Applicants can submit online their proposal online from the 1 February 2022. Awarded applicants will receive up to 9 months of tailored support by experts and the EPAH team to develop their energy poverty actions. This webinar took place on 3 February 2022 and the EPAH team presented how and why applicants should apply to the call. The webinar is open to all but a special focus will be given to applicants from the Covenant of Mayors community and Belgium. We present our new Green Sofa Dialogue: Green Sofa moderator Jennifer Porto sits down with Carole Mathieu, Head of EU Policies, Center for Energy & Climate, French Institute of International Relations (IFRI) and Dana Marie Perkins, Head of EMEA at BloombergNEF (BNEF). They will discuss How to Accelerate the Energy Transition and Achieve 100% Renewables in Europe?. The European Union (EU) and its Member States (MS) have committed to achieving climate neutrality by 2050 and to significantly reducing emissions already by 2030. Sector coupling, hydrogen and energy storage are relevant topics related to this long-term goal. Stll, member states still lack detailed plans to achieve climate neutrality. If the EU is to reach greenhouse gas neutrality by the middle of the century at the latest, countries will need to reduce CO2 emissions by 65 percent of their 1990 levels by 2030 and reach a 100% renewable energy supply by 2040. This will require 3,000 billion euros in investments, which will be used to fulfil the European Green Deal and the Paris Agreement climate targets. At the same time, 2,000 billion euros that would otherwise have been used to import fossil energy sources can be saved, the researchers say. This high-level discussion shall shed a light on how a global energy system fully based on renewable energy by 2050 is feasible and how it could become even be cheaper than the current global energy supply. The main question Is a 100% renewable European power system feasible by 2050? will be answered by highlighting several sub-questions, such as: - How To Make Europe’s Energy System Climate-Neutral Before 2050? - What does the energy system of 2050 look like and how should the transformation for it be designed? - How to reach climate neutrality in a cost-effective and fairly way? - What is needed to reach the target much earlier than 2050? - Optimal path to 100% renewables: A combination of sector coupling and green fuels? #betd22 #JointheDialogue #Energiewende #offshore #windenergy #GreenDeal #energytransition

Do we need a European Strategy for Carbon Capture, Utilisation and Storage (CCUS) and a legislative package with a form and level of ambition similar to the Hydrogen Strategy? This FSR debate considers the main issues related to CCUS in the light of recent policy communications, legislative initiatives, and Commission guidelines. The permanent storage of CO2 in geological formations is an important option to mitigate industrial emissions. To reach the climate neutrality objective of the EU Climate Law, carbon removals will have to be fully integrated into the EU climate policy. To be climate neutral, in 2050 each single tonne of CO2eq allowed under the policy framework to be emitted to the atmosphere will have to be neutralized by a certified tonne of CO2 removed from the atmosphere. The Commission recognizes that the establishment of the legal framework will be an essential stepping stone towards the recognition of carbon removals in the EU climate policy. Its recent Communication on Sustainable Carbon Cycles aims at establishing sustainable carbon cycles for bio- emissions in European economy and ecosystems. It recognizes that even if this is a long-term endeavour it nevertheless requires coordinated action now. But are these plans sufficient and timely? Is not the more immediate challenge to establish the role of CCUS for European industry in the energy transition? Should the Commission already step up its game and take the same level of leadership, vision and determination regarding CCS as it has regarding hydrogen, announce clear targets and deadlines, commit to developing a CCUS Alliance (similar to the hydrogen, battery alliances), and commit to new legislative proposals on CCUS to deliver a cost-effective CCS network? Will the final version of the Climate Energy and Environmental Guidelines for state aid – to be published at the end of 2021 provide clear criteria for assessing the compatibility of financial support for CCUS? The World Energy Transitions Outlook (WETO), which was released in June 2021, outlines a pathway for the world to achieve the Paris Agreement goals and halt the pace of climate change by transforming the global energy landscape. The report summarised in this presentation identifies options to limit global temperature rise to 1.5°C and bring CO2 emissions closer to net zero by 2050, offering high-level insights on technology choices, investment needs and the socio-economic contexts of achieving a sustainable, resilient and inclusive energy future. In this episode, two energy experts based in the East of France join us to share their plans for an energy community in the city of Besançon. Besançon counts around 120.000 inhabitants. Anik Lehman-Tron is a renewables expert and works for the local government. Mireia Matencio is legal advisor at Opale Energies Naturelles, a renewables company based in the same area. Together, they want to operate energy production in an entirely different way and, what’s most important, boost the involvement of citizens. It is exciting to see how well the city and the private sector perspective converge! This episode and the collaboration lab were made possible thanks to funding from the European Climate Foundation (ECF). The ECF is an international non-profit and its great team promotes climate and energy policies in Europe. In 2019, the European Climate Foundation launched its Energy Democracy programme. Greece is a gifted country when it comes to renewables and it was the first EU country to have a law on energy communities all the way back in 2018. In its national energy and climate plan, the Greek government has set a target of in self-consumption by 2030. We wanted to know how this translates into concrete action on the ground and did a virtual travel to Ilioupoli. Ilioupoli is a sub-urban municipality in the Athens area. It counts 80.000 residents. For this episode we met two of them: Thanos Katsonis works for the local government of Ilioupoli, and Chris Vrettos is driving force of the social cooperative Electra Energy. They are just about to kick-start a community power organisation. How will they work collaboratively to increase the number of prosumers in Greece and – who knows – to bring other good things to the local community? Thanos and Chris tell us how they push for a citizen energy culture and the steps necessary to achieve this. This episode and the collaboration lab were made possible thanks to funding from the European Climate Foundation (ECF). Heat represents more than half of Europe’s energy needs and the vast majority of it comes from fossil fuels. Shallow geothermal energy can be the key to decarbonise heating and cooling, being a clean and mature technology that could be installed anywhere in Europe. Yet, it is widely considered as a niche technology, even if in a few countries such as Sweden and Finland, is becoming mainstream and 2 million geothermal heat pumps have already been installed. The 3rd edition of the “European Shallow Geothermal Energy Days” took place on 7th and 9th December 2021. It connected policy makers, scientists, and professionals to discuss ways to boost the market uptake of geothermal heat pumps and underground thermal energy storage.

Taking place only a few weeks after the UN Climate Conference in Glasgow (COP26), this FSR Debate will review the outcome of the conference and discuss the implications of the progress made, or lack thereof, for the development of the global carbon market. Background Parties to the Paris Agreement can use different instruments for trading emissions reductions at the international level through several mechanisms established by Article 6 of the Paris Agreement. Article 6.2 allows countries to develop decentralised cooperative approaches under which they could trade mitigation units, so-called Internationally Transferable Mitigation Outcomes (ITMOs), to reach their own Nationally Determined Contributions (NDCs). Article 6.4 opens the possibility to set up a new UN centralised mechanism to trade emissions reduction credits related to specific sustainable development projects. Article 6 also provides the opportunity further to account for international cooperation and integration of non-market approaches. The development of Article 6-compatible carbon markets could allow countries to achieve net-zero targets with greater economic efficiency, increased economies of scale, and further financial cooperation. According to a recent study from the International Emissions Trading Association and the University of Maryland, the market value of financial flows between countries could potentially exceed $1 trillion per year in 2050. The part of the Paris Agreement Rulebook meant to implement these Article 6 provisions has just been agreed at the COP26 in Glasgow. However, many questions, to be discussed in the FSR Debate, remain. What are the prospects for international carbon markets? Will this new Rulebook stimulate the possibility of moving toward a global carbon market? Or does it contain loopholes that could harm the environmental integrity of the mechanisms? What could governments do to ignite the global carbon market? Hard coal and lignite have long been the backbone of various national power sectors, providing secure, affordable electricity.
