As part of the Paris Naval Conference - 2025 edition, the French Institute of International Relations (Ifri) and the French Navy are pleased to announce that the second edition of the “Admiral Castex Prize” for original research on naval strategy is now open. Submissions will be accepted until December 15, 2024. The maritime economy, which encompasses activities related to oceans, seas, and coastal areas, plays a crucial role on the global scale. This includes maritime transport, fishing, underwater resource extraction, coastal tourism, and increasingly, marine renewable energies. However, securing this maritime economy presents significant challenges, now requiring a naval power capable of protecting the above-mentioned activities at sea. The aim of the “Admiral Castex Prize”, named after a French naval officer best known for his work as a naval theorist and his contributions to maritime strategy, is to promote original and groundbreaking research on maritime strategy. This year's theme is the “Naval power and challenges of securing the maritime economy”. Papers with an international dimension, a clear question raised, and the use of relevant bibliographical and strategic resources are particularly sought-after. Entry requirements: - Papers must be between 15,000 and 25,000 characters long (including spaces and footnotes). They may be written in French or English. - Research must be original (no prior publication). However, it is acceptable to adapt part of a master's thesis, a doctoral dissertation, or work carried out in the course of civilian or military schooling, provided that the length criteria is respected. - Plagiarism is strictly forbidden, and submitted work will be checked for plagiarism. - There are no requirements as to degree, nationality or curriculum. The participation of doctoral students, researchers or active military officers is particularly encouraged. - Submissions must be sent in Word format only, before December 15, 2024, to strategie@ifri.org. They will be anonymized before examination by the jury. Awards: - After deliberation by the jury, made up of international military authorities and renowned researchers, the best essay will be awarded a prize of €2,000, the second €1,500 and the third €1,000. - The awards will be presented at the CNP on January 30, 2025, by Admiral Nicolas Vaujour (CEMM) and the Executive Chairman of Ifri, Mr. Thierry de Montbrial. - Subject to assessment by the jury and Ifri's Directorate, and with the author's consent, the best paper may be published by Ifri Briefings. If you have any questions or would like to submit a paper, please contact Ifri's Center for Security Studies at strategie@ifri.org, indicating “Castex Prize” in the subject line of the email. https://www.ifri.org/en/call-entries-admiral-castex-prize-paris-naval-conference-2025

What type of cooperation with the Pacific Islands? Japan & France’s visions
30 Aug 2024
Institut français d...
In July, Japan held the 10th Pacific Islands Leaders Meeting (PALM Summit) in Tokyo. This summit served as a significant milestone to demonstrate Japan’s heightened involvement in the region. In recent years, the Pacific Island Countries (PICs) have been actively courted by China. Beijing has been extending its influence in the region via increasingly attractive offers of funding and cooperation, leading to situations of debt issues and high vulnerability of these States. In addition, China has started to sign security cooperation agreements, including with the Solomon Islands. Japan and other like-minded countries such as Australia, the United States and France have thus been stepping up their engagement in the region. Their aim is to offer a liberal alternative to China by increasing the funds earmarked for the sustainable development of Pacific Island countries, while promoting the principles of transparency and debt sustainability and upholding international norms and standards. The idea is also to encourage private investment, generate more political dialogue, reinforce the diplomatic presence to counterbalance Beijing, and ensure a greater economic, climate and political resilience of the PICs. PROGRAM Chair: Céline PAJON, Head of Japan Research, French Institute of International Relations (Ifri) - Hideyuki SHIOZAWA, Director, Division of Island Nations of the Ocean Policy Research Institute, SPF, Tokyo - Véronique ROGER-LACAN, French Ambassador to the Pacific - Sandra TARTE, Associate Professor, Acting Head of School (SoLaSS), Director Politics and International Affairs Program, University of South Pacific, Fiji

Every three years, the Tokyo International Conference on African Development (TICAD) brings together Japan, its African partners, and international organizations to discuss the development of Africa. TICAD 9 will be held in 2025, preceded by a preparatory meeting in the summer of 2024. This presents an opportunity to reflect on Japan's cooperation policy with Africa and to exchange perspectives between Tokyo and Paris on this topic. Since the last TICAD summit in 2022, major international crises have emerged, including the war in Ukraine and the Gaza-Israel conflict. Additionally, the African continent continues to grapple with the aftermath of the pandemic, along with global inflation and growing food insecurity. Political instability has also led to a significant shift in France's engagement on the continent. Climate-KIC
Welcome to the final episode of Season 2 of How Could We?, a podcast by EIT Climate-KIC (https://www.climate-kic.org/) where we explore how to build a beautiful, just and climate-resilient future. This season, we’re exploring how architecture, design, innovation, science, and art can help build sustainable solutions to the climate emergency. We talk to people across Europe who work on the New European Bauhaus, a creative and interdisciplinary initiative that encourages us to imagine and build together a sustainable and inclusive future.  In this episode, we talk to Mathilde Rubinstein (https://www.linkedin.com/in/mathilde-rubinstein-bb12b231) , Deputy Director of La Citadelle de Marseille (https://www.lacitadelledemarseille.org/) .  Since December 2021, her association is managing the Fort d’Entrecasteaux, a historical monument that used to be owned by the military. Their initial goal was to use this land in the city center to create an urban garden and open it to all citizens. However, a simple soil analysis found a substantial amount of pollution left over from military use as well as citizen use (think fireworks!).   Their project suddenly took a completely different turn - how could they communicate about this pollution without alarming the neighbourhood? And would they still be able to open the space to the public?  Through their project REMEDSPACE, Mathilde and her colleagues created workshops and discussions with a variety of stakeholders, from local governments to researchers and citizens, to talk about the situation and co-create the future of the space together. They even invited a ceramic artist, Louise Nicollon des Abbayes, who led workshops answering questions like: How can we capture the memory of a site, how can we represent the landscape, what is heritage?  REMEDSPACE is one of the fourteen projects (https://eit.europa.eu/sites/default/files/citizen_engagement_factsheet_july.pdf)  that were selected as part of the EIT Community New European Bauhaus (https://www.climate-kic.org/press-releases/eit-community-new-european-bauhaus-initiative/)  initiative.  This episode was presented by Anne-Sophie Garrigou (https://www.annesophiegarrigou.com/)  and produced by Bárbara Mendes-Jorge (https://barbaramj.com/) .  Check out our other episodes in this New Bauhaus series. If you’re interested in Sustainable Forestry and Land Use, check out Season 1.  EIT Climate-KIC (https://www.climate-kic.org/) is Europe’s leading climate innovation initiative, aiming to accelerate the transition to a zero-carbon, climate-resilient society by supporting innovative solutions helping society mitigate and adapt to climate change.  We want to hear from you! Embedding is about cooperation between EU Member States beyond Cohesion Policy Interreg programmes. Check out the French-Belgian railway project where the two countries teamed up and used the European Regional Development Fund, Connecting Europe Facility Funds and the national budgets to implement a common project. This initiative connects the Belgian dry port of Athus to the French rail network, eliminating detours and streamlining transport from the North Sea to Southern Europe. #EuinMyRegion #Interreg #EmbeddingCooperation For more information on EU regional policy, please visit our website: https://europa.eu/!Yy67HF Follow us on: - Facebook: https://www.facebook.com/EUinmyregion - Twitter: https://twitter.com/euinmyregion - Instagram: https://www.instagram.com/euinmyregion/

This week the president of the European Investment Bank Nadia Calviño met President Macron in Paris, together with vice president Fayolle, to discuss the key role of the EIB Group in financing the green and digital transitions, reinforcing Europe´s security and strategic autonomy and responding to citizens’ needs. At the ECOFIN, we reviewed with Ukraine’s Finance Minister the economic impact of the war, who received strong support from EU Member states. And with Commissioner Breton, we discussed industrial policy, security and defence, as well as the need to support social housing. At Forum Europa and Bloomberg, I shared concrete examples of the value added of the European Union to bring growth, jobs, prosperity and productivity, improving people lives. We signed new investments in Greece, and in Spain to renovate the Palma de Mallorca airport and finance microcredits helping SMEs and entrepreneurs. We also hosted the EIB Venture Debt Summit, bringing together some of Europe’s most promising and innovative companies. In Armenia, Vice president Östros attended the annual meeting of the European Bank for Reconstruction and Development Board. We congratulate Odile Renaud Basso for her reappointment as President of this close partner of the EIB. And this week we celebrated 10 years of EIB Proud, the staff network standing up for LGBTIQ rights. 17 May is World Telecommunication & Information Society Day Building a sustainable future demands innovative thinking and action, especially in the digital world. WTISD 2024 is a chance to explore how digital innovation can help connect everyone and unlock sustainable prosperity for all. Innovative tech can help tackle the world’s most pressing challenges, from fighting climate change to eliminating hunger and poverty. In fact, digital technologies can help achieve 70% of targets under the UN Sustainable Development Goals by 2030. Yet glaring digital gaps hinder innovation in many parts of the world. The lack of policies, investment, and digital skills leaves many countries struggling to keep up in the fast-changing digital landscape. The whole world needs digital innovation. Together, we can make it happen. Celebrated every year on 17 May, World Telecommunication and Information Society Day (WTISD) marks the founding of the International Telecommunication Union (ITU) – the United Nations agency for digital technologies. In 2017, Bordeaux Metropole became the first French territory to establish a Food Policy Council, where a holistic approach is used to create food policies aligned with the needs of the territory and the citizens. Local research, local agriculture and food issues are all considered in the transitioning of the food system towards a more sustainable and resilient direction. Implementing a sustainable food and agriculture policy specific to the Bordeaux metropolitan area entails four specific objectives - protection of agricultural land, support to farmers, prioritisation of certain forms of agriculture, and giving priority to short distribution circuits to enhance access to healthy food. -- With Eurocities, it’s all in our name: we connect Europe and cities.
