ESM Managing Director Pierre Gramegna joined Head of EU News at Euronews Maria Tadeo in a conversation at the Delphi Economic Forum XI in Greece (@delphieconomicforum2201) to explain the economic impact of the conflict in the Middle East and discuss how to move towards a more shock-prone Europe. Europe is much stronger today, but it is not immune. The situation must be handled skilfully. The most important thing is to help the most vulnerable people and not give the wrong incentives to increase oil consumption further. The push for renewable energy and efforts to save energy should continue. Pierre Gramegna is confident that Europe will continue to push reforms to increase competitiveness beyond the energy shock. This circumstance only highlights the urgency to do so. The turnaround of Greece teaches us valuable lessons in how to overcome a crisis and advance reforms that can strengthen future economic growth and keep public finances in check. This is the only way to protect citizens and still be able to support those most in need during these difficult times. We need more Europe not less. The City of Athens is best known for its remarkable ancient monuments and sites. But, today, it is also a city which struggles with many contemporary challenges, such as pollution, lack of space, heat waves and traffic congestion. It is therefore of utmost importance to start re-thinking the city and put in place modern, innovative solutions to respond to the growing challenges. And this is precisely what the Double Regeneration project does: it is the largest urban and spatial planning intervention in the history of the city, which comprises of removing a football stadium from a central city area and replacing it with one of the largest parks in the city, while at the same time building a new state-of-the-art football stadium and recreation space in a previously neglected and underdeveloped district. A special attention is paid to the greening and landscaping of new green areas - a large number of trees and shrubs is being introduced, as well as water gardens, ponds, lawns and olive groves, which all together will form the largest, climate-resilient park in the city, contributing to Athens' climate adaptation and resilience. An EU-supported initiative has helped municipalities in Crete develop and implement practical renewable energy solutions to reduce emissions and improve energy resilience. In the mountain village of Anogeia, located 700 metres above sea level in central Crete, heating is essential for daily life, particularly during harsh winters. Until a decade ago, most households relied on traditional fireplaces, leading to indoor air pollution, deforestation and rising energy costs. Facing environmental challenges and economic pressure, the local municipality began seeking more sustainable and affordable energy solutions. Anogeia took part in COMPOSE, a European initiative implemented between 2016 and 2019 that supported renewable energy projects across 11 Mediterranean regions. The programme focused on helping small and medium-sized municipalities overcome common barriers such as limited administrative capacity, lack of technical expertise and restricted access to funding when developing sustainable energy plans. The project also supported action in the nearby coastal city of Rethymno, which faced sustainability challenges linked to rapid urban growth. With support from COMPOSE, the city introduced a used cooking oil collection system to produce biofuel, installed solar panels to power the city hall and set up electric vehicle charging stations. Beyond local investments, COMPOSE created a lasting legacy through a web-based toolbox now maintained by the University of Crete’s Renewable and Sustainable Energy Systems Laboratory. The platform provides municipalities with practical guidance, data and step-by-step tools to adapt climate mitigation and renewable energy strategies to their local context. Developed with EU support under Cohesion Policy, COMPOSE had a total budget of €2.5 million, with nearly 75% funded by the European Union. The initiative contributes to reducing CO₂ emissions and strengthening renewable energy uptake in the Mediterranean region, which is warming around 20% faster than the global average. The EBRD has delivered over 220 tailor-made advisory projects through its Advice for Small Businesses (ASB) programme in Greece. These projects have helped small and medium-sized enterprises (SMEs) to improve in areas such as marketing, strategy, exports and operations, enabling them to grow sustainably and seize new opportunities. The EBRD has also organised business seminars and activities benefiting more than 1,000 entrepreneurs, while supporting the capital market through free analyst coverage for nine listed companies and helping an SME prepare for listing on the Athens Stock Exchange. These ASB projects have received donor support from Greece, and the TaiwanBusiness-EBRD Technical Cooperation Fund under the Small Business Impact Fund (SBIF). The SBIF is also backed by Ireland, Italy, Japan, South Korea, Luxembourg, Norway, Sweden, Switzerland and the United States of America).

This week, the president of the European Investment Bank Group Nadia Calviño visited Sofia, where she discussed with the Finance Minister key investments in Bulgaria. Then she travelled to Athens where she exchanged with Prime Minister Mitsotakis and the Finance Minister financing for our common priorities, from the energy transition to security and defence, as well as response to emergencies. We also launched a new fund to help decarbonise the Greek islands. And to Nicosia, President Calviño met President Christodoulides and the Minister for Finance, and discussed new investment opportunities. She also visited the EIB financed University of Cyprus and inaugurated our local office there, reinforcing our role as a multilateral and also a local bank with operations in every region of Europe. Nadia Calviño also had a very good exchange with the Lehendakari Pradales, President of the regional government of the Basque Country. And in Milan, we organised a well-attended workshop with financial institutions and policy makers on access to housing in Europe. As Ukraine marks 1 000 days of war, we delivered new investments for water and lighting in two Ukrainian cities. This testimonial video provide insights on the challenges and the importance of cooperation across borders in addressing natural disasters such as floods, by highlighting a project of great significance in the Greek - Bulgarian cross-border area. Border regions between Greece and Bulgaria are historically vulnerable to floods due to the two transboundary river basins of Struma/Strymon and Evros/Maritsa. The video discusses the importance of bilateral cooperation in increasing the resilience of border regions. It marks out Flood Protection, one of the largest Interreg V-A Greece Bulgaria 2014-2020 strategic projects aiming to improve resilience of the cross-border area in times of crisis. The project brought together authorities from both sides of the border to provide tangible outputs such as large-scale infrastructure upgrades and increased disaster handling capacity. By 2030, Greece’s National Energy and Climate Plan defines energy efficiency targets and measures to be implemented across all sectors. Under EU regulation, Greece has set targets for annual energy savings for the 2017-2020 and 2021-2030 periods. In the building sector, the government is strengthening building codes and has launched a number of investment programmes that aim to improve, among others, the energy performance of public and private buildings. In the transport sector, Greece is supporting the uptake of electromobility and is investing in improving charging infrastructure. Measures for industry energy efficiency include energy audits and support for efficient equipment, mainly for heating. The main question is: How far is Greece for achieving these targets? The Mediterranean region is a climate change hotspot, as it is warming faster compared to the global average. Over 150,000 people lost their lives due to floods, storms, and heatwaves. Countries such as Greece are experiencing tropical weather. In the past years, the country had to face numerous wildfires, but also floods, which resulted in huge land loss, economical damage, and lost lives. The Greek government is introducing new climate laws, which aim at mitigation and adaptation, including reaching carbon neutrality by 2050, transitioning to renewable energy sources by 2030 and reducing greenhouse gasses. However, information about the population at risk is unavailable throughout Europe. For this reason, IMPETUS is developing a ‘Hot-spot Identification and Prioritisation Service’, a tool that will allow researchers to locate areas that are at a higher risk, and it will combine climate data with satellite information on population. The Mediterranean Agronomic Institute of Chania (MAICh) was created in accordance with Law 4443/64, which established Greece as a founder-member of the International Centre for Advanced Mediterranean Agronomic Studies (CIHEAM). Its foundation took place under Law 1537/85, which was passed by the Greek Parliament following the provision of Article 28, paragraph 1 of the Constitution (after at least a 2/3 majority of members in favour). The Centre constitutes an international organisation whose aim is the development of scientific cooperation in the sectors of economics, rural development, management, and applied biological, technological and environmental sciences, addressing to problems in the Mediterranean area. The Mediterranean Agronomic Institutes of Bari (Italy), Montpellier (France) and Saragoza (Spain) are constituent Institutes of the same organisation. The Center for Security Studies (KEMEA) is a think tank on homeland security policies and an established research center  since  2005 within  the  Hellenic Ministry of Citizen Protection aiming  to  support  security  policy  implementations  in Greece at a strategic level. KEMEA  is  actively  involved  in: (a)  Research  and  development  in  the  context  of  implementation  of  National  and European  projects    under  the  topics  of  physical  and  cyber  security  and  civil  protection,  in  close  cooperation  with LEAs, working under the auspices of the Ministry of Citizen Protection, civil protection national, regional and local authorities;(b) Training of practitioners in new systems and technologies;(c) Certification of practitioners in private security  professions  at  national  level; (d)  Organization  of  table-top  and  field  exercises  to  test  and  evaluate preparedness and response of public services, organizations and authorities to emergencies and crises. The Hellenic Institute of Cultural Diplomacy, is a scientific non-governmental organisation, founded in Athens in March 2017, and is the only proponent of Cultural Diplomacy in Greece. Working closely with private and public governmental bodies, academic and scientific organisations both at home and around the world, the Institute has branches in different Greek cities and abroad. Each branch is responsible for the development and delivery of a range of cultural activities, under the guidance of the Athens headquarters. By engaging in research and developing the different fields of Cultural Diplomacy, the HICD aims to shape foreign perceptions of Greece to highlight the unique cultural characteristics of our country. This contributes to strengthens Greece’s bilateral, regional and multilateral diplomatic bonds, improves relations between nations and communicates universal values and principles that only culture can convey. The Hellenic Institute of Cultural Diplomacy was founded in 25th March 2017 in Athens, Greece and is the first and only proposer of that idea in Greece. The A.P.P.A.C. also provides psychological assessments, including neuropsychological, psycho-educational and psycho-diagnostics.The annual International A.P.P.A.C. Conferences are accredited with CME/CPD credits for the main congress program, by the European Accreditation Council for Continuing Medical Education (EACCME).
