This event will consider the future of EU trade policy and the crucial automotive sector. Already facing the challenges of the Green Deal and its own industry transformation, there were also concerns about whether a trade policy focus increasingly on autonomous measures might lead to other markets closing in response. All of these issues must now be seen in a fresh light following the Russian invasion of Ukraine. With automotive and trade policy specialists, this event will consider what the future holds, and how the EU car industry can continue to be global.

A year after the Commission’s proposal for a Digital Markets Act (DMA), how will the Commission and the Member States enforce the regulation? The Commission would be the lead enforcer, with the assistance of the Member States to monitor and enforce, but the framework might lead to under-enforcement due to the capacity constraints of an envisioned 80 employees, and lack of incentive from the Member States to support the Commission. At this event our panellists will give their expertise on how best to enforce the DMA.

According to the OECD’s recent recommendation on principles of good regulatory design, innovation requires “agile and resilient” regulatory approaches. Governments should develop regulatory models that bolster innovative activities, and they should avoid using tools that “historically have not been particularly agile”. The OECD highlights that “innovators often face difficulties in identifying and interpreting applicable rules when innovation is blurring the boundaries of traditional market definitions.” The EU’s proposed Digital Markets Act (DMA) goes to the heart of innovation. It is a new and experimental type of regulation that targets highly complex technology and services. EU policymakers are confronted with matters that are difficult to place in conventional models of regulation, such as traditional network industries or plain product safety policies. The impacts of the DMA, which has features of a horizontal regulation, can be extraordinarily powerful because its rules would work at the frontier of technological developments and rapidly changing markets. The risk is that poorly designed rules and obligations will have an outsized negative impact on EU Member States, e.g., lack of access to innovative

The EU’s proposed Digital Markets Act was long considered an opportunity to remedy anti-competitive conduct in digital markets. However, the initiative has become one of the most controversial economic policy initiatives of the von der Leyen Commission. The Commission proposal from December 2020 has now entered the Trialogue process, after receiving more than a thousand suggestions for amendments submitted to the European Parliament’s IMCO committee. Many parliamentarians call for profound changes regarding the definition of gatekeepers, the scope of obligations and enforcement procedures. Legal scholars caution that the DMA will increase legal uncertainty and the number of lawsuits in the EU. Economists warn of adverse effects on incentives to innovate in the EU. And the US government pressured Brussels to rethink the initiative because it explicitly discriminates against foreign technology companies.

Moderated by Michael Landesmann Russia’s aggression against Ukraine was met with unexpectedly strong resistance by the Ukrainian Army, which is likely to mean that the war will be prolonged and brutal. The EU, the US and their allies around the world have abandoned a cautious approach of slow intensification of the sanctions and scaled up their severity significantly. Both the Russian and Ukrainian economies will suffer very badly from the conflict and sanctions. There will also be spillovers for the EU, with higher inflation, lower growth, and effects in the financial sector. At the global level, elevated energy and food prices will hit developing countries especially badly. The West is willing to pay these costs because of the paradigm shift in European security that the Russian invasion has brought about. It is no longer unthinkable that the EU could even go further in stopping energy imports from Russia. Fears are heightened especially in Eastern members of NATO, who are concerned that the Kremlin’s ambitions do not end with occupying Ukraine. Meanwhile in the midst of the fighting, Ukraine has applied for EU membership, reinforcing the imperative for Brussels to already start thinking about how it will engage with Ukraine when the war is over. Our panel discussion will consider the following questions: - Are the current sanctions sufficient to significantly impact on Russia’s ability to finance its war in Ukraine? Should the EU stop importing energy from Russia, and what would the implications of that be? - If we end up with a protracted war in Ukraine, what can the EU do? How can it best support refugees and provide humanitarian aid, and should it (as part of NATO) support an insurgency movement against Russian occupation? - What should be the EU's long-term strategy with regards to Ukraine, especially in the context of heightened security risks for its Eastern members? The Euro-Mediterranean Economists Association (EMEA) organised the session “Rewriting the Narrative: Africa-Europe Dialogue” as part of the Culture Track of Africa-Europe Week, on 17 February 2022. The event allowed talented creatives to share their experiences, obstacles, ideas and vision with a panel of high-level policy-makers, academics and financial actors. The participants of the session issued a statement with recommendations for the heads of States of the European Union (EU) and African Union (AU). To formally recognize culture, creativity and the cultural creative industry as pillars for inclusive, sustainable and resilient economic development post COVID-19 recovery; To set up a regional fund dedicated to cultural creative industry (CCI) in Africa, with guarantees and co-guarantees from the African countries and under the EU’s Multi Annual Financial Framework. The CCI fund will be under a joint EU-AU oversight and will have a joint administration from the African Development Bank (ADB), the European Investment Bank (EIB) and should be open to others to join. Afin de faciliter la recherche d’un testament en Europe, les Notaires d’Europe ont mis en place l’Association du Réseau Européen des Registres Testamentaires (ARERT). Fonctionnel depuis 2002, le RERT, par l’interconnexion sécurisée des différents registres nationaux, permet de rechercher au sein de l’Union européenne les dispositions testamentaires d’une personne décédée. Suite à l’adoption du règlement européen n°650/2012 sur les successions internationales, l’ARERT travaille également à la création et à l’interconnexion de registres des certificats successoraux européens (CSE). Aujourd’hui, quinze registres testamentaires et trois de CSE sont interconnectés grâce à l’ARERT. Chaque année, le Réseau enregistre plus de 2 500 interrogations et permet de retrouver plus de 350 testaments dans un registre étranger.

The Peterson Institute for International Economics (PIIE) will host a discussion on the upcoming release of the International Monetary Fund (IMF) Departmental Paper Policy Options for Supporting and Restructuring Firms Hit by the COVID-19 Crisis. COVID-19 has negatively affected firms, particularly small and medium-sized enterprises, worldwide. Unprecedented policy measures have helped avoid a wave of insolvencies, at least temporarily. But risks remain: If untargeted support is prolonged, there is the risk of corporate debt overhang and zombification of firms, and if support is removed abruptly, there is the risk of a wave of insolvencies. A new International Monetary Fund (IMF) Departmental Paper offers lessons from past crises and principles that could guide efforts towards more targeted support to businesses where still needed. It also assesses how prepared countries’ insolvency systems are to handle a large-scale restructuring of the enterprise sector, using a novel index that measures the crisis preparedness of countries’ insolvency frameworks. After more than 150 years of British colonial rule, Hong Kong was returned to China in 1997. The Chinese government then promised to let Hong Kong’s Basic Law (its constitution) remain, and that Hong Kong would follow the model of “one country, two systems”. Civil liberties and press freedom were to remain respected, and ultimately Hong Kongers would be allowed to choose their government in a democratic election. However, the reality is very different. Beijing has gradually tightened its grip on Hong Kong. After the new national security law from Beijing, the situation has gotten a lot worse. Protesters have been jailed en masse. Newspapers have been shut down. Hong Kong’s freedom and the rule of law have been destroyed.
