Yahidne is a Ukrainian village where the Russian army forced over 300 Ukrainians into a school basement and kept them for almost a month. 10 people died from suffocation and a lack of food and water. It was just one of Russia's countless war crimes during this war. A group of Dutch writers visited Yahidne in December 2023 as part of a trip organized by PEN Ukraine with support from the Ukrainian Institute and the Prague Civil Society Centre. We organized a discussion with them afterward to talk about war crimes, compassion, and solidarity. The article aims to theorize about critical data studies with Latin America beyond the framework of data colonialism, arguing that the long history of social thought in the region can contribute to a more nuanced understanding of the datafication. It discusses views around dependence, oppressions, and liberation, debating how Latin American authors can be useful for current critical data studies, in a more nuanced and complex vision. It presents the theoretical contributions of Lelia Gonzalez, dependency theorists and Enrique Dussel. Dependency theorists criticize evolutionary frameworks of development and can contribute to discussions around data sovereignty and overexploitation of labor. Gonzalez contributes to a complex vision of Amefrica Ladina, articulating multiple forms of oppression. Enrique Dussel presents a theory of technology considering totality and proposes an ethics of liberation that can be related to alternatives toward data justice and data commons. All theoretical frameworks contribute to thinking about datafication with Latin America not as an isolated phenomenon, but in relation to other countries in the world, and as an analytical key for the construction of alternatives. All perspectives are related to current debates on critical data studies and can make an important contribution to the construction of critical theories about data that consider Latin America also as a site of knowledge production.

While Machine Learning (ML) models are becoming an essential component of many mobile applications, they also pose relevant challenges, as they require the execution of an operational pipeline including training and inference. Due to the substantial computational and energy burden imposed by such operations, distributed ML has emerged as a paradigm that can enable ML at the network edge, by indeed distributing the computational load across different network nodes and, also, a better privacy preservation whenever data are processed locally. In spite of such advantages, also distributed ML may face significant hurdles, namely, (i) slower execution of the ML operational pipeline, due to the limited computing and energy capability of the nodes contributing to that, and (ii) the high bandwidth consumption on the links connecting the participating network nodes, whenever the output of intermediate processing has to be transferred from one node to another. A paradox thus arises due to such hurdles and the fact that the distributed ML paradigm has been introduced to support ML-based services and applications at the edge with low latency towards the end devices and reduced bandwidth consumption to the cloud. In this talk, we discuss such a paradox and how it can be solved by leveraging dynamic structures of ML models which already exists as well as techniques for the compression of ML models and input datasets. The first EPA climate change lecture of 2024 took place on the 23 of April in the Banking Hall at the College Green Hotel with guest speaker Professor Lea Berrang Ford, head of the UKHSA Centre for Climate and Health Security. Climate change will have substantial and widespread consequences for human health, ranging from increased hospitalisation and deaths during more frequent and intense heatwaves, increasing suitability of regions for invasive mosquito species capable of transmitting infectious pathogens, implications for mental health, and impacts on antimicrobial resistance. Many nations are grappling with the challenge of coordinating research and governance to prepare for and respond to these risks. The lecture provided an overview of the landscape of climate change and health, including risks, intervention opportunities, and state of the evidence. Drawing on the experience of the new Centre for Climate and Health Security within the UK Health Security Agency, this lecture provided an optimistic vision for how public health and environmental agencies are grappling with and preparing for the grand challenge of climate change threats to health.

The Great Flood of 1924 is often considered a landmark moment in Kerala’s history, such that people who experienced it anchor their memories in relation to this event. Smaller floods occurred in 61, 84, 94. Then 2018 brought with it a once-in-a-century flood, with three times more rain than the Great Flood. With the rains came destruction - loss of property, culture, livelihoods, and life. Kerala’s identity seems to have been irrevocably changed by these 2018 floods. The romance about the rain has been replaced by a wariness, but also a drive for real change to build resilience and the proof of what can be achieved through the community surge of action. In this episode we look into Kerala’s changing relationship with its water, land, and geography. Will Kerala be able to reconcile the pulls between planning for the environment and the price of development? Following the theme laid out in episode 1 and 2 on prioritizing environmental consciousness, in this episode we look into how Kerala’s new resilience building activities are integrating this priority into its two most important resources, rivers and remittances. The rapid and recent urbanization of Kerala has put stresses on the consumption of both resources. The flow of remittances into the State brought with it a construction boom. This in turn changed land use to accommodate new personal residences and hotels and the subsequent increase in consumption of water. Rivers eroded, braided, and broke their banks due to obstructions, sand mining and silt deposition from the building activities and groundwater depleted from consumption. Kerala is already acquainted with the effects of climate change, and this makes the need for river and water management even more critical. Therefore, how can we tap into the two resource flows of rivers and remittances, and do so responsibly and productively? Can we leverage remittances so that they are lucrative for the private investor as well as productive for public good? Over the last few years Kerala has been experiencing crop failures and productivity loss, exacerbated by the recent floods and landslides that severely damaged the agricultural sector. Climate change is affecting agrarian micro-climates, impacting predictability, yield, and increasing crop diseases. Something needs to change. But how do you overhaul one of the largest and oldest departments in the State, restructuring its entire operation to support resilience? It is a big, bold unprecedented action, but Kerala believes that this is what it needs to do to make agriculture thrive. Kerala’s economy relies heavily on things that are native and unique to the State - its natural resources, traditions, and heritage. Through some very clever marketing this tiny State has made itself a global destination. But even ‘God’s Own Country’ isn’t immune to the recent and successive natural disasters. Traditional sectors like handloom, fishing, and cultural tourism have suffered. In 2020, natural hazards like storms, floods, droughts, and wildfires caused more than $200 billion in damage worldwide and the death of 8,000 people. Since 1980, there have been 285 weather and climate-related disasters in the United States alone that have produced at least $1 billion in damage. In this two-part episode, we’re talking with Dr. Todd Bridges, Senior Research Scientist for Environmental Science with the U.S. Army Corps of Engineers and National Lead for Engineering With Nature®, and Dr. Brenden Jongman, Senior Disaster Risk Management Specialist with the World Bank’s Global Facility for Disaster Reduction and Recovery (GFDRR). Todd and Brenden discuss the World Bank’s approach to using natural infrastructure solutions to address some of the most pressing climate change challenges and the synergies with Engineering With Nature’s approach of using innovative natural and nature-based solutions. The World Bank’s increasing support in this area has recently been recognized by the World Resources Institute as one of their top outcomes of 2020 in their work with key partners. The World Economic Forum estimates that by midcentury, $100 trillion dollars will be invested in infrastructure worldwide. In its role as an international financier, the World Bank’s overall objective is to end extreme poverty and build shared prosperity around the world. Climate change and natural hazards are strongly linked to poverty as the poor are often the most vulnerable. As Brenden notes, often a single natural disaster can push a family below the poverty line. The World Bank estimates that climate change will push an additional 100 million people globally into poverty in the coming years. As Todd and Brenden discuss, natural infrastructure is an important part of the solution to addressing multiple hazards, including those intensified by climate change, and creating community resilience. Natural infrastructure often has significant benefits over traditional concrete and rock infrastructure. Building a coastal park to provide flood risk management benefits can also create jobs and recreation opportunities, reduce heat island effects, provide trees that absorb carbon and contribute to achieving climate change targets, and provide much needed opportunities for nature experiences in urban settings. The World Bank is making an estimated $1 billion in annual investments in projects applying nature-based solutions—a 20% increase since 2018. Their guidance documents, Integrating Green and Gray: Creating Next Generation Infrastructure and Implementing Nature-Based Flood Protection: Principles and Implementation Guidance, emphasize the need to consider both conventional engineering and nature-based solutions in a more systematic way. They have been applying that approach in projects around the world for over a decade. The World Bank’s Nature-Based Solutions (NBS) Community of Practice, and internal knowledge hub, was established in 2017 with support from the GFDRR. This year, the World Bank and GFDRR will launch a dedicated Global Program on NBS for Climate Resilience, to further scale up the knowledge, investments, and partnerships on NBS across the World Bank’s global activities. As examples, Brenden talks about his experience in Madagascar and Mozambique. Madagascar is experiencing rapid, unplanned urbanization in a floodplain that is prone to more frequent and more extreme flooding due to climate change. In Mozambique in 2019, the rapidly growing coastal city of Beira faced one of the worst cyclones to hit the African continent. The World Bank’s work with the government of Mozambique on various initiatives, including development of one of the largest urban parks on the African continent, is strengthening the city’s resilience. Since the devastating 2011 tsunami, Japan has been piloting risk reduction solutions in areas prone to severe damage from earthquakes and tsunamis. Better communication is key to these efforts - 35% of people living in affected areas in 2011 apparently did not hear the radio announcements. Sendai City is working to solve the challenge of reliable communications by developing an emergency announcement system that uses fully automated drones. These can quickly be dispatched to tell people to evacuate when tsunami alerts are issued. This new system uses a dedicated private wireless communication network and an infrared camera mounted on a drone transmits pictures of affected areas to the city's disaster response headquarters in real-time.

I'm Rachel Kenna, the Chief Nursing Officer here in the Department of Health. I am absolutely delighted to launch the Strategy for the Office of the Chief Nursing Officer 2024-2026. This strategy is a comprehensive roadmap for the next three years, designed to guide and inform the future of nursing and midwifery policy. The strategy has been developed through extensive collaboration, consultation and strategic planning. Nursing and midwifery input has been the main building block for this strategy. I am really, really proud to present this contemporary strategy which is representative of the professions' commitment to excellence in nursing and midwifery care, reform, innovation and patient-centred practice. The Strategy sets out five interdependent priorities aimed at maximising nursing and midwifery practice, enhancing patient and service user outcomes and promoting the wellbeing of the workforce. I want to express my sincere gratitude to everyone who contributed to the development of this strategy. Do you know how rockets are launched? 🚀 Europe’s new launcher, Ariane 6 uses liquid oxygen and hydrogen as fuel to lift it off the ground and into space. This fuel is chilled to -150°C which allows more propellant to be loaded into the rocket with more fuel from the engine. But Ariane would not get far without the boosters that provide the most thrust by far. In order to control the direction of Ariane 6 after launch, the nozzles on the boosters and main stage can swivel to keep it on course. A month ahead of the 2024 European elections, the President of the European Parliament, Roberta Metsola, wants us all to keep in mind that decisions taken by her peers have a direct impact on our daily lives. On 6-9 June people across Europe will elect 720 lawmakers to represent them in decision-making at the European Union level for the next five years. “This Parliament gets to decide on a lot of things that matter to your daily life. Do not let anybody choose for you, she stressed in this interview. For example the first comprehensive regulation on artificial intelligence to laws securing social rights for people working on digital platforms or ensuring that appliances can be fixed at affordable prices. Metsola told us about the meetings she held with youngsters in several countries across the European Union and the impressions she got from them. She also mentioned how important it is to make them understand that if you don't fight for democracy it disappears.
