish Food and Drink Federation and with additional support from Aarhus University, Technical University of Denmark, University of Copenhagen, and Danish Technological Institute. Food & Bio Cluster Denmark is a team of 40 specialists with different skills and backgrounds and manages on average about 40 regional, national, and international projects – all centred around innovation, financing, and internationalisation within the agriculture, bioresources, energy, environmental technology, and food sectors. The cluster has five physical locations across Denmark, and is therefore well-connected with stakeholders in Denmark, as well as private companies and research institutions. The aim of Food & Bio Cluster Denmark is to create synergies and initiate sustainable solutions for the future, maintaining the country’s internationally recognised leading position within food innovation and ensuring that Denmark continues to be the centre of development for future solutions within food and bioresources. By sharing resources from the four organisations, Food & Bio Cluster Denmark gains new resources and skills, enabling it to further support the food and bioresources sectors in the country.

VIFIN is a knowledge and research centre at the Municipality of Vejle. We work to create, disseminate and mainstream good practice on integration and social development at the local, regional, national and international levels.  The Municipality established the Resource Centre for Integration (VIFIN) in 2002 to create a resource centre that collects and processes knowledge on integration of ethnic minorities and also develops and implements integration projects and activities. Within the field of integration, VIFIN’s core competence is development of digital material for learning Danish as a second language. Over the years, our competencies have expanded and today go beyond integration and language learning, and include smart learning and pedagogical innovation with digital tools in general. We also work with projects and activities on smart city, resilience and sustainability. VIFIN sources its funding for projects and activities from the European Union, Danish ministries and from income-generating activities. We see ourselves as a combination of resource centre, project organisation and consultancy agency.

DANEMO is a communication platform and research support initiative launched by DANDRITE at Aarhus University. It aims to encourage scientists in Denmark to engage with EMBL and EMBO. The DANEMO symposium from 3-4 November in Aarhus focused on raising awareness of the new EMBL programme ‘Molecules to Ecosystems’. After doing his PhD at the Aarhus University, Danish structural biologist Rasmus Jensen moved to EMBL Heidelberg for his postdoc. As a speaker at the DANEMO symposium, he hoped to inspire scientists in Denmark to use the diverse methods he and others developed at EMBL. We have all watched with great sadness as recent floods overwhelmed parts of Europe. Cloudburst', is a city-wide design initiative in Copenhagen comprising 300 sites that stores excess rainwater while enhancing public space. The practice sees green and biodiverse spaces springing up all over the city in declivities where water can collect and be gradually absorbed, rather than flooding the city or overwhelming the sewage system. Co-design with locals ensures that these new spaces meet their needs and preferences.

We want to change that and democratise art,” says Anders Cederholm, co-founder of Artboost, an online platform that connects buyers directly to artists, boasting 8000 artists and users in 130 countries. “We are selling art by unknown artists to people who are not used to buying art… The platform uses AI to generate more traffic for artists’ pages, matching users with artwork they will might like.” But recently, Anders turned more towards the art-for-offices space, helping businesses introduce art to their workspace. “Scientifically, it’s a proven way to raise employees’ productivity. It makes them more creative and less stressed.” So Artboost will take up the challenge of introducing artwork into any given workplace, matching artists with what the company is looking for. The Open Entrepreneurship project was awarded first prize in Promoting the Entrepreneurial Spirit category at the European Enterprise Promotion Awards at the SME Assembly 2020. The Open Entrepreneurship project works to formalise collaboration between researchers, investors and private business, with a view to improving and increasing the role of research in startup creation. By developing a new approach to the commercialisation of research, the project aims to make better use of existing research to fuel innovation, facilitate knowledge transfer to SMEs, and increase the number and quality of startups emerging from universities. To date, the project has led to the establishment of over 35 new companies and increased the knowledge surrounding the commercialisation of research amongst hundreds of students and researchers. France was the driving force in landing the COP21 agreement in Paris, has positioned itself as a leader when it comes to setting the international climate agenda and has just seen the completion of an innovative democratic exercise to strengthen climate policies at the domestic level through a Citizens' Convention on Climate. Denmark has set a very ambitious 70% reduction target for 2030 and has a strong track record in harnessing the potential of public-private cooperation to deliver innovative green technologies and solutions, for example through the 13 so-called “climate partnerships”. Over 30 new tools and processes will be tested as part of CityLoops, an EU-funded project with 28 partners involved, that kicked-off in October 2019 and will run until September 2023.

www.bit.ly/BaselIV Copenhagen Economics, a leading economic consultancy, has analysed the impact of the ‘Finalisation of the Basel III capital requirements’ at the request of the European banking sector through the European Banking Federation and a group of national banking associations. It is the first time that the full economic impact of Basel III has been calculated. The Basel III finalisation package was agreed by the Basel Committee on Banking Supervision, the body that sets global standards, in December 2017. The package includes new capital floors for banks that define a minimum level of capital for different types of portfolios. The European Union is currently considering how to transpose this agreement into European law. The European Banking Federation, as voice of the European banking sector, believes that a balanced implementation of the Finalisation of Basel III in the EU is essential in order to prevent potential growth risks to the European economy. As the Copenhagen Economics report points out, Basel III could reduce the investment potential of European businesses while increasing costs for households with mortgages and businesses with bank loans. Furthermore, it could distort the global level playing field in banking.

Mandø is a small island off Denmark located in the UNESCO world heritage area, Wadden Sea. The objective was to establish FTTP infrastructure on Mand-ø. Local community volunteers gathered support for the project among other inhabitants of the island, and, together with the customer owned utility, SE/Stofa, managed to deploy the project without being part of the Danish broadband State aid scheme. All 110 houses on the island are now connected and 95 of them are provided with broadband services.

As part of the Generation Solar campaign, SolarPower Europe travelled to Denmark to visit MEP Bendt Bendtsen (EPP) in his solar powered, energy efficient house. Bendtsen has been a high-profiled politician for many years, as the former Deputy Prime Minister and Minister for Economic and Business Affairs in Denmark and MEP and lead rapporteur on the recently adopted Energy Performance of Buildings Directive. Bendtsen’s view is that it is important that politicians take action to show their personal commitment to the energy transition. That is why Bendtsen installed a 6 kWh solar PV system on his house in 2012 that he continues to enjoy high yields from. In the video, Bendtsen explains why it is important that the EU creates long-term certainty for solar PV owners like him and how even in the North of Europe, there is a great potential for solar power.

The Danish national Broadband Competence Office (BCO) is the Danish Energy Agency’s Centre for Telecommunications. In this interview, BCO Denmark representative Rikke Rosenmejer outlines its functions, which include mapping mobile and broadband coverage, providing guidance and information on technologies, and running training sessions for municipalities and regions. A key task of the BCO is the development and implementation of State aid measures in Denmark, to support reaching the national and EU 2020 connectivity targets. The BCO’s broadband fund offers financial support to local demand-based projects. Through this initiative, BCO Denmark promotes broadband coverage in underserved areas, helping projects during their start-up phase, and frequently finding that, through sufficient demand aggregation, projects can often be accomplished without State aid. BCO Denmark also works on ideas of how locals can be empowered to actively take part in the development of broadband coverage. As a member of the European BCO Network, BCO Denmark finds value in exchanges with other BCOs, especially when designing measures or trying to decide on the best solution to an issue that has been dealt with in other Member States, who share their experiences and insights with the rest of the Network. ASNET is a WiFi project that delivers 130 Mbps connectivity and mobile coverage in the rural area of Asnaes in Denmark. Six windmills were used as a basis for the WiFi 4G antennas that were placed and successfully delivered broadband to the households and businesses of the area. The project was co-funded by the LEADER programme and the citizens created a co-operative association in order to cover the rest of the costs. The project was EU funded (ERDF/ LEADER) as well as privately funded. The Broadband Fund of Denmark enables the local communities to gather together, create their own broadband projects, announce them to a public website and select their supplier. The Energy Agency of Denmark provides the communities with the gap of funding that they need and supports local initiatives for broadband schemes.

by Anaïs Berthier The e-presentation focuses on (the lack of) transparency within the legislative process at the EU level. Access to information and transparency are analysed through the Aarhus Convention framework as one of the fundamental rights. Right to access to information held by public authorities is a pre-condition to participation in the decision-making process and to adoption of sound decisions in environmental matters. There is an increasing number of confidentiality-based restrictions, however, and access to documents is often refused. The presentation focuses on the conflict between confidentiality and transparency in the “shadow” and “trilogue” meetings between EU institutions. These meetings usually lead to a compromise on legislation but are also completely confidential. The speaker discusses the legitimacy of such meetings and the lack of transparency involved.

Nevertheless, I believe the question is important, not least in throwing some critical light both on the citizen science movement(s) and on the possibilities for the democratic governance of science and technology. Claudia Vale da Silva describes her experience in Copenhagen, Denmark through Higher education traineeship placements, an Erasmus+ programme. Claudia is Portuguese and a former Erasmus+ trainee who currently works as digital content manager. Within the Erasmus+ programme, she did a 5-month long internship in the social media department for the company Velux in Denmark. Her contract was extended to three months as she was assigned to train the Baltic countries. Living abroad and experiencing the Nordic lifestyle completely changed her life. She learnt many new things, developed a new way of working, and time management. Through that experience, she was exposed to conditions and environment favouring the development of both her professional career and her awareness as a person with a global mind-set.​
