Benoit Loutrel is a board member of ARCOM, the French audiovisual & digital media regulator, since 2021. He leads ARCOM’s involvement in the implementation of the Digital Services Act. Previously, he worked on digital transformation for an internal consultancy of the French government. He is a former Director General of ARCEP, France’s electronic communications and postal services regulator. He previously spent eight years at the World Bank in infrastructure financing and was (briefly) public policy director for Google France for a few months in 2017. He studied industrial economics and regulation at Ecole Polytechnique, ENSAE, and Toulouse School of Economics.
