Infrastructure Investment in regions and cities: challenges and opportunities

The paper was produced as part of the joint work of the OECD and the European Committee of the Regions (CoR) under their joint Memorandum of Understanding, reflecting their shared commitment to local and regional development and multi-level governance. The paper highlights findings from a joint survey of subnational governments assessing the challenges they face in planning, financing and delivering public investment, the second such endeavour since 2015.
