State Aid & SGEI in Health Care, Social Services and Infrastructure

State Aid Seminar

There is a range of fundamental services that are of major importance to citizens and their everyday life which have to be supplied by public authorities. Providing and financing these services – for instance in the social or transport sectors – needs to be in accordance with European State aid regulations and the provisions for Services of General Economic Interest. Special attention has to be paid when entrusting services to companies: excluding the risk of overcompensation is most crucial. It has to be decided carefully which measures may fall under the scope of SGEI. Often, there is more leeway to apply the concept of SGEI to measures and this option remains underutilized in several cases. Practitioners in the field are confronted with a wide range of pitfalls and therefore have to remain best informed about developments on EU level. Learn from and discuss your issues with the speakers from the following institutions:European Commission, DG Competition, State Aid StrategyEuropean Commission, Legal Service, State Aid TeamMinistry of the Interior and Kingdom Relations, the NetherlandsCity of Munich, Department of Labor and Economic Development, GermanyDublin City Council, Law Department, Ireland And learn:Which measures fall under the scope of SGEIHow to make sure that criteria for public service needs are metHow to limit the risk of overcompensationIn which way can de minimis be applied correctlyWhich obligations exist for SGEI and public procurementHow can a market price best be determinedHow to calculate costs and compensation correctlyIn which way can reporting obligations best be fulfilledWhat are the special requirements when dealing with social housing, health care, public transport and infrastructure Further information and the registration form you will find in the seminar programme.
