In an increasingly interconnected world, submarine telecom cables serve as the lifelines of the global digital economy, facilitating over 99% of international data exchange. These cables enable communication, finance, cloud services, and vital infrastructure to operate seamlessly across borders. Yet, despite their critical i​mportance, submarine cables face a range of vulnerabilities, from natural disasters to ageing infrastructure to accidental human activity such as fishing and anchoring. Disruptions can affect industry and government operations, as well as the ability of individuals to access​ education, healthcare and financial services. Over 200 cable repairs were reported worldwide in 2023 by the ICPC – equivalent to more than three cable failures per week on average. Sisu is a special word in Finnish culture. While its exact definition can vary, for most it means determination and composure in the face of adversity. For the conscripts of the Finnish Army’s Jaeger Brigade, stationed in the vast forests of Finnish Lapland, sisu is crucial. Without it, they’d find it hard to endure the freezing temperatures and austere landscapes of the Nordic Arctic. We take a look at this uniquely demanding job and the spirit of sisu of our Finnish Ally. Finland relies on a conscription-based military system, requiring all men aged 18 to 60 to complete military service, while women have the option to volunteer. Each year, around 21,000 conscripts complete their military training in Finland. For the EU research project LOCALITY, she extracts valuable ingredients from dried macroalgae. These extracts act as biostimulants to help plants cope with environmental stresses such as salt or water stress. The partners in the LOCALITY project are working on sustainable solutions to both restore our waters and to develop new and innovative algae-based products for regional and global markets. These products range from sustainable food, aquafeed ingredients, agriculture to textile products. These products will use algal biomass and ingredients from side streams and the Baltic Sea and the North Sea. Dr Robert Wilkes is a Marine Scientist at the EPA. Robert studied Marine Science in NUI, Galway where he started working with marine algae. After working in the USA for a few years on seaweed aquaculture he returned to Galway to pursue a PhD. He joined the EPA in 2005 where he established a new monitoring programme for marine algae and angiosperms which now forms the basis of Ireland’s WFD marine plant assessments. He now manages the national marine monitoring programme and is responsible for the WFD assessment of our transitional and coastal waters. He works closely with colleagues in other government departments and agencies on the MSFD monitoring and assessment. Robert also collaborates with international marine working groups such as OSPAR and the EEA. This talk was given at the EPA’s State of the Environment Conference 2024. The conference explored the key findings and recommendations in the EPA’s flagship report on all aspects of Ireland’s environment. You can read the full report at bit.ly/SOER2024

In Lapland, northern Finland, where temperatures regularly drop below -20 degrees Celsius, instructors from the Finnish Defence Forces’ Jaeger Brigade regularly run different winter warfare courses for military personnel from various NATO member countries. Being able to face extreme weather conditions is a crucial skill to have for NATO troops, particularly in a cold weather environment. Training helps soldiers who have never had the chance to endure such harsh conditions to get acquainted with the environment, understand and overcome the challenges it poses, and get familiar with it, so they can enhance their ability to defend the Alliance’s territory in all climate conditions, should the need arise. These courses range from basic survival skills to more advanced scenarios. Here, a group of Allied soldiers coming from France, the United Kingdom and the United States test their mettle as they face Arctic conditions for the first time in the vast, freezing cold Finnish forests, along with Finnish soldiers. Are there any shared views that could serve as building blocks for broader EU consensus – or are we witnessing three separate national perspectives that underline the EU’s lack of unity? The Trans European Policy Studies Association (TEPSA), the Finnish Institute of International Affairs (FIIA) and the Austrian Society for European Politics (ÖGfE)/Europa Club Wien, brought together experts from Austria, Finland and Sweden to discuss the three countries’ views on EU enlargement in a dedicated online discussion on 5 December 2024 at 9:30 CET / 10:30 EET. The event was hosted on Zoom and livestreamed on TEPSA’s YouTube channel. Winners of the WSIS Prizes, recognizing innovative technological approaches to support sustainable development, were announced on 28 May 2024 at the World Summit on the Information Society (WSIS)+20 Forum High-Level Event 2024 in Geneva, Switzerland. Overall, projects from 18 countries were presented with WSIS Prizes top honours, showcasing leading efforts to bridge the digital divide, foster digital inclusion, and drive socio-economic progress on a global scale. “This year's WSIS Prizes demonstrate the innovation and energy that exist to find technological solutions to some of the globe's biggest challenges, said ITU Secretary-General Doreen Bogdan-Martin. “These are the creative contributions that the world needs in our effort to advance the UN Sustainable Development Goals. Smartpur, Nokia’s flagship CSR initiative, is a digital village ecosystem project aimed at integrating technology into the daily lives of communities living in remote villages across India. Smartpur is executed in partnership with Save the Children India and Digital Empowerment Foundation. The project intends to empower and support local entrepreneurs through digital technology. Entrepreneurs are provided with facilities to make services across the pillars of Livelihood, Health, Education, Financial Inclusion, and Governance accessible at the village level through Smartpur centers. Beneficiaries of the project leverage digital tools to access livelihood opportunities and skill-based training programs, telemedicine services, education in technology and computer literacy, financial services such as banking, and government schemes and services. The project was first implemented in 2017 with 10 Smartpur centers established in the state of Haryana. The number of centers has since grown to 350 in 2023, established in 10 states across India. Between 2017 and 2022, 40 centers have been exited sustainably. These centers continue to provide the intended services to rural communities and generate a livelihood for the entrepreneurs. The project has created large-scale social impact – it reached over million beneficiaries. Between April 2022 and March 2023 alone, the project reached over 835,100 beneficiaries. Approximately 480,000 people were supported with access and awareness on social protection schemes and services; over 26,900 people sought digital literacy training, career counselling camps and academic support; more than 297,500 people accessed financial literacy services such as conducting digital financial transactions, opening and operating banks accounts, and financial literacy; over 17,500 received telemedicine services and attended health awareness camps, and over 9,600 people were linked with livelihood opportunities, received vocational training, and trained on life skills. NATO’s marines are among the toughest troops in the Alliance. But in the Arctic, tough isn’t enough – marines must be unusually skilled and resilient to survive the freezing temperatures and rugged landscape. In early 2024, marine forces from several NATO Allies got to test their mettle against the High North, putting their cold weather lessons into practice while learning new tactics from their counterparts during exercise Steadfast Defender 24. Finnish, Italian and Swedish marines worked together to stage amphibious raids on the coast of Norway, while US marines improved their survival skills inland, learning what their Nordic Allies already know: when it comes to deep snow, skis are the only way to get around. The exercise was particularly poignant for Finland and Sweden, NATO’s two newest members. Finland joined in 2023, while Sweden joined in the midst of the exercise, with many Swedish troops holding impromptu celebrations to mark their accession. Marines need to be prepared to come ashore and defend Allied territory, no matter the time, place or climate. US Marines training in Sweden share three factoids about the Marine Corps. How many did you know? NATO’s newest member, Sweden, hosted US Marines and Polish soldiers for BALTOPS 24, an annual US-led maritime exercise that takes place in the Baltic region. On Gotland – a strategically vital island situated in the middle of the Baltic Sea – troopers from Poland, Sweden and the United States practised amphibious operations together, familiarising themselves with the island and learning how to defend it from an attack. In the event of a crisis on the Baltic Sea, Gotland would be vital to ensuring the safety of Allied maritime traffic. In recent years, Sweden has doubled down on preparations to defend the island, holding several defence drills while reactivating the Gotland Regiment, an armoured unit equipped with tanks and infantry fighting vehicles. 20 NATO Allies, 50 ships and dozens of aircraft took part in BALTOPS 24. This year was the first time Sweden participated as a full NATO member. BALTOPS allows Allies to practice collective defence at sea. The exercise is led by U.S. Naval Forces Europe-Africa and the U.S. Sixth Fleet, with the Portugal-based Naval Striking and Support Forces NATO (STRIKFORNATO) exercising command over the ships.

Speakers shared their knowledge on how to protect & improve water quality in Ireland and showcased case studies from around Ireland. Speaker: Dr Elvira de Eyto, Marine Institute Dr Elvira de Eyto studied Zoology at TCD and carried out postgraduate and postdoctoral work on the ecological quality of Irish and European lakes, and the immunogenetics of salmonids. Since 2003, she has worked in the Marine Institute in Newport, Co. Mayo, primarily on the long term aquatic monitoring of the Burrishoole catchment, and related research projects.

Finland is the recipient of the 2024 European Transport Safety Council prize for outstanding progress in road safety. The country reduced road deaths by a substantial 29% over the decade to 2023, while the average decline in the EU was just 16%. The accolade, known as the Road Safety Performance Index (PIN) award, recognises Finland’s progress in road safety and is a testament to the country’s long-term targets and comprehensive strategy for improving the road safety of all road users.

In this video, Erkki Pöytäniemi explains how mushroom cultivation works in practice. Forest cultivation of shiitake mushrooms makes efficient use of forestry by-products such as small-diameter low value trees from thinning which are normally used as bioenergy or pulp trees. These tree logs can also be used as a cultivation substrate for shiitake mushrooms (and also other mushroom species such as chaga, reishi (also known as lingzhi) and oyster mushrooms) and in this case the added value per tree log can be markedly higher. Another advantage is that forests which are normally only used for wood production, now also produce edible mushrooms. In this way, forest farming can be an ecologically friendly way of food production as it increases land use efficiency. Russia’s full-scale invasion of Ukraine in 2022, against the backdrop of its illegal annexation of Crimea in 2014, changed the security landscape in Europe and acted as a catalyst for Finland’s accession to NATO. After 30 years of close partnership with NATO, Finland joined the Alliance as a new member in April 2023. With its geographic proximity to Russia, Finland shares a 1,300-km border with Russia and has a history of facing Russian aggression. Russia’s unprovoked and brutal full-scale war on Ukraine got Finland to rethink its defence strategy, and abandon its policy of military non-alignment. While Finland now benefits from the protection of NATO membership and the collective defence clause (“one for all, all for one”) under Article 5 of NATO’s founding treaty (also called the Washington Treaty), Finland’s membership also strengthens NATO’s collective deterrence and defence and the security of the Euro-Atlantic area. Despite having a small population of 5.5 million, Finland has an impressive wartime strength of 280,000 military personnel, and that is due to its comprehensive conscription service. The country also counts on strong artillery capabilities, a fleet of modern fighter jets, powerful mine hunting capabilities at sea and much more. Finland is also situated in a potentially vulnerable area, including both the High North and the Baltic Sea, regions of high strategic importance. In this video, we look at what NATO membership means for Finland, and how the country contributes to the security of our Alliance.

Minister Charlie McConalogue toured Kenya, Ethiopia and South Sudan to see the work being done by the World Food Programme. He announced that Ireland will increase it's funding of the WFP by 40%. A total of €105m will be allocated over the next three year of our Strategic Partnership Agreement. This will support the invaluable humanitarian work being carried out. Food insecurity is a huge issue that is being addressed through infrastructural investment, education, training in new farming methods and the provision of food supports. That’s some firepower! Did you know that NATO member Finland has one of the strongest artillery capabilities in Europe with approximately 1,500 weapons? Here’s Squad Leader Kauppila to tell you some interesting facts about the Howitzer. Finland has hosted several international exercises both on land and in the air since the country’s accession to NATO in April 2023. Exercises Lightning Strike and Northern Forest, which took place at the Rovajärvi exercise area in northern Finland in May and June 2023, aimed to develop joint fire and combat operations between Finnish Defence Forces, Allied forces and Sweden. 7,000 Finnish troops were joined by nearly 1,000 Allied forces from Norway, the United Kingdom, the United States and also neighbouring Sweden for these first exercises hosted by Finland since it joined the Alliance.

On the occasion of the UNFCCC COP 28 in Dubaï (United Arab Emirates), the 4 per 1000 Initiative: Soils for Food Security held the 6th 4 per 1000 Initiative Day on Wednesday, November 16th, 2022, in the Dubaï Dusit Conference Hall. The International Initiative 4 per 1000, launched by France on December 1st, 2015, at the COP 21, consists of federating all voluntary stakeholders of the public and private sectors (national governments, local and regional governments, companies, trade organizations, NGOs, research facilities, etc.) under the framework of the Lima-Paris Action Plan (LPAP). The Initiative aims to demonstrate that agriculture, particularly agricultural soils, can play a crucial role in food security and climate change. Supported by solid scientific documentation, this initiative invites all partners to state or implement practical actions on soil carbon storage and the type of practices to achieve this (e.g., agroecology, agroforestry, conservation agriculture, landscape management, etc.). The initiative encourages stakeholders to transition towards a productive, highly resilient agriculture based on the appropriate management of lands and soils, creating jobs and incomes, and ensuring sustainable development.

2023 marks sixty years of activity of the Codex Alimentarius. Codex is a joint FAO/WHO initiative that began in 1963 and looks to ensure food safety for all people around the world. Its main goals are to protect the health of consumers, facilitate international trade and to ensure fair practices in international food trade. Ireland is actively involved in Codex with Irish delegates servicing many different Codex Committees. This video is a case study example of the work done by one Irish Codex delegate who services and represents Ireland on the Codex Committee on Nutrition and Foods for Special Dietary Uses (CCNFSDU). Dr Mary Flynn, Chief Specialist Public Health Nutrition at the Food Safety Authority of Ireland presents on her experience working at Codex Alimentarius Committee on Nutrition and Foods for Special Dietary Uses. This presentation was part of a webinar recorded on 17 November 2023 to mark the 60th anniversary of the Codex Alimentarius. The Department of Agriculture, Food and the Marine’s “Agriculture and Climate Change – Science into Action” is a national conference dedicated to addressing the intricate relationship between agriculture and climate change. Key aims of the conference: Bring stakeholders up to date on the latest climate policy developments relating to agriculture and land use. Present the latest scientific developments on measuring and mitigating the principal agricultural greenhouse gases and facilitate discussion on how this research can inform policy and be implemented on farms.
