2-day intensive training on the new State aid regulation for Services of General Economic Interest (SGEI) with experts from the DG Competition and Member States that combines presentations with case analysis and practical exercises.
The State aid rules for granting compensation for Services of General Economic Interest (SGEI) have been recently reformed by the European Commission. The aim of the new regulation is to clarify the State aid rules for public services, but its practical implementation still raises questions among public authorities.The training covers all aspects of the State aid granted to providers of SGEI and offers an extensive analysis of practical SGEI cases.The first day will start with a general introduction to the SGEI concept and presentation of the modernised rules for compensation for public services. Afterwards, three interactive sessions will give you an extensive overview on:(1) compensation schemes not constituting State Aid, with special focus on the definition of “economic activity”, the four criteria of the Altmark judgement and the new de minimis regulation;(2) compatible aid falling under the Decision 2012/21/EU and exempted from notification, with special focus on the definition of "the service", manifest error, requirements for an entrustment act and the calculation of the compensation;(3) compensation schemes constituting state aid and requiring notification, with special focus on the extra requirements of the Framework 2012/C 8/03: Transparency, public procurement and the methodology for establishment of the amount of compensation.The training will end with two additional case study sessions.
