Mr Luena has been a Member of the European Parliament since July 2019 as part of the Progressive Alliance of Socialists and Democrats. He works as Vicepresident in the Committee on the Environment, Health and Food Safety, as well as in the Delegation for relations with the Korean peninsula. He is also a full member of the Delegation for relations with Palestine and a substitute member in the Committee for Transport and Tourism and in the Delegation for relations with the United States and with the EUROLAT Parliamentary Assembly.
He is currently the representative member of the S&D for the resolution of Parliament on the Fifteenth meeting of the Conference of the Parties to the Convention on Biological Diversity (COP15) in which he has defended the just ecological transition and environmental taxation as a solution to the climate and environmental emergency. He is also rapporteur for the EU Biodiversity Strategy 2030 and focal point for the S&D on ENVI-related issues in the context of Brexit.
Prior to these, Mr Luena has served as MP in La Rioja (2007-2008) and in the Spanish Parliament (2008-2019) and has worked as Secretary General of the PSOE in La Rioja (2012-2017) and Secretary of Organization of the PSOE (2014-2016).
