The Ministry of the Environment and Mobility is responsible for the conception and administration of the sustainable mobility funding guideline (NMOB) as well as for the implementation of sustainable forms of mobility in the Saarland's framework transport development plan.

Since demand response transport, with its flexible and digitalised character, represents a new form of mobility for all stakeholders, the susceptibility to errors in its implementation is high due to a lack of experience.
