Approaches for designing SME support schemes

The aim of this toolkit is to provide guidance to Just Transition Fund (JTF) regions which are considering using JTF funds towards Small and Medium Enterprise (SME) support schemes (henceforth, ‘schemes’) which could provide a range of services from financial support for innovation to operational consulting to employee competence development. This toolkit will summarise the main focus areas of these schemes, provide best-practice case studies from across Europe, and provide recommendations for scheme design broken down by focus area
