The European Commission’s proposals for the Digital Markets (DMA) and Digital Services (DSA) Acts are under discussion in Brussels and the Member ;To delve into and debate specific aspects of the DMA and DSA package, CERRE is hosting a series of livestreamed online ‘rendez-vous’ events throughout the first half of ;This is the third in the series, during which the institutional design and enforcement methods of the Commission’s DMA proposal will be discussed.

CERRE’s DMA recommendations, released ahead of the Commission proposal in November 2020 and referenced in the European Parliamentary Research Service’s (EPRS) briefing “Regulating digital gatekeepers: Background on the future digital markets act”, suggested new ways of enforcement that are more participatory, experimental, data-based and technological. In their first assessment of the DMA proposal, authors of the CERRE recommendations agree that centralised enforcement is appropriate, but they recommend a bigger role for national independent authorities and modes of oversight and enforcement that are more aligned with the DSA proposal.
