Evert-Jan Mulder’s past roles include working for the Policy Executive of the Association of Dutch Municipalities and as Senior Consultant, ICT Projects and Information Management, in the Netherlands government Centre of Expertise for Government and ICT.

He has more than 25 years experience in the digital modernisation of national and sub-national government in Europe, Asia and South America. His experience includes projects on ICT systems implementation, information management, eGovernment, eGovernance and Smart Cities and Smart Governance, including digital leadership, change management, risk management, innovation, inter-operability, multi-stakeholder management, multi-level governance and cross-cultural collaboration.

He has published extensively on various operational, change management and inter-personal aspects of digital modernisation, including on factors crucial to the success or failure of projects.
