In the year 1967, the University was renamed as Bucharest University of Economic Studies. The center is uniquely designed, both from the infrastructure point of view, as well as functionality. ICCV is a leading research institute in the field of quality of life and social ; The institute is part of the research network of the Romanian Academy of Science and a member of the National Institute for Economic Research “Costin C. Kirițescu”.  Founded in 1990, the Research Institute for Quality of Life combines an already valuable tradition in social research with a modern outlook, while carrying out both fundamental and applied research. Our institute is dedicated to research in two key areas: quality of life and social policy as well as in the major subsequent topics: health, education, employment and working conditions, housing, family, poverty and living standards, public services, social development, social economy. The University of Craiova was founded in accordance with the Decision of the Council of Ministers 894 of 27 August 1965 (published in the Official Bulletin of the Socialist Republic of Romania, issue no. 2 of 10 September 1965). Its establishment was justified by the need for the economic and cultural development of the Oltenia region, as well as the demand for higher education in the area. The Ministry decision stipulated that the University of Craiova would consist of: the Faculty of Mathematics, the Faculty of Chemistry, the Faculty of Philology, the Faculty of Economic Sciences, the Faculty of Electrotechnics, the Faculty of Agriculture and the Faculty of Horticulture. The decision also mentioned that the Institute of Agronomy would cease its activity and its faculties would transfer to the University of Craiova, whereas the Three-year Institute of Pedagogy would continue to function with the Faculty of History and Geography and the Faculty of Natural Sciences, as a structure which was administratively integrated to the new institution. The University was founded by the decree law no. 660 issued on 30 December 1944, which stipulates that a university must be created in western Romania. Its first faculties either were dissolved or became independent institutions. These independent higher education institutions became a sole university at the end of September 1962. That is why October the 1st is mentioned in the University Charter as University Day; it is not only the day when the academic year begins but also the day when the difficult process which had started on 30 December 1944 ended, when the efforts of creating the university were crowned with success. Digital transformation brings many challenges, particularly when it comes to protecting people, specially children, in the digital realm. Social media platforms can be the home of dangerous cyberbullying and online harassment. The addictive nature of some digital technologies, such as gaming or social media, can contribute to mental health issues and a prolonged screen time and an excessive use of digital devices can exacerbate stress, depression and feelings of isolation. In view of the publication of the third State of the Digital Decade report, we are organising an open workshop on the link between digital and health. Safer Internet Day 2025 falls on Tuesday, 11 February, with events scheduled throughout the month. In November 2024, during the Safer Internet Forum — a key annual international conference in Europe that brings together key actors in child online safety, including young people, parents, educators, policymakers, researchers, law enforcement bodies, NGOs, industry experts, and more—we asked young people to write down questions on topics important to them. We collected their questions, and Deputy Director-General of DG CONNECT, Renate Nicolay, answers some of them in this video. Stay tuned for more! On 30 January, the Digital Skills and Jobs Platform hosted the 9th episode of the series “DigComp's role in mapping and assessing Digital Skills: insights from Austria and Latvia’’, for a 40-minute interview featuring Austrian and Latvian digital experts: Irene Besenbäck, Digital Skills Expert, OeAD – Austria’s Agency for Education and Internationalisation, Jeļena Muhina, Senior Expert (adult education policy), Ministry of Education and Science of the Republic of Latvia, Department of Vocational and Adult Education and Ulrike Domany-Funtan, Secretary General, fit4internet in Austria – Raising digital Competences. This episode explores Austria's use of DigComp 2.3 AT to map digital skills and improve both formal and non-formal education. On 10 March 2025, Executive Vice-President and Commissioner for Tech Sovereignty, Security and Democracy Henna Virkkunen will host a conversation with international students and young European voices at Aalto University in Espoo, Finland. Students and content creators from across Europe will engage with EVP Virkkunen on two relevant topics: young people and social media and the role of social media in the democratic process. Attendees will have the opportunity to ask questions and explore the opportunities and challenges that social media presents—ranging from its educational potential and impact on civic engagement ahead of elections, to issues of online transparency. EVP Virkkunen will listen to the new generation’s perspectives on one of today’s most pressing issues and share the European Commission’s views and actions on harnessing the benefits of social media while mitigating its risks. The dialogue will be accompanied by additional activities for students and content creators. Participants will have numerous opportunities to network and share their opinions on matters that affect them directly, including visits to Aalto University’s innovative Design Factory and an exhibition showcasing the use of creative technologies in the University’s initiatives—a unique opportunity to engage, learn, and contribute.

The initiative is an important step in shielding the healthcare sector from cyber threats. In 2021 Ireland's national health service was targeted by a criminal cyber-attack. This attack disrupted health services and computer systems. By enhancing threat detection, preparedness and response capabilities of hospitals and health providers, the EU initiative will create a safer and more secure environment for patients and health professionals. Digitalisation is bringing a revolution to healthcare, enabling better services to the patients through innovations such as electronic health records, telemedicine, and AI-driven diagnostics. However, cyberattacks can delay medical procedures, create gridlocks in emergency rooms, and disrupt vital services which, in severe cases, could have a direct impact on the lives of Europeans. Member States reported 309 significant cybersecurity incidents affecting the healthcare sector in 2023 – more than in any other critical sector. The action plan proposes, among others, for ENISA, the EU agency for cybersecurity, to establish a pan-European Cybersecurity Support Centre for hospitals and healthcare providers, providing them with tailored guidance, tools, services, and training. The initiative builds on the broader EU framework to strengthen cybersecurity across critical infrastructure and marks the first sector-specific initiative to deploy the full range of EU cybersecurity measures. Cohesion Policy is tackling the digital divide across Europe with Ms. Wendt noting that 7.9 million households were connected during the last programming period, highlighting its tangible impact. Cohesion Policy funds and the European Regional Development Fund are vital for enabling business growth in SMEs, job creation, and improving citizens' access to essential online services such as education, e-health, e-government or e-banking. Lastly, a particular focus is on addressing connectivity challenges in the EU’s outermost regions through the deployment of submarine cables. When speaking about ‘territorial coverage’ the term usually refers on reaching the last 1% - the most isolated regions that have no access to high-speed internet. The video discusses the critical role of technology in agriculture, where farmers are embracing new systems of performance measurement, as well as technology’s role in environmental and social factors. Connectivity is enabling farmers to gather and analyse data for precision farming, improving soil and water quality monitoring, but it is also allowing people to stay in or move to rural areas for work and business opportunities, while also improving access to education and healthcare. This video highlights the ‘Learning from the Extremes’ project, an EU initiative aimed at reducing the educational divide in rural areas through enhanced connectivity and digital infrastructure. The project equipped more than 100 rural schools across 10 European countries with advanced connectivity, digital tools, and ICT infrastructure. These resources empowered students with innovative learning opportunities and provided teachers with the support to integrate technology into the classroom effectively. Beyond education, the project fostered local innovation by encouraging students to apply their digital skills to solve real-world problems, support small businesses, and strengthen their communities’ development. The first part of the webinar laid the groundwork by discussing the European AI Act’s objectives, its innovative risk-based approach, and the governance structures that will ensure its effective implementation. This upcoming session will build on that foundation, providing deeper insights into specific obligations and regulatory requirements. This two-part seminar series is just the beginning of a series of webinars on Pillar I of the AI Pact. In 2025, the AI Office will continue to explore these topics in greater detail with additional sessions focusing on High-risk AI requirements. Romania is strengthening its disaster resilience with support from the World Bank (WB) and the Global Facility for Disaster Reduction and Recovery (GFDRR). In 2023, the 'Inclusive Disaster Resilience' Project focused on improving emergency services for people with disabilities, was launched under the Japan-WB Program through the coordination of the Romanian Department of Emergency Situations. This project has already made significant strides by training over 500 first responders with the skills needed to effectively assist individuals with disabilities during emergencies. These training sessions, some led by people with disabilities, have not only provided practical guidance on communication and assistance but also fostered greater empathy and challenged existing stereotypes. To ensure the project’s long-term impact, a 'Train the Trainers' program has been implemented, ensuring its sustainability, and a scale up at the national level will be implemented during 2024-2025 under the new Technical Assistance Financing Facility for Disaster Prevention and Preparedness (TAFF), a partnership between the European Commission through its Directorate-General for Civil Protection and Humanitarian Aid Operations (DG ECHO), the WB, and the GFDRR. ABOUT THE GLOBAL FACILITY FOR DISASTER REDUCTION AND RECOVERY (GFDRR) is a global partnership that helps low- and lower-middle-income countries better understand and reduce their vulnerabilities to natural hazards and adapt to climate change. GFDRR provides grant financing, technical assistance, training and knowledge sharing activities to mainstream disaster and climate risk management in national and regional policies, strategies, and investment plans. The Program Management Unit, located within the World Bank, manages http://www.gfdrr.org grant resources to carry out GFDRR’s mission. Every military in NATO has its field ration, known as MREs (meals-ready-to-eat). While perhaps not the height of culinary expression, these rations give soldiers the calories they need to power through a hard day in the field. From Ally to Ally, their contents differ in sometimes small, sometimes big, but always interesting ways. Watch a Polish and Romanian soldier swap their ration packs while on exercise near Craiova, Romania. With food ranging from canned pork neck to powdered orange juice, these two soldiers sit down and test traditional meals in a way less traditional setting. After this tasting session, the ‘Red Scorpions’, as the 26th Infantry Battalion Neagoe Basarab of the Romanian Land Forces are known, trained alongside their Polish allies from the 12th Mechanised Brigade. They practised embarking and disembarking from armoured vehicles and clearing simulated explosive devices off of roads and vehicles.
