Velia’s key competencies are in the areas of public procurement and PPP, EU and national competition law, including State aid, regulatory matters, services of general economic interest, regional development and use of EU Funds, financial instruments, environmental law and commercial law. She has specific experience in the field of all new forms of PPP, including energy efficiency contracts, namely EPCs. She has extensive expertise in the use of financial instruments within the EU Funds, with particular emphasis on the JESSICA (Joint European Support for Sustainable Investment in City Areas), JASPERS (Joint Assistance in Supporting Projects in European Regions), JEREMIE (Joint European Resources for Micro to Medium Enterprises) instruments. As regards JESSICA, the wide expertise includes both urban regeneration and energy efficiency/renewable energy measures.
Velia is a leading expert in the field of project financing. She has significant experience in regulatory matters, including the regulation of utilities and all matters relating to services of general economic interest, among which State aid issues, service contracts, tariff agreements. Specific fields: transport, energy, water, waste.
Velia also has an outstanding experience in matters concerning State aid, including the design, launch and management of aid schemes in various fields. Her expertise includes dealing with national and EU authorities with regard to regulatory issues and pre-contentious and contentious proceedings.
She is a much appreciated lecturer in the fields of public procurement, PPP, and competition for several institutions, both at national (Bocconi University-Milan, LUISS University -Rome, Tor Vergata University- Rome, Trento University-Trento, Italian Public Procurement Authority-Rome) and international (EIPA, The ERA-Academy of European Law, Germany) level.
