10th COTER commission meeting (external) and Conference

COTER members will vote on 2 opinions, exchange views on 2 opinions and take part in a debate on "The Right to Stay". The Conference will discuss Cohesion Policy and European Territorial Cooperation.

The 10th meeting of the CoR Commission for Territorial Cohesion Policy and EU Budget (COTER) will be held on Thursday 17 September 2026, from 11:00 to 17:30 (Central European Summer Time) in Cáceres (Spain) at the Palacio de Congresos de Cáceres, Avda. de la Hispanidad, s/n.

At this meeting, COTER members will vote on the following opinions:

  • EU’s Eastern regions bordering Russia, Belarus and Ukraine

    Rapporteur: Adam Struzik (PL/EPP)

  • EU Ports Strategy

    Rapporteur: Keven Cauchi (MT/EPP)

COTER members will also exchange views on the following opinions:

  • Outermost Regions Package (tbc)

    Rapporteur: Thibault Lechat-Vega (FR/PES)

  • EU strategy for islands

    Rapporteur: Noel Formosa (MT/EPP)

Moreover, COTER members will have the opportunity to engage in a debate on "The Right to Stay".

COTER conference on “Cohesion policy 2028-2034 and European territorial cooperation as drivers of competitiveness and leverage of European added value”

In the morning of Friday, 18 September 2026, the COTER conference on “Cohesion policy 2028-2034 and European territorial cooperation as drivers of competitiveness and leverage of European added value” will provide an opportunity to discuss the added value of Cohesion Policy to support place-based territorial development from a local and regional perspective and the future of INTERREG.
