The so-called collection of “EU Digital Laws” was developed in response to a growing need for consistency, as harmonisation between Member States was no longer sufficient to govern the magnitude of the digital transformation.
The various new initiatives, such as the GDPR, the DMA, the DSA, and the AI Act, were intended to have a structural impact and ensure that the EU not only keeps pace with change but also adopts laws that are human-centric and designed with foresight.
Through a deeper understanding of Better Regulation principles, participants will examine how the EU can reduce unnecessary regulatory burdens, improve transparency, and ensure that laws remain adaptable and aligned with strategic priorities.
By focusing on robust evaluation processes, the EU can refine its legislative framework to be both effective in the short term and remain resilient in the face of future developments.
At the core of the discussion is the role of ex-ante impact assessments and, equally important, ex-post evaluations.
While initial impact assessments guide the creation of laws, it is post-adoption implementation which reveals whether laws are meeting their intended goals and addressing real-world challenges.
Participants will have the opportunity to engage with leading policymakers, industry experts, regulators, and civil society representatives to explore the steps needed to create smarter and more impactful laws which are robust and fit for ;In connection with this, the CERRE academic team will publish a Report on “Better Law-Making and Evaluation for Digital Laws”, presenting their key findings during the ;
