The European Committee of the Regions (CoR) is preparing an Opinion "State of the Energy Union: getting prepared for a smooth implementation of energy transition in line with Fit for 55 targets", led by rapporteur Joško KLISOVIĆ (HR/PES), Member of the Assembly of the City of Zagreb.

This event will provide the rapporteur with inputs to support the preparation of the draft opinion and will be structured into four sections: Keynote speech - Delivered by the European Commission, focusing on the Clean Energy Transition Breakout session, From legislation to implementation - A roundtable discussion on key changes in energy legislation and the evolving responsibilities of local and regional authorities.

Presentation of the CoR study - Speeding up the clean energy transition at local and regional level; the impact of the Fit for 55 package Energy pitch - An interactive session where stakeholders present ideas to municipalities and regions to advance the clean energy transition The draft opinion is scheduled for discussion at the ENVE commission meeting on 24 June 2025.

The opinion is expected to be approved at the CoR plenary session of 14-15 October 2025.
