The Covenant of Mayors – Europe is a coalition of local and regional authorities committed to implementing EU climate and energy objectives.
Established in 2008, it encourages municipalities to voluntarily exceed the EU's climate and energy targets through sustainable energy policies.
Signatories pledge to reduce greenhouse gas emissions, enhance resilience to climate change, and address energy poverty by developing and executing Sustainable Energy and Climate Action Plans (SECAPs).
These plans outline strategies for energy efficiency, renewable energy adoption, and climate adaptation measures.
The initiative fosters collaboration among local governments, providing a platform to share best practices and access technical support.
It also aligns with broader EU policies, such as the European Green Deal, aiming for climate neutrality by 2050.
By November 2024, over 10,000 municipalities across Europe had joined the Covenant, collectively working towards a sustainable and climate-resilient future.
