The Challenge of Public Leadership

This seminar will be of interest to public officials, and managers in other agencies and institutions, who have a significant leadership role.

According to the EU Quality of Public Administration toolbox “reforming public institutions is a complex and difficult task, both technically and politically, involving fundamental changes in the rules of the game”. This practical and ‘hands-on’ seminar will provide delegates with a framework, a set of concepts, and a set of skills to address the real complexity of the leadership challenges that they currently face in their work environment.The programme will involve working on real leadership challenges which delegates will submit in advance, and then using a framework of adaptive leadership and public value to diagnose the nature of the challenges, and design interventions to address them. Concepts such as leading adaptively, the role of authority in leadership, public value, and leading ‘politically’ will be introduced and practiced through case studies, peer consulting, and discussion.The seminar will provide delegates with a framework and set of tools for addressing complex leadership challenges in a public sector environment, an opportunity to work on real leadership challenges, as well as an opportunity to share ideas and experience and develop a peer network to support the practice of leadership.The seminar will be presented through a combination of lectures, practical work in small teams, case studies, case in point and peer discussions. Each delegate will bring a practical leadership challenge to the seminar which they will then use to apply the different elements of the leadership framework.ObjectivesTo introduce participants to the Adaptive Leadership Framework for changeTo provide delegates an opportunity to apply the framework to real leadership challengesTo develop a language and set of practical skills for addressing leadership challengesTo develop a peer network of leaders at European level.
