The Implementation Dialogue with Dan Jørgensen, Commissioner for Energy and Housing, will bring together stakeholders in Brussels to discuss the implementation of the Energy Efficiency Directive.
The high-level discussion will focus on the current state of play, as well as the challenges and solutions related to the implementation of the Energy Efficiency Directive (EED). It will identify barriers and enabling tools to accelerate the implementation of energy efficiency solutions, explore the potential for streamlining rules and measures and reducing administrative burden and costs, and increase regulatory efficiency in the post-2030 framework while preserving its ambition.

This Implementation Dialogue will address the cross-sectoral implementation of EU energy efficiency policy, following on from the High-Level Stakeholders’ Dialogue on Energy Efficiency held on 20 May 2025.
It also aims to provide the Commissioner with a high-level discussion on the challenges and solutions related to the implementation of the EED and the delivery of energy efficiency policies and objectives. The discussion will address specific barriers and the use of enabling tools to accelerate energy efficiency solutions, in the context of the upcoming Energy Union framework for the decade ahead announced in the Commission Work Programme 2026.
Technical discussions on the implementation of the EED will take place in the context of the ‘Reality Checks’.
Topics to be covered include
The event will bring together approximately 25 stakeholders, including representatives from industry, associations and think tanks, consumer organisations, NGOs, financial institutions, and international organisations most affected by the implementation of the EED. Particular attention will be given to ensuring broad geographical and gender balance among participants.
