Decarbonising the heating and cooling sector presents one of the biggest challenges and opportunities for local communities in the coming recently revised Energy Efficiency Directive (see article ) establishes the obligation for municipalities to draw up heating and cooling plans for municipalities with more than 45000 inhabitants.
