Women play vital roles during and after wars, despite facing significant societal and gender-based barriers. Russia’s war of aggression against Ukraine is a case in point. Tens of thousands of Ukrainian women joined the armed forces, including on the front lines. Women-led civic organisations in Ukraine play a crucial role in providing essential services, and yet women are not equally involved in planning and formal decision-making level, despite progress made towards gender-based equality. Moreover, women and girls experience heightened risks of sexism, violence, scarcity of food and access to finance. According to the Updated Assessment of Needs in Ukraine, “some 14.6 million people are expected to need humanitarian assistance in 2024, 56% of whom are women and girls.” The event will assess the role and needs of women, take stock of lessons learned in Ukraine, and propose solutions for greater empowerment of women and girls.

Large Language Models (LLMs) have revolutionized numerous aspects of modern life, demonstrating remarkable capabilities in language processing, code generation, and knowledge synthesis. Their potential extends to supporting the achievement of various Sustainable Development Goals (SDGs), offering innovative approaches to tackling complex global challenges. One promising application area is the mapping and monitoring phenomena measurable through Earth Observation (EO) data. It's estimated that around 40 of the 169 SDG targets and 30 of the 232 SDG indicators could benefit from the insights provided by the EO data analysis. The use of artificial intelligence (AI) for EO data analysis can further improve the number of SDG indicators that can be monitored with a higher accuracy and frequency. In this context, research is underway to develop multimodal LLMs capable of directly processing EO data. However, these models are often computationally expensive to train, develop, and maintain, making them less feasible for low-capacity, high-risk countries that urgently need technological solutions for disaster mitigation. To address this challenge, we introduce SATGPT (accessible at satgpt.net), an innovative solution that leverages the current capabilities of LLMs and integrates them with cloud computing platforms and EO data. SATGPT represents a fully functional, innovative spatial decision support system designed for rapid deployment, particularly in resource-limited contexts. This webinar presents an instance of SATGPT configured for flood mapping, as an example. It simplifies the process with a user-friendly interface requiring only a prompt specifying flood duration and location. SATGPT leverages LLMs to generate GEE code dynamically, access historical databases, or perform unsupervised classification to detect flooded areas. This innovative integration of LLMs with GEE enhances the speed, accessibility, and real-time capabilities of flood mapping, making it more accessible to non-specialists and supporting resilient disaster management practices. Furthermore, to build the capacity to use these technologies effectively, the talk discusses the development of an online, free, and self-paced course titled Introduction to Geospatial Data Analysis with ChatGPT and Google Earth Engine. This course introduces participants to the fundamentals of ChatGPT and the Earth Engine Code Editor platform, empowering them to process and interpret geospatial data effectively outside the SATGPT. The innovative aspect of the course is developing the Geo-prompt engineering (GPE) concept, which focuses on using spatial, temporal, and satellite sensor-specific information in the prompt engineering process. The course aims to foster broader adoption of SATGPT and similar tools, equipping users with the knowledge and skills needed to leverage advanced technologies in disaster management. This talk is structured to provide a comprehensive overview of SATGPT and its contribution to enhancing flood mapping and disaster management in the Asia-Pacific region. Foundation models represent a paradigm shift in artificial intelligence (AI), offering large-scale, pre-trained machine learning models that serve as adaptable starting points for various specialized applications. Unlike traditional models focused on specific tasks, these models leverage extensive pre-training on diverse datasets to recognize patterns across data, significantly enhancing their flexibility and efficiency for different scientific purposes. This method reduces the need for large, task-specific labeled datasets and lengthy training times, allowing a single foundation model to excel in numerous scientific tasks, often surpassing traditional models, especially in scenarios with limited labeled data. Successful implementation and advancement of foundation models in science necessitate collaborative efforts across interdisciplinary teams, drawing from different research groups, academic and governmental institutions, and technology companies. Emphasizing open science principles, such collaboration promotes transparency, reproducibility, and shared knowledge, enabling broader access to datasets, models, and fine-tuning code. This collective approach not only fosters the development of more effective and versatile foundation models but also ensures their broader acceptance and application within the scientific community, paving the way for accelerated scientific discovery and innovation. This joint presentation will give an overview of the “playbook” to develop Foundation Models for Science grounded in the principles described above. Examples of Foundation models already released as well as the ones being developed will also be presented. These models include the Large Language Model focussed on NASA Science Mission Directorate corpus, Prithvi - Geospatial HLS model as well as new Weather and Climate (WxC) FM. This webinar on March 27th included a research-oriented presentation about grid capacity from DNV and a financial analysis overview from impact fund Start Green Capital. Grid capacity scarcity is a pressing issue in need of urgent attention, as it is hindering Dutch decarbonization efforts and the integration of renewables and other low-carbon technologies in the Dutch energy system. DNV, on behalf of Agora Energiewende, has assessed the problem of grid scarcity in key European countries. The traditional approach of grid reinforcements faces limitations due to lengthy permitting processes, workforce shortages, and inadequate regulatory/financial incentives. The slow pace of grid reinforcements prompts the exploration of alternative solutions by DSOs, including demand-side flexibility (DSF) mechanisms, technical solutions, and smart operation strategies. Both grid reinforcements and alternative solutions are deemed necessary to address grid capacity scarcity effectively. As one of the largest impact fund managers in the Netherlands, Start Green Capital has invaluable experience and know-how to share regarding project financing in the Dutch solar market context. The revised EPBD is going through its final stages of approval, making it a crucial time for European building policy. The focus now shifts to implementation of its key provisions to decarbonise our buildings and meet our climate objectives. Energy Performance Certificates (EPCs) are used all over Europe to show buildings’ energy efficiency; however, they do not ignite renovation. Renovation Passports are promoted to support deep renovation but are costly and effort intensive. The iBRoad2EPC project aims to connect EPCs with the Renovation Passports. It improves EPC recommendations to outline an individual plan for staged renovation aligned with climate objectives. It expands, improves and broadens their format and joint scope, to consider additional features (indoor air quality, smart readiness, etc.) and become broadly applicable to a range of building types across Europe. It also enables and inspires tailored solutions for links between the various schemes (EPC software, databases or one-stop shops) existing in different countries. The Czech University of Life Sciences (CZU) launched the CEE2ACT Czech Bioeconomy Hub in Prague on 26 September 2023. The hybrid workshop was attended by 11 external participants, including representatives from the Ministry of Environment, the Ministry of Education, Youth and Sports, the BIOEAST HUB, the Czech Technology Platform for Biofuels, the National Cluster Association, the Municipal Water Management Company, relevant companies and researchers in forestry. The fruitful discussion among participants focused on the current state of bioeconomy development, especially obstacles related to the implementation and the terminology in strategic materials. Bioeconomy stakeholders explored possible synergies between CEE2ACT and other international projects including better outreach of the project. Adolescent girls and young women bear a disproportionate burden in the HIV response. In 2022, adolescent girls and young women constituted 77% of new HIV acquisitions in central, eastern, southern and western Africa with HIV acquisition three times higher than in boys and young men of the same age (UNAIDS, 2022). Data points to a clear shortage of gender-sensitive, youth-friendly and integrated HIV and reproductive health services designed for and by adolescent girls and young women. Young people currently account for 1.8 billion people globally, the largest generation of young people ever, 90% of whom live in low- and middle-income countries (UNAIDS, 2021). Yet the catalytic potential of young people, especially young women, in finding innovative solutions towards better health outcomes is critically underutilized. To unleash this potential, adolescent girls and young women must be engaged as beneficiaries, partners and leaders in initiatives that concern their health (UNAIDS, 2018) and be equipped with the necessary skills and leadership opportunities to execute bold and innovative ideas that are fine-tuned to their unique needs. For International Women’s Day, the IAS Youth Hub brought together four inspiring young women active in the HIV response for a virtual ask the experts style session. They provided participants with knowledge on the intersections of gender and the HIV response, guidance on how to overcome gender specific challenges and inspired other young people to be part of the movement. The EU has recently agreed on reaching a 42,5% renewables share in final energy consumption, almost doubling its current deployment. While these targets are defined at EU level, most renewable installations will happen at local level. With around 80% of the EU population living in urban areas, cities and local authorities are the perfect candidates to accelerate the energy transition, and supply their citizens with secure, affordable and sustainable energy. In the coming years, cities and local communities will be at the center of the deployment of solar energy and will face an increasing demand for sourcing solar power. But how to make sure that this increased demand for renewables contributes to bringing added value to local project developers, citizens, and the industry? The Net-Zero Industry Act in parallel sets rules for public procurement, auctions and rooftop participation in the market. Although further details are to be defined with an Implementing Act, Member States can apply prequalification and award criteria such as environmental sustainability, cybersecurity, responsible business conduct or resilience in tenders. The aim of this webinar is to explore local solutions for sourcing local energy, and how cities can become drivers, not only for the energy transition, but also for European industrial development. The webinar will first introduce the current state of play of green public procurement, then will elaborate on good practices and leave the space to exchange on forward-looking solutions.

The notion of a broad green backlash is set to dominate the European election campaign. Based on new survey data from more than 15'000 respondents in Germany, France and Poland, a study of the Jacques Delors Centre in Berlin shows that it is largely overblown. A majority of voters still wish for a more ambitious climate policy and would support a raft of concrete measures to bring down emissions. As we delve into these findings, pivotal questions arise: What differences exist in attitudes towards the green transition among the three countries? How do political ideologies within each country shape perspectives on climate action? And what are the implications for the upcoming European election campaigns? To explore these questions, we are pleased to welcome Jannik Jansen, Policy Fellow at the Jacques Delors Centre in Berlin and co-author of the study “Debunking the Backlash - Uncovering European Voters' Climate Preferences”. The survey data is accessible through an interactive dashboard for further exploration.

The fifth webinar in the EUA series Toward Tirana 2024, the Bologna Process and developments in the EHEA provided an overview of current discussions on fundamental values and investigate what these mean for universities in Europe. In recent years, a consensus has emerged that fundamental values, including academic freedom and integrity and institutional autonomy, are under pressure in several European countries. This webinar presented recent discussions on what fundamental values are and how they are being undermined, as well as point to how they can or should be protected, focusing on work conducted within the Bologna Process and in other policy contexts. In addition, the webinar highlighted the role of higher education institutions – their leadership and wider communities – in upholding values. Specifically, it addressed how crises are dealt with at the institutional level and clarify how policy initiatives may support institutions in pursuing values-based approaches. Finally, speakers were invited to reflect on the contradictions and challenges that may be arise when balancing the respect of fundamental values with key strategic decisions of universities. Awareness raising and behaviour change have been at the centre of initiatives aimed at addressing antimicrobial resistance, a major European and global public health problem. Each year in November, activities promoting prudent use of antibiotics amongst different target audiences take place across the world, focusing on communicating and engaging with groups such as healthcare workers, veterinarians, farmers, academics, policy makers and the general public. Recent attention has focused on the issues around communicating about antimicrobial resistance. From public health communicators to journalists, sharing information, raising awareness and overall helping different target audiences understand the topic is a major challenge. On March 26, we have met online to talk about how to communicate #AMR. This is the recording of the event.

China’s labour market is undergoing profound changes. The educational attainment level of urbanites has soared over the past decade, transforming the talent pool in large cities. This has also contributed to the gradual shift to an economy more reliant on the tertiary sector in terms of GDP and employment shares. However, urban-rural differences remain high. In first-tier cities such as Beijing, Shanghai, and Tianjin, 30% of the population has graduated from university. In comparison, at the national level, the rate of tertiary education remained at 18,5% in 2022. For European SMEs in China, understanding the country’s labour market is key to creating sound staffing strategies for their teams on the ground. In this ECS high-level policy event, we explored the role of citizen science in reforming research assessment and redefining scientific excellence. Together with experts and decision-makers from science and policy we discussed the CoARA Agreement - a unique opportunity to advance the integration of citizen science into mainstream academic funding and reputation systems - and reflected on its wider implications for both the field of citizen science and academia as a whole. Panelists: - Eva Mendéz (CoARA Steering Board, Universidad Carlos III de Madrid) - Georgios Papanagnou (European Commission, DG Research and Innovation) - Claire Salinas/James Morris (Science Europe) - Diana Bowler (UK Centre for Ecology & Hydrology) - Facilitated by Alan Irwin (Copenhagen Business School, Aarhus University) The CoARA agreement is vital for reforming research assessment in Europe as it fosters greater collaboration and coordination among research institutions across the continent. Through its advocacy for open science principles and societal engagement, CoARA strives to boost the visibility and recognition of research outputs beyond traditional metrics. Additionally, CoARA facilitates the implementation of transparent and accountable research practices, enhancing the credibility and integrity of European scientific endeavors. This event was part of the European Citizen Science (ECS) project, which is funded by the EU under Horizon Europe and runs from August 2022 to July 2026. ECS aims to link science to society and society to science by increasing the capacity of European society to engage the public in scientific research through an approach called Citizen Science. The project’s activities include networking events, a platform with information and resources, capacity-building and training, technical support and policy engagement activities. ECS is a project funded by the EU.

The emergence of impressive generative AI tools presents new challenges for our democracy, introducing ways to manipulate facts and mislead voters at a time when our society is already grappling with heightened election mis- and disinformation and eroding trust in institutions. We’ve witnessed the impact of less advanced disinformation tactics, which have led many constituents feeling disillusioned and powerless in our democratic process. Despite existing risks and harms associated with AI, technology corporations and policymakers continue to prioritize innovation and competition over people. Just like our democracy, AI can only benefit all of us if we are all represented in its development and governance. The future of AI, and our future with it, needs a more transparent and participatory approach that centers people. Drawing on deep insight into the process of technology development and the great scientific achievements of the past (including IVF, the space race and the early internet), Verity Harding lays out, in clear and entertaining terms, lessons for our time. Alexandra Reeve Givens from the Center for Democracy and Technology and Verity Harding, director of the AI & Geopolitics project at the University of Cambridge and former head of policy at Google Deepmind will host an informal and invite-only salon to discuss the need for a robust participatory and democratic approach to AI policy, drawing on lessons from some of the most important policy moments in our nation’s history. The Peterson Institute for International Economics presents its spring 2024 semiannual Global Economic Prospects outlook for the US and global economies, including presentations on China's fiscal policy and the performance of the international monetary system. Karen Dynan, nonresident senior fellow, discusses the economic outlook for the US and global economies. As inflation recedes around the world, countries are experiencing very different growth patterns. Dynan explores those differences and highlights reasons why US growth has exceeded expectations. Tianlei Huang, research fellow and China program coordinator, discusses China's fiscal policy amid the property crisis. Beijing is now counting on a fiscal boost to achieve the ambitious growth target of around 5 percent this year. Huang explores the constraints faced by China's local governments that will likely make the intended fiscal boost fall short. Maurice Obstfeld, C. Fred Bergsten Senior Fellow, explores the performance of the international monetary system after a half century of floating exchange rates. He discusses prospects for the US dollar's central global role amid ongoing central bank disinflation efforts and geopolitical tensions. PIIE president Adam S. The 3rd Plenary Meeting of the European Community of Practice on Partnership occurred on February 8, 2024. Partnership is a fundamental principle of EU’s shared management funds at all levels of their implementation. It helps to bring the EU closer to citizens by involving local and regional authorities, civil society, environmental and social partners, as well as non-governmental organizations in the design and implementation of investment projects. We need strong partnerships to ensure our investments are more inclusive, more transparent, and that truly meet people’s needs and interests. The European Community of Practice on Partnership (ECoPP) was established to facilitate the exchange of good practices on applying the partnership principle and to further improve the quality of partnership in the implementation of the EU funds. It brings together more than 150 organizations and authorities from across all the EU. The ECoPP has played a key role in proposing practical solutions to effectively engage stakeholders in the design, implementation, and evaluation of programs and projects. In this Frontiers Forum Deep Dive session on 21 February 2024, Prof Carlos Duarte, Elisa Laiolo, and Prof Silvia Acinas explored the key results from breakthrough KMAP Global Ocean Gene Catalog 1.0 and its implications for sustainable value generation from the blue economy. They were joined for a panel and question and answer session by Prof Josep Gasol, Courtney Nichols Gould, Dr Heidi Weiskel, and Peggy Kalas. The session brought together the authors of the Frontiers in Science lead article ‘Metagenomic probing toward an atlas of the taxonomic and metabolic foundations of the global ocean genome’ in which they present the catalog which is the most extensive analysis of ocean DNA to date. These genes could be a major resource for science and society, with potential applications in biotechnology, energy, medicine, and food.
