The European Committee of the Regions (CoR) is preparing an opinion on "Climate action implementation in view of the EU contribution to COP30", led by rapporteur Nadia PELLEFIGUE (FR/PES) Vice-President of the Region of Occitanie, and member of the Commission for the Environment, Climate change and Energy (ENVE) of the CoR.
Although local and regional authorities (LRAs) worldwide had hoped for more ambitious outcomes, COP29 in Baku laid important groundwork for advancing multilevel action at COP30, scheduled to take place in Belém, Brazil, from 10 to 21 November 2025.
In preparation for the conference, the CoR will establish clear political priorities to amplify its impact.
These priorities will shape the messages outlined in this opinion and guide the work of the CoR delegation participating in COP30.
The stakeholder consultation will provide the rapporteur with valuable insights to support the preparation of the draft opinion.
It will bring together representatives from EU and global institutions, as well as networks within the Local Governments and Municipal Authorities (LGMA) Constituency, to exchange ideas on enhancing LRAs' contributions to achieving an ambitious COP30 outcome.
The draft opinion is scheduled for discussion at the ENVE commission meeting on 5 May 2025.
The opinion is expected to be approved at the CoR plenary session of 2-3 July 2025.
The event will take place at the European Committee of the Regions, Rue van Maerlant 2, Brussels, in room VMA 21 and online.
