The main aim of the Paris Agreement is to keep the global average temperature rise this century as close as possible to 1.5 degrees Celsius above pre-industrial levels. The UNFCCC is also the parent treaty of the 1997 Kyoto Protocol. US withdrawal from WHO, Paris climate agreement and USAID

The European Parliament will discuss US President Donald Trump's recent decision to pull back from a number of international organisations and agreements with the representatives from the European Commission and the Council. Following his inauguration on 20 January 2025, President Trump signed a large number of executive orders setting the priorities of the new US administration, including the country’s withdrawal from the World Health Organisation (WHO) and the Paris Agreement on climate change mitigation. Trump also announced the suspension of development aid - with very limited exceptions - for three months and made moves to try to shut down the US’s international aid agency (USAID), whose staff will be put on administrative leave as of 7 February. The debate will focus on the impact of these decisions internationally and on the EU’s future involvement in these global initiatives. This is the second time the US has initiated the process of withdrawing from both the WHO and the Paris Agreement. During the first Trump administration (2017-2021), the US gave formal notice of withdrawal from the Paris Agreement in November 2019 (which then took 12 months to take effect). Shortly after taking office, President Joe Biden revoked the decision, with the US formally rejoining the agreement in February 2021. Trump also started the withdrawal process from the WHO in 2020, but it was never finalised and the decision was reversed by the Biden administration.

UNFCCC stands for United Nations Framework Convention on Climate Change. The Convention has near universal membership (198 Parties) and is the parent treaty of the 2015 Paris Agreement. The main aim of the Paris Agreement is to keep the global average temperature rise this century as close as possible to 1.5 degrees Celsius above pre-industrial levels. The UNFCCC is also the parent treaty of the 1997 Kyoto Protocol. The ultimate objective of all three agreements under the UNFCCC is to stabilize greenhouse gas concentrations in the atmosphere at a level that will prevent dangerous human interference with the climate system, in a time frame which allows ecosystems to adapt naturally and enables sustainable development. # # #UNClimateChange

With Commissioners Kos and Síkela, I discussed the EIB contribution to a successful enlargement process and a prosperous and stable neighbourhood. And with Commissioner Roswall we discussed how to make climate and competitiveness a winning tandem for Europe. We also announced new projects for green energy in Germany, sustainable transport in Spain, semiconductors in The Netherlands, education and agriculture in France. In a former industrial area near Paris a production company, Studio Kremlin, decided years ago to set up nd help independent filmmakers develop their own productions. Now, their project is evolving with La Kolok (previously known as B-Movie). Studio Kremlin also aims to connect with the local community in Ivry-sur-Seine through, among other things, a food court currently under construction that will open onto a new pedestrian street. The project has been supported by the EU’s Cohesion Policy with almost €450.000. Dans une ancienne zone industrielle près de Paris, une société de production, Studio Kremlin, a décidé il y a quelques années de s'installer et d'aider des cinéastes indépendants à développer leurs propres productions. Aujourd'hui, leur projet évolue avec La Kolok (anciennement connu sous le nom de B-Movie). Le Studio Kremlin vise également à établir un lien avec la communauté locale d'Ivry-sur-Seine, notamment par le biais d'un espace de restauration en cours de construction qui s'ouvrira sur une nouvelle rue piétonne. Le projet a été soutenu par la politique de cohésion de l'UE à hauteur de près de 450 000 euros. The international 4 per 1000 Initiative: Soils for Food Security held the 8th 4 per 1000 Initiative Day on Tuesday, November 26th, 2024, Online. The International Initiative 4 per 1000, launched by France on December 1st, 2015, at COP 21, federates all voluntary stakeholders of the public and private sectors (national governments, local and regional governments, companies, trade organizations, NGOs, research facilities, etc.) under the framework of the Lima-Paris Action Plan (LPAP). The Initiative aims to demonstrate that agriculture, particularly agricultural soils, can play a crucial role in food security and climate change. At this critical juncture, Dr Patricia Scanlon and Ambassador Henri Verdier discuss the Irish and French perspectives on what Artificial Intelligence might mean for not only their own countries, but for citizens all over the world.  This event has been organised in conjunction with the Embassy of France in Ireland About the Speakers: Henri Verdier is Ambassador for Digital Affairs at the French Ministry for Europe and Foreign Affairs. He has led the France’s digital diplomacy since 2018. Henri Verdier is co-founder and CEO of MFG Labs, an internet-based startup involved in social data mining, and chairman of the board of Cap Digital, the French-European Cluseter for Digital Content and Services. Ambassador Verdier has co-authored three books written in French, L'Age de la Multitude, Entreprendre et Gouverner Après la Révolution Numérique (The Age of Multitude, Entrepreneurship and Governance after the Digital Revolution), in 2017, Des Startup d’État à l’État plateforme ( From State Startups to the Platform State), and Le Business de la haine : Internet, la démocratie et les réseaux sociaux (The Business of Hate: Internet, Democracy and Social Networks). Along with his teammates, Emmanuel and Stanislas, Jacques has developed an innovative production method for chlorella - a microalgae rich in protein and omega-3, offering a highly nutritional dietary supplement. Green Fusyon utilises the carbon dioxide and residual heat produced by Europe's expanding biogas industry. The team have so far created a working prototype and forged partnerships with the biogas industry, allowing Green Fusyon to help the industry manage its potentially harmful by-products whilst ensuring more sustainable chlorella production. As part of the Paris Naval Conference - 2025 edition, the French Institute of International Relations (Ifri) and the French Navy are pleased to announce that the second edition of the “Admiral Castex Prize” for original research on naval strategy is now open. Submissions will be accepted until December 15, 2024. The maritime economy, which encompasses activities related to oceans, seas, and coastal areas, plays a crucial role on the global scale. This includes maritime transport, fishing, underwater resource extraction, coastal tourism, and increasingly, marine renewable energies. However, securing this maritime economy presents significant challenges, now requiring a naval power capable of protecting the above-mentioned activities at sea. The aim of the “Admiral Castex Prize”, named after a French naval officer best known for his work as a naval theorist and his contributions to maritime strategy, is to promote original and groundbreaking research on maritime strategy. This year's theme is the “Naval power and challenges of securing the maritime economy”. Papers with an international dimension, a clear question raised, and the use of relevant bibliographical and strategic resources are particularly sought-after. Entry requirements: - Papers must be between 15,000 and 25,000 characters long (including spaces and footnotes). They may be written in French or English. - Research must be original (no prior publication). However, it is acceptable to adapt part of a master's thesis, a doctoral dissertation, or work carried out in the course of civilian or military schooling, provided that the length criteria is respected. - Plagiarism is strictly forbidden, and submitted work will be checked for plagiarism. - There are no requirements as to degree, nationality or curriculum. The participation of doctoral students, researchers or active military officers is particularly encouraged. - Submissions must be sent in Word format only, before December 15, 2024, to strategie@ifri.org. They will be anonymized before examination by the jury. Awards: - After deliberation by the jury, made up of international military authorities and renowned researchers, the best essay will be awarded a prize of €2,000, the second €1,500 and the third €1,000. - The awards will be presented at the CNP on January 30, 2025, by Admiral Nicolas Vaujour (CEMM) and the Executive Chairman of Ifri, Mr. Thierry de Montbrial. - Subject to assessment by the jury and Ifri's Directorate, and with the author's consent, the best paper may be published by Ifri Briefings. In July, Japan held the 10th Pacific Islands Leaders Meeting (PALM Summit) in Tokyo. This summit served as a significant milestone to demonstrate Japan’s heightened involvement in the region. In recent years, the Pacific Island Countries (PICs) have been actively courted by China. Beijing has been extending its influence in the region via increasingly attractive offers of funding and cooperation, leading to situations of debt issues and high vulnerability of these States. In addition, China has started to sign security cooperation agreements, including with the Solomon Islands. Japan and other like-minded countries such as Australia, the United States and France have thus been stepping up their engagement in the region. Their aim is to offer a liberal alternative to China by increasing the funds earmarked for the sustainable development of Pacific Island countries, while promoting the principles of transparency and debt sustainability and upholding international norms and standards. The idea is also to encourage private investment, generate more political dialogue, reinforce the diplomatic presence to counterbalance Beijing, and ensure a greater economic, climate and political resilience of the PICs. Every three years, the Tokyo International Conference on African Development (TICAD) brings together Japan, its African partners, and international organizations to discuss the development of Africa. TICAD 9 will be held in 2025, preceded by a preparatory meeting in the summer of 2024. This presents an opportunity to reflect on Japan's cooperation policy with Africa and to exchange perspectives between Tokyo and Paris on this topic. Since the last TICAD summit in 2022, major international crises have emerged, including the war in Ukraine and the Gaza-Israel conflict. Additionally, the African continent continues to grapple with the aftermath of the pandemic, along with global inflation and growing food insecurity. Political instability has also led to a significant shift in France's engagement on the continent. We talk to people across Europe who work on the New European Bauhaus, a creative and interdisciplinary initiative that encourages us to imagine and build together a sustainable and inclusive future.  In this episode, we talk to Mathilde Rubinstein (https://www.linkedin.com/in/mathilde-rubinstein-bb12b231) , Deputy Director of La Citadelle de Marseille (https://www.lacitadelledemarseille.org/) .  Since December 2021, her association is managing the Fort d’Entrecasteaux, a historical monument that used to be owned by the military. Their initial goal was to use this land in the city center to create an urban garden and open it to all citizens. However, a simple soil analysis found a substantial amount of pollution left over from military use as well as citizen use (think fireworks!).   Their project suddenly took a completely different turn - how could they communicate about this pollution without alarming the neighbourhood? And would they still be able to open the space to the public?  Through their project REMEDSPACE, Mathilde and her colleagues created workshops and discussions with a variety of stakeholders, from local governments to researchers and citizens, to talk about the situation and co-create the future of the space together.
